        We conclude if Jeju Peace Island for Koreas 2018 gets international awareness from participants in the spheres of Peace Island Education & Tourism Welfare Model at the Grass Roots Level, it will contribute to institutionalization of both peace island and welfare tourism. In addition, if Jeju government supports the financial budget for the establishment of a Jeju Peace University or a Jeju Environmental University, our efforts might include an impetus to create and operate a Jeju Peace University or a Jeju Environmental University based on collaborative Jeju Peace Studies in Korea and internationally in the nearer future. Of course, we believe that, through this kind of collaborative leadership, a vision of a Nonviolence Korea “Jeju Peace Island for two Koreas” might serve as a buffer zone potentially approved by the Six Nations in the Asia Pacific region in 2019.

        The aim of this paper is to illuminate some aspects of the Jeju 4.3 Grand Tragedy (the Jeju Tragedy) education and informing process. We hope to not only with these aspects show some aspects of moral origin of the Jeju World Peace Island movement, but to share a culture of peace with world citizens through world civilization education cross the Pacific at a local, national and global level. In addition bring liberty to the cause of national freedom of the SAM IL movement of 1919 in Korea. it actualizes itself as a peace buffer zone locally, nationally and globally through the “Jeju World Peace Island Treaty JWPIT,” based on international agreement of the Six Talks Nations because “it is believed that that they (Jeju islanders) will follow the pattern of the SAM IL movement of 1919 with the participants imbued with the spirit of sacrifice to life and liberty to the cause of national freedom (G-2 Summary Report)” as a moral origin of Jeju World Peace Island. Globally, one New Haven teacher has been working on an elective course called “The Power of Culture in a Multicultural World” in which to use social studies tools to investigate the meaning and importance of culture. Jeju offers an excellent opportunity to explore a culture that few New Haven students are familiar with. It will be for students to use the Jeju idea of turning troubles into opportunities, as a vehicle for addressing local issues” (“New Haven Learn- Teach Jeju 4.3,” New Haven Independent: March 29, 2017). Another New Haven teacher in his history class explains the different components of genocide. “Although the Jeju 4.3 events are not deemed genocide by the international community, using this as a lens to understand broader concepts seemed really exciting.” Jeju offers educators an opportunity to teach the curriculum but instead of gratuitous death and violence, there is a legacy of hope, healing, reconciliation and remembrance.” (Ibid, New Haven Independent: March 29, 2017). Locally and partially on the global level, “The Resurgence of Jeju 4.3 Social Healing Advocacy of “PETITION FOR A JOINT SOUTH KOREA AND UNITED STATES JEJU 4.3 INCIDENT TASK FORCE TO FURTHER IMPLEMENT RECOMMENDATIONS AND FOSTER COMPREHENSIVE AND ENDURING SOCIAL HEALING THROUGH JUSTICE” (March 27, 2014). The petition supports a combined solution to social healing for numerous survivors of Jeju 4.3. Based on interviews with members of the Jeju 4.3 Victim Family Association, 20% of them are now elderly and require expensive medical care and assistance. Many continue to suffer from psychological trauma (PTSD). It serves as a beacon of international peace in the same vein as May 24, 2015’s event, “Women Cross DMZ Demilitarized Zone.” Jeju itself aims to serve as a “Peace Buffer Zone” between the two Koreas among 6 Nations Talks within the framework of the Jeju World Peace Island Treaty, similar to Costa Rica. Never before has the need for a Peace Island in the region been so vital, with China stretching its reach across the ocean, and President Trump flexing his muscles against North Korea, the time has come for serious peacemaking, that is, prevention of conflict. It’s a real time to think about actualization of Jeju World Peace Island Treaty for Peace between two Koreas.

