현재 국제적으로 전산 한자를 표준화하기 위해 한자 문화권의 여러 나라에서는 국제 표준화 기구(ISO)에 위원회(ISO/IEC/JTCI/SC2/WG2/IRG)를 구성하여 활동하고 있다. 정부 기구와 비정부 기구가 포함된 이 위원회에서는 한자 문화권의 사용 한자 코드가 망라되어 통합 정리된 국제 표준 문자 코드(UCS: Universal Multiple-Octet Coded Character Set) ISO 10646-1을 완성하기 위해 노력하였으며, 이러한 국제 표준 문자 코드 체계는 수년 안에 Super CJK로 마무리될 전망이다. 이 위원회의 활동은 각국이 제출한 66,000 여자의 한자에서 27,500자의 한자들을 통합하거나 분리하여 코드를 부여하는 작업을 지난 수년간 진행하였으며, 현재는 이들을 포함하여 새로이 70,200자의 한자에 대한 검토를 진행하고 있다. 국제적인 표준 코드를 제정하려는 움직임과 관련하여 북한은 국제 무대에서 모습을 보이지 않다가 최근에 전세계가 인터넷의 보급으로 모든 전산 분야의 국제 표준화가 급속하게 추진되는 상황이 벌어지자, 전산 한자의 국제 표준화를 위해 국제 무대에 모습을 보이기 시작하였다. 본고에서는 최근에 이루어지는 국제한자특별전문위원회의 활동과 북한이 이 위원회에 참석하여 한자의 국제 표준 코드를 제정하기 위해 보였던 주요한 움직임을 살펴보고 남북한 전산 한자 통합의 전망과 과제를 점검해 보았다.

ISO(the international Organization for Standardization) and IEC(the International Electronical Commission)form the specialized system for worldwide standardization. National bodies in a cultural region of Chinese character that are members if ISO or IEC participate in the development of International Standards through technical committees established by the respective organization to deal with particular fields of technical activity. Other international organizations, governmental and non-governmental, in liaison with ISO and IEC, also take part in the work. In the field of information technology, ISO and IEC have established a joint technical committee, ISO/IEC JTC1. International Standard ISO/IEC 10646-1 was prepared by Joint Technical Committee ISO/IEC JTC1, Information technology, Subcommittee SC2, Working Group WG@, Ideographic Rapporteur Group IRG, Coded character Sets. They had tried to finish ISO/IEC 10646-1 which contains 27,500 Ideographs, and are derived from over 66,000 ideographs which are found in various different national and regional standards for code character stets. Now Super CJK has been proceeded, which is estimated 70,200 characters. In connection with coded character sets, DPRK(North Korea) didn’t have had nay activity in ISO. But Recently they made and appearance on SC@/WG2/IRG and submit their coded character sets to IRG. In this thesis their activities in IRG are looked into and the possibility of coordination on coded character sets between DPRK and ROK(South Korea) outlooked.
