본 논문의 목적은 한국의 안보 시스템을 포괄적 안보를 중심으로 재편해야 할 필요성을 세월호 참사 사 례를 중심으로 탐색적으로 고찰하는 것이다. 2014년 4월 16일에 발생한 세월호 참사는 한국식 발전 국 가형 자본주의 모델을 근본적으로 수정하고, 한국 사회의 질적 향상을 위한 사회 시스템 구축의 필요성 을 확인시켜 준 역사적으로 매우 중요한 재난이었다. 당시 대부분의 박근혜 정부 조직들이 세월호 참사 에 우왕좌왕 대처한 것과 달리 국방부는 일사불란하게 움직였으나 생존자를 모두 구출하는 데에 실패하 였다. 이와 같은 결과는 한국의 안보 시스템이 포괄적 안보에 기반 하여 민-군 관계를 촉진할 수 있는 방향으로 개혁되어야 함을 시사한다.

The purpose of this paper is to discuss the need for redesigning the Korean national security system by analysing the Sewol Ferry tragedy, focusing on the concept of comprehensive security. The historic Sewol Ferry tragedy that occurred on 16 April, 2014 confirmed the fact that we should fundamentally revise Korea’s capitalistic model for a developmental state and establish a social system to enhance the social quality of South Korea. Unlike most ministries of the Park Geun-hye’s administration that reacted in a disorderly manner, The Ministry of National Defence agilely responded to the Sewol Ferry tragedy. Nevertheless, it could not save everyone on board. This suggests that the Korean national security system should be reformed towards promoting the civil-military relations based on the concept of comprehensive security.