        Even though we had a lot of obstacles to solve these issues, Jeju National University , Hokkaido University, Hawaii University, American Graduate School of the Paris, and University of Sydney have raised reparation topics through the Peace Island Forum, Peace Island Leadership School and Global Peace Bultuk Assemblies (Bultuk being a meeting place of Jeju woman divers surrounding stones at the sea side) since July of 2010. It was a cornerstone achievement that we presided over at "SOCIAL HEALING THROUGH JUSTICE: THE MASS KILLING OF KOREA JEJU ISLANDERS DURING U.S. PEACETIME OCCUPATION" with the University of Hawaii Law School and Hokkaido University together. Based on these gatherings we can start the Petition by Jeju people on Jeju Island Korea, which is calling for A JOINT SOUTH KOREA AND UNITED STATES JEJU 4.3 INCIDENT TASK FORCE TO FURTHER IMPLEMENT RECOMMENDATIONS AND FOSTER COMPREHENSIVE AND ENDURING SOCIAL HEALING THROUGH JUSTICE to advance the mutual interests of Jeju residents and the governments and people of South Korea and the United States ( March 27, 2014).

        It’s a time we prepare for a reparation agenda for Jeju 4.3 victims and their families. We should approach the USA government side collectively rather than individually for their lawsuits, because most of them are elderly, over 75 years old and need intensive medical care and assistance immediately. It’s up for us to recognize some tasks of actualizing Reparation, Reconciliation and Reconnection Agenda for “Environmentally Sustainable Peace Island” beyond Trauma of the Jeju 4.3 Grand Tragedy into the next Decade.

        Non-violence administration (NVA) is in search of a more civilized island governance rather than following the model of Britian or Japan: NVA assumes a model of Asian democracy by a true human to contribute to peace island policy in Asia Pacific context. First, a model of Asian democracy which was created from a group of ordinary Korean citizens who had been participating in the Sam-Il-Movements demonstration under Japanese Military colony in 1919 is suggested. On March 1, 1976, it was impressive that 11 leaders proclaimed Korean democracy came from Sam-Il-Sa-Sang at Myungdong Catholic Church at the heart of Seoul. Second, he highly appraised the decision of the Korean government to designate Jeju Island as a World Peace Island on January 27, 2005. Though it is small, the island was expected to play a peaceful role between two Koreas and in the Asia Pacific context. Third, the Jeju people try to pursue an “environmentally peaceful island” for their future in the Asia Pacific such as a neutralized peace island model of Costa Rica in the Central American context (1949). Fourth, Jeju Island needs to make an international treaty, a so-called “World Peace Island Treaty for 6 Talks Countries” to guarantee its more neutralized role for Asian Pacific Peace in the same function as that of the Demilitarized Zone between the two Koreas as the result of a cease-fire agreement of Korean War such as through a new framework of the United Three States of Korea UTSK (South Korea, North Korea and Jeju Island Korea).

        The purpose of this article is to observe some particular characteristics of relationships between Jeju-islanders and government in the era of American Military Rule (1945-1948). More specially, I am concerned with understanding of some aspects of special relationships of conflicts between people and government in Jeju island. In order to examine some characteristics of Jeju islanders’ attitude against the American Military Government, I try to concentrate more on the contexts of policy of American Military Government, examination of contents of policy making at local government level, types of policy-implementation through qualitative content analysis of articles of THE JEJU SHINBO ( only one newspaper in Jeju-do of that period). In using survey method, I am also explaining about why Jeju islanders support dissident groups rather than American Military Government : phenomena of Jeju islanders’ anti-government political orientation. I can learn about some aspects of relationships between people and American Military Government through my research of content analysis on articles of newspaper (the period of analysis : January 1, 1947- April 20, 1948). In the concrete, I have some propositions about relationships between people and government. 1. I can find some experiences common to Jeju islanders’ discontents against policy implementation of American Military Government among painful events which occurred under bad administration. For example, American military government prohibited people from participatingin anniversary meeting of March 1st Independence Movement Day without reason. At day, it was terrific that innocent 6 people had died by pistol shooting of military police force in March of 1947. From my analysis I confirm that hard-liner policy of American military government developed into bad administration that had restructured to support bureaucracy- centered society rather peopleoriented one. 2. I can find that hard-liner policy forming and unreasonable policy implementation had made Jeju islanders’ political orientation worse from pro-attitudes toward American Military Rule to antigovernment mode. I think that it is meaningful task to the extent how to explain anti- government movement of Jeju islanders’ by means of some aspects of conflict relationships between people and government in the policy forming and implementation processes. I concluded that policy direction of American had supported for the framework of anti-communism politics and militaryoriented pattern of organization culture in Jeju island. I think that it is meaningful for me to explain failure and dilemma of policy making in the era of American government that oppressed a peaceful higher expectation of autonomy and desire of Jeju islanders’ toward good administration for democratic nation building.

