이 연구는 일개 기관의 사례를 들어 교정의료가 당면하고 있는 현실적인 문제들을 설명하였다. 국가는 수용자의 보건의료를 책임져야하고, 수용자는 지역사회에서 제공 하는 것과 동일한 수준의 보건의료 혜택을 누릴 권리가 있으며, 필요한 보건의료 서비스를 무상으로 이용할 수 있어야 함을 이 시대는 요구하고 있다. 이러한 수용자의 인 권향상 분위기와 더불어 수용밀도의 증가, 수용자의 고령화, 교정시설 내 환자수의 증가로 인해 의료수요는 갈수록 늘어나고 있다. 이에 대처하고자 교정의료는 지속적인 발전과 변화를 꾀하고 있지만 빠른 속도로 증가하고 있는 의료수요를 따라잡기에는 역부족인 상황이다. 그러다보니 일선에서 일하는 의료인들은 물론 교정공무원들까지도 수용자 의료처우에 많은 어려움을 겪고 있다. 특히 환자가 외부병원에 장기간 입원 하고 있거나, 입원 환자가 다수로 늘어나게 되면 계호직원의 부족을 초래하여 연쇄적으로 교정의료가 그 역할을 제대로 수행하기가 곤란한 상황으로 이어진다.
이를 해결할 현실적인 방안은 첫째 중증 환자는 가급적 빨리 출소시키는 것이다. 공정한 원칙을 기반으로 형집행정지제도, 치료목적의 귀휴제도, 가석방제도가 적극 활 용되어야 한다. 둘째 효율적인 시스템으로의 변화와 개발을 통해 교정의료의 질이 지속적으로 높아져야 한다. 마지막으로 정원이 충분히 늘어날 때 까지는 전 직원들의 고 통분담 의지에 기댈 수밖에 없다. 환자 계호에 기꺼이 동참할 수 있도록 교정의료의 중요성을 함께 인식하고 공유해 나가야 할 것이다.

This research explored practical issues faced by correctional healh care. with demonstrative cases encountered at a correctional facility. A nation must take responsibility for the health of inmates, who have the right to the equal level of health care as that offered at the community. In the current age, it is demanded that access to essential medical care is provided free of charge. Amid such atmosphere of reinforced human rights protections, increased age of inmates and increased number of inmates lead to the rise of medical expenses. In response to the issue, constant efforts have been made to improve and modify correctional health care. However, they were never enough to catch up with the rapidly increasing medical demand, which made it difficult for health care providers in the field as well as correctional officers to provide proper medical care th the inmates. Especially, when the duration of admission increased for the inmates treated at the outside referral hospital, or when the number of admitted patients increased, there was a lack of human resources for safe custody, and it impaired proper functioning of correctional medical services.
The realistic solution to solve this, is first to release severely ill patients from prison as soon as possible. The policies such as the stay of sentence execution, temporary release for medical treatments, and parole must be used actively, while still abiding by fair and just principles. Secondly, modifications and changes have to be made for the establishment of more effective and efficient service system, to constantly increase the quality of correctional health care. Lastly, until the adequate provision of human resources is possible, it is inevitable to rely on the willing heart of all those involved th share the burden. Everyone must recognize the importance of correctional health care and participate in the patient care.
