The welfare enhancement of discharged prisoners should be an important part in social welfare, criminal policy and correction services because it has great benefits for both discharged prisoners themselves and society. Even with these advantages, it has been relatively neglected in society and academic circles. This is caused by focusing on the programs, policies and systems related to criminals in prison. Also it is difficult to intervene their privacy because they already had their obligations for crime. Though every step of procedures for criminals as crime→ investigation→ justice→ correction→ after care for discharged prisoners has its own importance, the failure of the last stage to prevent discharged prisoners from committing crime again means that they can be fallen into vicious cycle and efforts so far have gone in vain. If the rehabilitation stage is executed scientifically and professionally, the effectiveness to prevent them from committing second offense could be high even though the prior steps were performed poorly. This study starts with the assumption that a health society can be established by helping discharged prisoners not to commit crimes again through systematic and scientific social support. So, especially it focuses on the roles of rehabilitation services and social network that help them overcome the obstacles surrounding them. Values and philosophy that should be planted in our society to promote discharged prisoners' social welfare. In addition, readjusting them to social life that can lead to enhance welfare and promise the public safety is examined based on interrelationship between prevention of second offence and rehabilitation services. Because rehabilitation agency for discharged prisoners rely on the justice department's policy, there are sufficient needs to examine and analyze the direction for rehabilitation services of government.

It is reported that, admitting some of the Small and Medium Industries in Korea have world-wide up-to-date technology, but technical competitiveness of most of Industries is approximately 43％ that of advanced countries. A research has been carried out to evaluate technical competitiveness of the Small and Medium Industries in Kangwon Province based on the objective standards. It is identified that competitiveness of technology is higher in general while capability of technical development is relatively lower.

현재 우리는 급속한 정보화.세계화 물결의 혼란 속에서 인간이 존엄성과 가치 및 공동체적 삶의 가치를 미처 정리하지 못하고 참다운 삶의 방향 감각을 상실한 채 살아가고 있다. 가치 창조적 삶의 의미를 망각한 우리 사회는 물질만능과 즉흥적이고 쾌락적.감성적인 행동에 의해 지배되고 있으며 이로 인하여 생명의 경시풍조와 인간소외 현상이 만연되어가고 있다. 이러한 가치관의 혼란과 비복지적 현실 가운데 우리는 우리의 삶, 우리의 후손교육, 우리의 가정과 지역사회 이대로 좋은 것인가\ulcorner 라는 자성적 질문과 함께 미래지향적인 삶과 사랑으로 더불어 사는 공동체 사회를 지향하여 온 국민이 더불어 할 일이 또 하나 있음을 깨닫게 된다. 현대인에게 있어서 자원봉사는 선행이 아니라 권리의 행사이다. 왜냐하면 자원봉사를 통하여 어떻게 살아야 할 것인가\ulcorner 라는 근본 물음에 대한 정답을 얻을 수 있기 때문이다. 이러한 시점에서 청소년에 대한 볼런터리즘(voluntarism)교육은 중요한 의미를 갖는다. 본 논문에서는 1995년 5.13교육 개혁으로 의무화된 중.고등학교 학생들의 자원봉사화동을 재 조명하여 보고, 청소년 문제 해결을 위한 자원봉사 활성화 방안을 제시하고자 한다.

