노조의 위기극복방안 즉 활성화방안에 대한 논의가 많이 제시되고 있는 가운데, 신자유주의 세계화 속에서 노조의 지역조직이 중요한 역할을 담당해야 한다는 인식에 따라 본 논문은 노동조합 지역조직의 활성화노력에 관해 민주노총 부산지역본부를 중심으로 실태를 살펴보고 활성화방안을 제시하고자 하였다. 연구방법은 1차 자료를 이용한 문헌연구가 주된 것이며, 필자들의 경험을 외삽하였다. 노조활성화에 대한 제 논의를 노조효과성과 노조활성화차원을 중심으로 살펴보아 실태분석과 방안제시의 분석틀로서 활성화차원을 조직화, 연대ㆍ연합형성, 정치적 행위 및 재구조화로 정리하여 마련한 후 민주노총 부산지역본부의 경과와 현황을 일반적인 것과 설정한 사업목표와 과제를 살펴보고, 부산지역본부의 활성화 노력을 조직화, 연대ㆍ연합형성, 정치적 행위 및 재구조화라는 활성화차원별로 분석하여 살펴보았다. 결과로서 부산지역본부의 노조활성화 노력이 많았다고 할 수 없었으며 이에 따라 부산지역본부의 노조효과성도 대표성, 교섭력, 영향력 모두에서 낮아서, 부산지역노동운동의 침체가 심화되고 있음을 감안할 때, 부산지역본부의 노조활성화 노력이 절실하게 요구되는 실정임을 알 수 있었다. 이러한 점을 바탕으로, 구조적 한계와 필요한 전제조건을 고려하면서, 조직화, 연대ㆍ연합형성, 정치적 행위 및 재구조화라는 활성화 분석틀의 차원별로 부산지역본부의 활성화 방안을 제시하였다. 나아가 활성화전략들 중에서 부산지역본부는 조직화전략을 중심으로 추진해야 할 것을 제시하였다.

On the background that the larger neo-liberalistic globalization becomes, the more important
regional labor movement becomes, the purpose of this paper is to evaluate the reality and suggest the improvement scheme of the vitality in regional organizations of Korean Confederation of Trade Union(KCTU) in the focus on Busan regional organization/council. The method of study is literature review using first materials and to articulate authors’ experiences. The theoretical resources are studies about revitalization strategy of trade unions in the West. Beforehand, this paper evaluated the reality of Busan regional council in line with per vitalization strategy dimension as organizing, solidarityㆍcoalition, political activity and restructuring and found that the practice which can be conceptualized as revitalization strategy does not exist almost. Based on this result, and in the consideration with structural limits and prerequisite, this paper suggested the improvement scheme in line with per vitalization strategy dimension as organizing, solidarityㆍcoalition, political activity and restructuring. Also in consideration with the effect of organizing strategy on political strategy, solidarity strategy and restructuring strategy, this paper suggested that Busan regional council must push ahead organizing strategy above all.
