이 글은 우리나라 교정행정의 변화와 발전을 행정학적 관점에서 접근하고 교정청의 설립 논의에 초점을 맞추고 있다. 교정행정의 수요가 크게 증가했지만 중앙교정조직은 큰 변화가 없이 4개의 지방교정청 신설이라는 미봉책으로 대응했다. 그래서 현행 교정행정체제는 종합적 전문적 기획기능수행보다는 일선 감독기능에 치우쳐 교정정책의 선진화를 위한 정책개발을 하기 어렵다. 이로 인해 교정행정의 패러다임을 소극적, 방어적이며 폐쇄적 체제에서 쉽게 벗어나지 못하게 하며, 교정행정을 단순 집행기관으로서 인식을 탈피하기 어렵게 하고 있다. 이러한 문제들을 해결하기 위해 교정청의 신설이 바람직하다고 제안하고 있다. 이것은 교정행정수요의 변화, 다른 독립 외청과의 비교적 관점(조직, 인력, 예산)에서 관리의 적정성 확보를 위해서도 필요하며, 다른 나라와의 교정행정체제와 비교해보아도 조직, 인사, 예산상의 독립이 미흡함을 확인할 수 있었다. 또한 교정청의 신설은 교정보호기능의 일원화라는 관점에서 통합적으로 이루어져야 할 것이다.

This paper approaches the changes and development of Correctional Service in Korea in the perspective of public administration and the discussion of establishing Central Correctional Agency. The demand for Correctional Service has increased significantly but Cental Correctional Organization merely adopted a stopgap measure of establishing four regional corrections headquarters. Thus the current system of Correctional Service can only simply look over the status quo and not able to initiate and carry out projects to improve Correctional policy. The paradigm is passive, defensive, and closed, and Correctional Service will be seen as nothing more than a mere policy implementation branch. To solve this problem, this paper proposes newly establishing Central Correctional Agency. It was deemed necessary with the change in the demand, and the comparison with other Korea independent agencies in management and with Correctional Service System in other countries showed serious lack of independence. Also the reestablishment of Central Correctional Agency will have to be carried out considering the unification of Corrections-Protection System.