본 연구의 목적은 최근 노인의 건강 및 복지와 관련해서 스포츠의 역할이 강조되고 실버 스포츠가 다양화되고 있으며 확산되고 있다. 특히 여가 시간의 증가로 인한 노인들의 삶의 질 개선은 사회적으로 중요한 관심의 대상이다. 이처럼 태권도수련에 참여하는 노인들에 대한 행동의 관계규명에 대한 필요성은 꾸준히 제기되고 있다. 태권도는 실버 스포츠로의 발전 가능성이 충분히 예측되고 있지만 활동량이 많은데다 거친 투기 스포츠라는 특성 때문에 노인을 포함한 다양한 연령층을 대상으로 수련이 이루어지지 못하였다. 태권도는 주로 아동기에 하는 운동이라는 사회적 인식이 널리 퍼져 노인들이 기피해 왔으며, 그 결과 노인 대상 태권도는 매우 제한적으로 수련이 이루어졌다. 장년층이 가지는 운동에 대한 요구는 다양하다. 우선 신체가 노화되면서 생기는 힘과 유연성 상실의 예방, 건강과 안전함에 대한 기대, 다양한 사람들과 지속적인 접촉 및 교류, 친구 등 대인관계 및 상호작용, 새로운 기술을 배우고 익히는 도전의 기회, 자존감의 유지, 존재적 차원에서 자아가치에 대한 만족 등이 이에 해당된다고 할 수 있다. 비록 노인들은 건강에 대해 관심은 많지만 나이가 들고, 신체 기능이 쇠퇴함에 따라 격렬한 운동은 참여할 수 없고, 또 돈을 써가면서 운동하는 것을 꺼려한다. 태권도 수련을 통해 이러한 문제들을 개선하여 노인들을 질병의 위험에서 보호하여 치매와 스트레스를 줄일 수 있다. 태권도장에서의 실버태권도의 활성화 방안은 첫째, 실버태권도 시범단의 창설이다. 둘째, 노인들을 대상으로 하는 품새의 개발이다. 셋째, 장년층 대상의 대회 주최. 넷째, 실버 태권도 사범 연수의 도입이다. 다섯째, 한국 장년층의 개념과 특성, 장년층의 스포츠 활동, 실버태권도 수련의 필요성 등에 대해 알아본 후 실버태권도 활성화의 방안을 제시한다. 실버태권도 참여 동기의 영향력과 중요성이 확인되었다는 점은 시사하는 바가 크다고 할 수 있다. 따라서 이 연구에서는 향후 노인 인구의 실버태권도 수련 유인 전략으로 노인들의 참여동기에 대한 적극적 분석, 그리고 실버태권도를 통해 이러한 개인의 보편적인 동기를 충족시킴으로써 참여의 지속성과 충성도를 상기시킬 수 있는 방안 모색의 필요성을 확보했다. 급속한 인구의 고령화 현상으로 인한 노인인구의 증가는 스포츠산업 시장 측면에서도 그 의미가 크다.

이 연구는 한국해양과학기술원 동해연구소 독도전문연구센터가 동해의 바닷속 펼쳐진 거대한 독도의 해양영토를 밝히고 그 가치를 찾아 한국의 영토로서 확고한 주권확립과 이용관리에 기여하고 있으며, 과학연구 활동으로 많은 성과를 이루어내고 있기 때문에 독도 해양과학연구 성과를 중심으로 홍보현황과 활성화 방안에 대하여 조사와 분석을 한 것이다. 이 독도전문연구센터는 2006년도에 설립되어 올해 16년째 독도 해양과학연구를 꾸준 히 하고 있으며, 축적된 연구 성과에 대하여 홍보를 하였다. 이러한 독도 해양과학연구 성과의 홍보 방법으로는 학술논문, 학술활동, 특허, 서적출간, 언론홍보, 전시회 및 학술행 사, 독도관련 화보집, 총서와 독도체험시스템 등이 있다. 독도전문연구센터의 독도 해양과 학연구 성과의 홍보현황을 보면 2006년부터 2020년까지 학술논문은 82편, 학술발표 226편, 특허 11건, 서적 35종, 언론홍보 1158건, 전시회 32건, 학술행사(워크숍, 세미나, 심포지엄 등) 227건, 대중강연 107건, 견학(방문) 791건, 자료제공 226건 등 약 3천건 정도로 집계되었다. 독도 시민단체와 반크 등 일반인의 독도 홍보활동은 많이 이루어지고 있지만, 독도 해양과학 연구자들의 독도 성과와 홍보에 관한 것은 아직 충분치 않은 실정이 라고 할 수 있다. 그래서 본고에서는 다음과 같은 활성화 방안을 제시하였다. 첫째, 새로운 해양, 해저지형 표기에 있어서 동도, 서도 외 89개 부속 섬의 전체 바위명칭 부여 및 지도, 리플릿 제작 배포가 필요하다. 둘째, 독도 이용개발에 있어서 육상의 경우에는 자연환 경에 의한 풍화작용 등의 영향으로 바위가 훼손되는 현상을 지속적으로 모니터링 해야 한다. 셋째, 독도 해양 및 환경자료 활용을 확대하여 독도 통합관측시스템을 구축 및 운영하 여 실시간 서비스 제공도 지속적이어야 한다.
