본 연구의 목적은 저출산 고령사회에서의 아동복지의 문제점 및 과제를 알아보고 그에 따른 정책을 도출하기 위한 것이다. 이를 위해 선행연구 및 관련정책을 분석하였다. 연구결과 첫째, 아동복지에 대한 차별적 지원을 지양하고 모든 아동이 평등하게 교육받고 성장할 수 있는 토대를 마련하는데 총력을 기울여야 한다. 둘째, 새로운 전달체계를 단순화 또는 일원화하고 이를 제도화해야 한다. 셋째, 민간보육시설을 국공립 수준으로 확대, 보육시설의 서비스 개선을 통한 질적 수준의 제고와 방과 후 학교 확대 및 질적 제고를 통해 학생들의 자발적 참여를 유도하고, 유휴관공서를 아동복지시설로 활용해 부족한 보육 및 탁아복지시설을 확충하는 방안도 필요하다. 넷째, 아동복지서비스의 다양화와 전문화를 위한 정책을 개발하되 지역실정에 맞는 전문 프로그램의 개발이 구체화되 어야 한다. 다섯째, 맞춤형 지역서비스를 하되 소득수준 등에 따라 지원의 차별을 두지 말고 지역 내 모든 아동이 균등한 서비스를 받도록 해야 한다. 이러한 연구 결과를 바탕 으로 제언을 하면 지역의 실정을 반영하여 실제적이고 효과성 있는 정책을 실시하기 위해 지역 내에서의 전문 인력을 양성하는 방안을 마련해야 한다.

The purpose of this study is to investigate the problems and problems of child welfare in low birth rate and aged society and to derive desirable policies accordingly. To do this, we analyzed the previous research and related policies. The results of this study are as follows: First, we should do our best to avoid discriminatory support for child welfare and to lay the foundations for all children to be educated and grown equally. Second, the new delivery system should be simplified or unified and institutionalized. Third, by expanding private childcare facilities to the national and public levels, improving the quality of the childcare facilities, improving the quality of the after-school programs, and encouraging the voluntary participation of students, It is also necessary to expand the daycare facilities. Fourth, it is necessary to develop policies for diversification and specialization of child welfare services, but the development of specialized programs that are appropriate for local situation should be specified. Fifth, customized local services should be provided, but children should be given equal service regardless of income level. Based on the results of these researches, it is necessary to establish a plan to cultivate professional manpower in the region in order to implement practical and effective policies reflecting the local situation.
