The present paper deals with an analysis of relationship among technical human resources management as a precursor, technology innovation activity and achievements of technical innovation on the basis of preceding empirical studies on technology innovation activities of manufacturing corporations. The analysis shows that First, the technical human resources management is found to have influence upon technology innovation activity in various ways, implying that the role of technical human resources management as a key to technical innovation is most important of all to enable manufacturing companies to gain edge in competition by means of technology innovation activity; and Second, technology innovation activity exercises impacts on the achievements of exploitative technology innovation as well as on the achievements of exploratory technology innovation on the part of manufacturing industry. The above findings prove that the level of technology innovation activity may be a source for superior competitiveness of manufacturing business as a result of technology innovation performance. Manufacturing corporations, thus, need to place more weight on stepping up their executive level of technology innovation activity factors than on increasing simply the level of technical investment.

정부는 지난 2008년 8월 새로운 국가 발전 패러다임으로 ‘저탄소 녹색성장’을 제안한 바 있다. 이 전략의 골자는 저탄소 사회의 구현과 새로운 성장동력을 동시에 확보한다는 것이다. 하지만 전통적으로 많은 학자들은 두 목적이 서로 상충되는 것으로 인식해 왔다. 다시 말해 녹색전략은 환경규제를 강화하게 되고 이것은 기업의 생산비용을 증대시키게 된다는 것이다. 그러나 포터를 비롯한 일단의 학자들은 이것을 근거가 부족하거나 지나치게 정태적인 분석의 결과로 보았다. 또 이들은 적절한 형태의 환경규제는 기술혁신을 유도함으로써 단기적 비용을 상쇄하는 효과를 나타낼 수 있다고 주장하였다. 이들 논쟁에 관해 많은 선행연구가 있지만 실증연구는 대단히 부족한 것이 사실이다. 본 논문은 환경관리를 위한 정부 정책과 기업의 혁신 활동이 어떤 여건에서 기업의 기술혁신을 유도할 수 있는지를 탐색하고자 하였다. 분석 결과, 기업의 녹색경영전략에 따라 경영성과에 차이가 있는 것으로 나타났다. 특히 외부 규제에 대한 대응정도나 내부 녹색경영 의지가 높을수록 기술성, 수익성, 성장성 등이 커지는 경향을 확인할 수 있었다. 그리고 국제 환경규제나 기후변화협약에 대해 기업이 처한 여건 역시 기술과 경영 두 측면에서 경영성과에 영향을 미치는 것으로 나타남으로써 기술혁신활동과 환경규제 그리고 경영성과 간의 상관성을 확인할 수 있었다.

본 연구는 바이오기업의 외부 네트워크 전략을 공동연구 협력, 제조/마케팅/판매 제휴, 자금지원, M&A 등 4가지로 구분하고, 이와 같은 바이오기업의 외부 네트워크 전략이 기업의 성과에 미친 영향을 살펴보기 위하여 미국 바이오기업 패널자료를 사용하여 분석한다. 첫째, 기술개발 이후의 제조/판매/마케팅 제휴는 단기간에도 모든 기업성과를 증진시키는 역할을 하였다. 둘째, 기술개발단계에서의 연구개발협력 중 제약회사와의 협력은 1~2년 이후의 기업성과에, 그리고 타 바이오기업과의 연구개발협력은 2년 이후의 기업성과에 정의 효과를 가져왔다. 셋째, 가장 장기적이며 기초연구에 주목적을 두고 있는 공공기관 및 대학과의 공동연구 협력은 단기적인 기업성과에 부정적으로 작용하여, 향후 2~3년이 아닌 보다 장기적인 관점에서 재조명되어야 하는 것으로 나타났다. 이러한 실증분석 결과는 국내 바이오산업의 발전을 위하여 외부 네트워크 전략을 통하여 기술혁신을 경주하는 노력이 필요하며, 또한 주로 기초기술에 집중된 공공기관과 대학과의 공동연구를 지원하는 정책적 고려가 필요함을 시사한다.

중소･벤처기업 기술혁신을 위한 정부 지원이 지속적으로 증가하면서 그 효과성을 실증적으로 분석할 필요성이 학계뿐만 아니라 정책담당자들에 의해서 꾸준히 제기되고 있다. 본 연구는 중소･벤처기업에 대한 정부 출연 형태의 R&D 지원이 기업의 경영성과 및 고용창출에 미치는 영향을 실증적으로 분석했다.기업의 내부 요인을 통제하고, 정부 지원이 중소기업의 경영성과 및 고용창출에 미치는 순 효과를 분석한 결과, 정부의 R&D 지원은 성과 향상에 일정 정도 효과가 있었으며 상황 요인에 따라서 차이가 있는 것으로 나타났다. 또한, 단순 지원 여부 보다는 지원금의 규모가 더 유의적인 영향을 미치는 것으로 나타났다. 이는 정부의 R&D 지원이 중소기업의 경영성과 향상 및 고용창출에 효과적으로 이바지하기 위해서는 다수에 대한 소액 출연 방식에서 분야별 선택과 집중에 의한 대규모 투자 방식으로 전환할 필요가 있음을 의미한다. 왜냐하면, 출연보다는 투자 방식의 자금지원이 중소기업들로 하여금 더욱 적극적으로 R&D 투자를 하도록 유도할 수 있기 때문이다. 또한, 분석 결과는 정부 R&D 지원의 효과성을 높이기 위해서는 R&D를 위한 자금지원이 다른 지원사업과 연계되어야 함을 의미한다.그러나 데이터의 한계로 성과에 영향을 줄 수 있는 기업 전략과 같은 기타 요인에 대한 적절한 통제가 이루어지지 않아 모형의 설명력이 전반적으로 낮다. 앞으로 정부 지원 효과를 더 정교하게 추정하기 위해서는 추가 데이터 확보와 분석 모형의 정교화를 통한 추가 분석이 필요하다.

The present study analyzed empirically the structural relationship among characters, market orientation and performance of CEO's in small and medium-sized companies. The analysis showed that market orientation is affected by CEO's characters in the industry. It was also revealed from the analysis that the business performance and technical renovation of small and medium-sized companies rely fairly on their market orientation. These findings are believed to have great significance in the process of creating market orientation by the industry. That is, CEO's will may play a very important role in pursuit of market orientation and, at the same time, may act as a vital factor for small and medium-sized companies to achieve business performance and to realize technical renovation.

Since 1995, the small and medium enterprise introduced the Quality Innovation Program that is called 100PPM Quality Renovation Program. A point of 2000, the program's name was changed by Single PPM Quality Innovation Program in pursuit of defects below 10ppm in outgoing quality. Nowaday 1,651 companies is received Single PPM Quality Certification from government at the end of 2008. On the other side, the return or withdrawal of certification is going on because of various reasons. This study was aimed at analyzing the structural relationship among such factors as industrial environment, technological cooperation, technological innovation performance and management performance that are essential to technological innovation of small and medium-sized companies. For this aim, an analysis was conducted to determine which of the factors in industrial environment has impact on technological cooperation of small and medium-sized companies. An empirical analysis was also performance to find what kind of effects the technological cooperation may have on technological innovation and management performance. From the analyses, it became known that: first, changes in industrial environment have influence on technical cooperation factors including production technology, technical information, technical manpower and fund for technology that are assorted by means of factorial analysis; second, the technological cooperation of small and medium-sized companies has impact on their technological innovation performance; and third, the technological cooperation of small and medium-sized companies has impact on management performance.
