이 연구는 初等學校漢字敎育의 實態와 要求에 대해 設問調査를 통해 밝혀, 추후 國家水準의 敎育課程에 그 결과가 적절히 반영될 수 있는 방향을 제시하고 자 하였다. 연구를 실행하기 위해 필자는 전국 16개 시도 초등학생과 초, 중, 고, 교원(교장, 교감, 전문직 포함), 그리고 초, 중, 고에 재학하는 자녀를 둔 학부모를 설문 대상으로 삼았다. 기본적으로 學生이나 敎員, 學父母모두 初等學校漢字敎育의 必要性을 인정 하고 있었으나, 初等學生의 경우, 學校에서 이루어지는 漢字공부에 대한 흥미도 는 낮은 것으로 나타났다. 學校의 漢字敎育실태를 소재지 규모별로 볼 때, 漢字敎育을 하는 學校數는 중소 도시나 읍면지역 소재 학교가 대도시 소재 학교보다 더 많았고, 이들 중에 공부한 기간만 따지면 오히려 대도시 소재 학생들이 타 지 역 학생들보다 더 많았다. 主要學習內容面으로 보면 學校와 家庭이 많이 달랐다. 學校에서는 ‘基礎漢字’ 종류의 지도가 주류를 이루었으나, 家庭에서는 ‘級數試驗’ 대비 교육이 월등 히 많았다. 이것은 學校와 家庭에서 漢字敎育을 통해 추구하는 目的이 다르다는 것으로 이에 대한 검토가 필요하리라 본다. 다만, 學校에서 이루어지는 漢字敎育 은 교육청 인정도서나 학교 자체 개발자료를 통하는 경우가 많으나, 家庭에서는 그러한 자료를 구하기 어렵기 때문에 대부분 級數試驗대비용 자료로 교육을 시 키는 것도 하나의 영향일 수 있다. 敎員과 學父母의 要求를 바탕으로 初等學校漢字敎育의 바람직한 方向을 제 시해 보면 다음과 같다. 첫째, 89.6%의 절대 다수가 ‘주 1시간 혹은 그 이상의 수 업시수 확보‘를 요구하고 있으므로 다음 敎育課程에서는 이에 대한 면밀한 검토 가 요구된다. 둘째, 漢文敎育用基礎漢字와 같은 漢字學習量의 기준 마련이 필 요하다. 또한 중점 지도 내용-’漢字‘ 혹은 ’漢字語彙’-에 있어서도 적절한 배분이 필요하다. 셋째, 漢字공부에 대한 학생들의 흥미도가 낮으므로 좀 더 흥미를 느 낄 수 있는 지도 방법의 구안이 필요하며, 특히 ‘漢字쓰기’에 대해서는 다수가 공통적으로 어려움을 느끼고 있어, 이에 대한 적절한 지도 방법도 찾아야 하겠다. 다음 敎育課程에서는 창의적 체험활동 시간에 漢字敎育을 할 수 있는 근거가 마련되었다. 그동안 연구자들이나 학계에서는 주로 初等學校漢字敎育의 必要性을 강조하 는데 공을 들였으나, 이제는 漢字敎育을 정규 시간에 어떻게 할 것인가에 대한 구체적인 검토가 필요한 시기가 되었다. 향후 ‘누가 가르칠 것인가?’, ‘무엇을, 어 떻게 가르칠 것인가?’ 에 대한 구체적인 안이 마련되어야 할 것이다.

Using the survey about the present situation and demand of the education of Chinese characters in an elementary school, this research aims to show how the result should be applied to the educational curriculum of the country later. To conduct this research, I made the survey of elementary school students, elementary, middle, and high school faculties, including principals, vice principals, and teachers, and parents who have a school-aged child across the country. Basically students, faculties, and parents all admitted the necessity of the education of Chinese characters. However, the survey results of the elementary school students show that their interest level in the education of Chinese characters in the school is low. Considering the location and scale of the education of Chinese characters in the school, the number of the school teaching Chinese characters is larger in middle size cities or towns than in big cities. Even that, counting only the time spent on learning the Chinese characters, the time which the students in the big cities spent is larger than that in other areas do. In the main teaching points, there is a significant difference between the school and home. Majority of schools focus on teaching basic characters, but most of parents teaches their children to prepare for the qualifying examinations. This means that the goals of teaching Chinese characters are different between in the school and home so we need to examine this problem thoroughly. But we should not overlook the fact that school can easily acquire the teaching materials which are made from the school itself or verified by the office of education and that parents can't get those materials so they use the materials for the qualifying examinations which are easy to get. That could be another possible reason for the present situation. According to the survey results of the need of faculties and parents, I'll show the proper direction of the education of Chinese characters in elementary school. First, over 89.6 percent of the results ask for the more than one hour of education of Chinese characters a week. So I suggest that the fact should be thoroughly examined in the next curriculum. Second, setting the standard for the amount on learning Chinese characters such as basic Chinese characters for teaching is necessary. In addition, the main teaching contents-Chinese characters or vocabulary of Chinese characters-need to be allocated properly. Finally, as students shows a little interest in learning Chinese characters, more interesting teaching methods are necessary. Because most students feel writing Chinese characters is the most difficult part of learning them, developing a special teaching method is critical. The foundation that teaching Chinese characters should be conducted in the creative experience period of next curriculum is made. So far researchers and scholars have elaborated the necessity of teaching Chinese characters. Now it's time to contemplate how we should teach Chinese characters in the regular classroom. Also we should prepare for the concrete answers to "Who should teach?" and "What and how we should teach?" in the future.
