본 연구는 숲가꾸기 사업 담당공무원의 동 사업에 대한 인식 분석을 통해 향후 정책적 개선방안 수립의 기초자료를 제공하기 위해 2015년 10월 설문조사 방식으로 수행되었다. 2년 이상 담당자의 교육 이수 여 부에서 산림조합 훈련원 교육과 산림청 시책교육 참여가 가장 높게 나타났다. 숲가꾸기 사업 담당자들은 숲가꾸기 사업의 규모, 업무비중, 만족도에 대해서는 부정적으로 응답하는 비율이 더 높게 나타났다. 숲가 꾸기 사업 품질향상을 위해 2년 미만 담당자는 관계공무원의 역량 강화와 산림사업 전문가 양성을, 2년 이상 담당자는 시공자의 운선순위가 높았고, 설계․감리 강화가 필요하다고 응답하였다. 산주들에게 숲가꾸 기 사업을 충분히 설명하는지에 대해서는 2년 미만은 12%, 2년 이상은 27%가 부족하다고 응답하여 담당 자들간에 유의적인 차이가 있었으며, 부족한 주된 원인으로는 산주들의 무관심 때문이라고 응답하였다. 경력과 관계없이 숲가꾸기 사업 담당자는 산림의 기능별 구분이 비현실적이기 때문에 기능별 숲가꾸기 사 업이 불필요하다고 응답한 비율이 높게 나타났다.

This study was conducted to provide basic data on the policy improvement plan of forest tending operation through a questionnaire survey on the level of awareness and requirements of public officers on forest tending operation. The public officers with more than 2 years working experience have a higher participation rate in the educational programs of the forest association training center and policy education of the Korea Forest Service. The proportion of public officers who had negative responses on the scale, work volume, and satisfaction on the forest tending operation was higher than public officers with negative responses. Public officers with less than 2 years working experience were of the opinion that the most important way to improve the quality of forest tending operation is to build the capacity of officials and train specialists in the forest domain of work. Public officers with more than 2 years working experience stated that the ranking of the role of constructors was high, and that reinforcement of design and supervision was necessary. There was a significant difference between public officers with less than 2 years and public officers with more than 2 years experience who were of the opinion that the explanation of forest tending operation to the forest owners was insufficient with 12% and 27%, of responses respectively, and they remarked that the most important cause is due to the forest owner's indifference. Regardless of the career, most public officers were of the opinion that the forest function classification used for forest tending operation is unnecessary because the forest function classification is unrealistic.