        In establishing and overseeing ASIAPARC Federation in March of 2016 in Jeju Island Korea, it will be essential for us to learn aspiration, network, purpose, values, goals and strategies from 42 years experiences of EUROPARC Federation as our partnership organization such as practicing exchange programs and joint conferences. We also believe we can add one more principle, ‘Initiating Island Resilience’, into the three principles of the Jeju Declaration of 1) Scaling up Conservation, 2) Nature-based Solutions, and 3) Sustainability in Action through the opening of a "Green Growth Organization" of the Jeju Declaration of WCC 2012.

        Islanders have tried to find out real alternatives on how to keep sustainable Haenyeo communities through both developing traditional school system at community level (Hansupul Haenyeos School) and advanced school system at university level ( an educational certificate program for Interpreter of Haenyeos Culture and an advanced certificate program for Hanyeos Culture). In oder to share their wisdom of ordinary democratic life style around Bultuk, We created Global Peace Bultuk Assembly for younger generation to succeed in their tradition in July of 2010. It' s a time for us to find out Integrating Policy of the Sustainability of Jeju Haenyeo (Jamnyeo, Jamsu) Community facing their extinction into Jeju Village Conservation Model of Marine Resources Needed.

        The Jeju April Third Tragedy saw an estimated 14,000 and possibly many thousands more Jeju Islanders killed amid the political turmoil of a re-merging Korean stated after the Japanese occupation. US troops were stationed on the island province before and during the Tragedy which lasted from 1947 to 1954. The aim of this article is to present theoretical and practical issues of the unfnished business of reconciliation and social healing for the victims of the April Third Tragedy; for survivors, for family members, and for the memories of the decreased. This process requires the engagement of as many of the actors at that time, in order to conclude the story of April 3rd Tragedy. Based on 13 years of’ collaborative efforts setting up a vision of Jeju as World Peace Island, there is now formal recognition of the April 3rd Tragedy event. We have hoped for a future beyond the trauma and tragedy of the Mass-killing of Korea Jeju Islanders during and after the US Peacetime Occupation ( 1947-1954). Even though it has taken 10 years to translate the Jeju April 3 Incident Investigation Report of 2003 into an English edition in 2013, I believe, it provides a cornerstone for Jeju islanders to open a new Age of Social Healing for the Mass Killing of Korea Jeju Islanders ( the Tragedy) while under and then after US Military Peacetime Occupation (1947- 1954).

        The Haenyeos (Jamnyeo or Jamsu)1, who have harvested shellfish, abalone, and seaweed with their original diving skills offshore, and in the deep sea for over 1700 years, have created and accumulated their achievements and challenges along the way. They were generally disregarded and the Haenyeos worked as alienated groups in small island societies. They have dominated their profession because they are more physically suited for it than men. They can dive as deep as 15 to 20 meters and stay under water for around three minutes without the aid of breathing equipment. Politically, they organized voluntary associations, called Jamsuhoi, that decide local village issues through democratic voting and decision-making. Through their power, they were able to maintain a four-month long uprising (January-April 1932) against Japanese Imperialism’s illegal management of marine products of their sea villages. Economically, they were able to support their households and educate their family members through income gained by selling products to markets. It was evaluated that they greatly contributed to improving the prosperity of villages and the island economy as a whole. Since 1895, the Haenyeos regularly went abroad seasonally, to earn money at sea in such regions as China, Japan and the Korean peninsula. Their migration and settlements, especially on the Korean peninsula and Japan, are highly accepted for their special skills, and the higher economic value of the products they catch in those areas. It is possibly explained by the economic gap between Jeju Island, Korea, and Japan under the influenceof Japanese capitalism. Culturally they also created and developed their folklore, traditional rituals, and festivals that commemorate their hard work and wandering, Gypsy-like life in the deep sea; a little different from the mode of Korean p’ansori music. The Haenyeos also have a gender component that contributed to developing the potentials of Jeju Island family value system as an integrated family model upon the combination of big and nexus family systems in their home. Through these discussions, this paper argues the Jeju Haenyeos serve as an example of equitable gender roles in small island societies, different from or beyond the scope of traditional Korean Confucian stereotypes.

