智慧图书馆作为“智慧社会”的重要组成部分，应当合理利用新时代的环境背景与有利契 机，重视当前中国智慧图书馆建设与发展进程中存在的问题与障碍，从深化理论研究、加强技术人 才培养以及政策资金保障等三个方面着手，加强智慧图书馆的建设与发展，不仅有利于深化图书馆 的职能、不断提升图书馆对社会建设与发展的作用，更为“智慧社会”的建设与发展提供理论经验 总结与经过实践检验的范本，从而促进“智慧社会”的建设与发展。

As an important part of “the wisdom society”, Wisdom library should be reasonable use the new era background and the favorable opportunity, it also should attaches great importance to the current Chinese wisdom library construction and development of the existing problems and obstacles in the process, IT should processed from three aspects: deepening the theoretical research, strengthening technical personnel training and policy safeguard, Strengthened the library construction and development of wisdom, not only conducive to deepening the functions of the library, improving library construction and development to the society, but also provide theoretical experience summary and tested sample to the construction and development of “intelligent society”, So as to promote the construction and development of “intelligent society”.

    1. 智慧图书馆建设起步较晚，进展较为缓慢。
    2. 智慧图书馆建设程度不足，建设效果欠佳。
    3. 智慧图书馆建设发展不均，整体差异较大。
二、新时代智慧图书馆建设存在的问题
    1. 智慧图书馆建设理论研究深度与广度不足。
    2. 智慧图书馆建设所需人才与技术发展不足。
    3. 智慧图书馆建设所需政策与资金配套不足。
三、新时代智慧图书馆建设的路径选择
    1. 持续深化智慧图书馆建设理论的研究。
    2. 加强智慧图书馆建设技术人才的培养。
