범죄자의 재사회화를 위한 기본적인 교정정책은 처분과 통제, 교화의 역할을 강조 하는 것이지만 정신병리･심리･사회적 문제로 범죄자가 되어버린 개인에 대한 접근 또 한 무엇보다 중요하다. 특히 수형자 교화를 위한 교정보호정책은 전문가와 일선 현장 활동가의 참여를 바탕으로 하여 구체적인 교정교화 개입이 이루어진다고 해도 과언이 아니다.
교정선진국인 북유럽 국가에서는 인본주의적, 복지 지향적 이념을 바탕으로 교정정 책을 추진해오고 있는 것을 감안해 보더라도 이제 우리나라의 교정 정책도 수형자 중 심의 복지적 처우 대책을 수립해야 할 필요가 있다고 본다.
교정복지는 수형자와 출소자 그리고 그 가족들에게 사회복지 철학에 기초하여 사회적 기능을 회복하도록 돕는 전문적 사회복지활동이다. 나아가 교정복지는 사회복지실 천방법론을 활용하여 교정수혜자의 사회적응과 재활을 돕고, 이를 달성하기 위한 전 문적 프로그램 및 정책을 개발하는 총체적 활동이다. 그러나 교정복지가 사회복지실천의 특수한 방법론의 하나로 발전해 가고 있지만 교 정현장에서 교정복지의 실제적 개입에 따른 성과 분석과 이에 대한 역할이 제대로 논 의되고 있는지 의문이 든다.
이에 본 연구에서는 교정현장에서 실시하는 수형자의 사회복귀를 위한 교정프로그 램에 관해 살펴보고 재범방지를 위해 교정기관과 교정복지의 효과적인 연계체계 구축 에 관해 논의하고자 하였다. 더 나아가 교정현장에서 교정복지의 역할 정립과 전문 교 정사회복지사 도입 방안에 대해서도 모색하고자 하였다.

Basic correctional policies to re-socialize the criminals emphasize the roles of disposition, control and edification, but the approach to the individuals who have been the criminals due to psychopathology, psychology and social problems is also most important. In particular, it is not an exaggeration to say that the correctional protection policies for the edification of prisoners are based on the participation of experts and field activists. Considering that the correctional policies have been promoted based on humanistic and welfare-oriented ideology in northern countries where advanced correctional practices are being executed, it is necessary that prisoner-oriented welfare treatment measures should be established in our correctional policies as well. Correctional welfare is a professional social welfare activity that helps the prisoners in prison and released and their families recover social functions based on the social welfare philosophy. Furthermore, correctional welfare is a comprehensive activity to develop professional programs and policies to help and achieve the social adaptation and rehabilitation of correctional beneficiaries using the social welfare practice methodology. However, although the correctional welfare is being developed as one of the special methodologies for social welfare practices, it is questioned whether the performance analysis and its role are properly discussed regarding the actual intervention of correctional welfare at the correctional facility. Therefore, the purpose of this study is to examine the correction programs which are conducted at the correctional facility for the social return of the prisoners and to discuss the establishment of an effective connection system between the correction authorities and the correctional welfare to prevent recommitted crimes. Furthermore, this study is also conducted to find a way to introduce a professional correctional social worker who works in the field of correctional welfare.
