리스크 기반 해안경계시스템에 관한 고찰 A Study on Coastal Guard System at Risk Basis

2014년 해양경찰이 전담하게 될 해안경계 임무를 원활히 수행하기 위한 해안경계 위협요소 및 리스크를 분석하여 군사적ㆍ 비군사적 해안경계 위협의 특성을 도출하였다. 또한 우리나라의 해안경계 자원의 분석과 선진국의 해안경계시스템에 대한 비교를 통한 우리나라 해양안전ㆍ보안환경에 부합하는 미래 지향적 리스크 기반 해안경계시스템을 고찰하였다.
In this study we have analysed coast guard threatening elements and risks so that KCG will able to conduct successful coast guard missions from 2014 when the KCG take control of coast guard missions. The risk factors that threatens coast guard missions are divided into two different categories, military threats and non military threats. We have analysed current coast guard assets and coast guard system and compared it to that of developed nations. A future oriented coast guard system which is suitable for our maritime safety and security environment is proposed.