        We would like to present three aspects of Jeju global governance of World Heritages in Jeju Island. To accomplish its international designations, including the UNESCO triple crown, intangible cultural heritages, and RAMSAR wetlands sites, the Jeju Government has created a GIS system where 5 types of land-use have been successfully designated and managed for the preservation of the Environment: 1) Absolutely Preserved Zone, 2) Relatively Preserved Zone, 3) City Planning District, 4) Preserved Eco-System District, 5) Preserved Scenery District. Through these 5 land-use categories, we can see how as a whole, the land is managed, protected, and kept pristine.Jeju must embody the three goals of the Jeju Declaration: “Scaling up Conservation,” “Nature-based Solutions,” and “Sustainability in Action.” Jeju has the ability to mobilize communities to work for biodiversity conservation and sustainable development. Jeju also has the ability to halt biodiversity loss and apply nature-based solutions to conserve biodiversity, enhance resilience, and so improve the well-being of the people on the island and in turn to improve the well-being of the people on the planet. To actualize practices of 4 Jeju Motions (M067; Establishment of an Integrated Management System for UNESCO Protected Areas, M 108 : Supporting the Sustainability of Jeju Haenyeos as a Unique Marine Ecology Stewardship, M 162 : The Development of an Evaluation and Certification System for World Environment Hubs and unapproved motion, M 181 : Protection of the People, Nature, Culture and Heritage of Gangjeong Village), Jeju National University opens Peace Island Leadership School. We also need to involve in an initiativeto integrate each component into a framework of a World Environment University grounded in the Island province of Jeju in South Korea. Within that framework the establishment of a Green Growth and Travelism Institute is a priority element. As a torchbearer of the green growth 2050 vision, this is envisaged as the centre of a virtual global network of related organizations and institutions.

        I suggest a theory of World Peace Island of Jeju Island as Demilitarized Zone rather than Militarized Islands for Prosperity and Peace for Pacific Civilization upon Tolerance Philosophy of Islanders in this article. In order to reach a win-win policy for both Koreas as well as the other nations involved in the so-called “Six-Party Talks”, Korean leaders for a new age of Korean unification (including President, Lee Myung-bak, the 2012 leading Presidential candidates such as Congresswoman Park Geun-hye, Congressman, Sohn Hak-kyu,Chung Se-kyun and others) must recognize a new paradigm for Korean re- unification in the context of framework of peaceful coexistence of civilizations.Even though both President Lee Myung-bak and former President Roh Moo-hyun have emphasized the Swiss model for small nations to keep the peace (military armament) rather than the Costa Rican model (disarmament), the time has come for us to think seriously and incrementally about a new paradigm toward Jeju Island as Demilitarized World Peace Island. We should learn the lessons of non-militarized autonomous regions of Madeira of Portugal,Majorca of Spain, Spitz Bergen of Norway, Åland of Finland. We should create Jeju Island as World Peace Island for peaceful Pacific beyond trauma and ordeal of colonized or militarized fate of Pacific islands such as the Okinawa of Japan, the Hawaii of United States, the Sakhalin of Russia, the Hainan Dao of Mainland China. If Jeju Island will be designated as demilitarizedPeace Island through international treaty by the Six-Party Talks Countries (USA, China, Japan, South Korea, North Korea, and Russia) by an internationaltreaty of the United Nations, we should expect Jeju Island to play an important role not only in the prosperity of Pacific civilization but also peaceful coexistence between the two Koreas.
