The purpose of the present research is to verify the design characteristics of the SMART facility for the application of the IAEA’s safeguards-by-design (SBD) concept to small modular reactor (SMR) and to establish a foundation for SBD to be faithfully implemented as early as possible from the design stage. International Atomic Energy Agency (IAEA) is planning to facilitate the verification activities of inspectors by developing a safeguards approach to the reactor as early as possible and preparing a safeguards technical report (STR) before commercial operation of SMR begins. To this end, the IAEA is developing various approaches to the application of SBD to SMR with countries such as Republic of Korea, Russian Federation, China, the United States, and Canada through the Member State Support Program (MSSP). In order to review the unique design information of SMART facilities, the only deployable SMR in Korea, and to establish safeguards from the early design stages of SMART, it is necessary to carry out the task through cooperation with the Korea Atomic Energy Research Institute (KAERI) and Korea Institute of Nuclear Nonproliferation and Control (KINAC). IAEA agreed with the KINAC and KAERI to the direction of the project and to prepare both the Design Information Questionnaire (DIQ) and the Safeguards Technical Report (STR) for SMART facilities sequentially. The DIQ is a collection of questions to understand the characteristics of the reactor facilities that must be considered in applying safeguards. The STR is a document referenced by IAEA inspectors when verifying safeguards. Those draft versions were prepared and submitted to the IAEA. After review opinions were received, additional revision was conducted. In 2022, the IAEA holds the consultancy meeting on SBD for SMART. The purpose of the meeting is to review the draft DIQ and STR prepared by designers and discuss the future work plan of the task with designer and the task point of contact in order to safeguards can be considered at the early stage of the design. The results will be beneficial to the efficient safeguards verification activities of IAEA inspectors in the future.

For the smooth implementation and success of smart city projects, it is necessary to recognize that there is a difference in the perception of value judgments or strategic goals among major stakeholders in the planning process. And it is necessary to aim the values and goals of smart cities through reconciliation of these differences. The two major stakeholders in the smart city development project are citizens group and government officials group. Government officials are in charge of establishing and implementing policies for smart city projects, and their value judgments and perceptions influence the policy direction. In these respects, government officials can be an important stakeholder group. Citizens are a group that includes ordinary residents and business owners who live in smart cities and are the ultimate users of infrastructure and facilities. This study investigated the importance perceptions of citizens and government officials, who are the major stakeholders, about the core values and strategic goals that the smart city project aims. Responses were collected using a structured questionnaire to which the AHP methodology was applied. And the priority of perceptions for constituent items was compared for each stakeholder group. Through the comparative analysis results, it was empirically confirmed that there is a difference in the values and goals pursued by the smart city project between stakeholder groups. As an empirical study on the stakeholders of the smart city project, this study is meaningful in contributing to the theoretical development in that it suggests that the conceptual structural model of the smart city strategy system presented in previous studies can be applied in practice.

Tuned mass damper (TMD) is widely used to reduce dynamic responses of structures subjected to earthquake loads. A smart tuned mass damper (STMD) was proposed to increase control performance of a traditional passive TMD. A lot of research was conducted to investigate the control performance of a STMD based on analytical method. Experimental study of evaluation of control performance of a STMD was not widely conducted to date. Therefore, seismic response reduction capacity of a STMD was experimentally investigated in this study. For this purpose, a STMD was manufactured using an MR (magnetorheological) damper. A simple structure presenting dynamic characteristics of spacial roof structure was made as a test structure. A STMD was made to control vertical responses of the test structure. Two artificial ground motions and a resonance harmonic load were selected as experimental seismic excitations. Shaking table test was conducted to evaluate control performance of a STMD. Control algorithms are one of main factors affect control performance of a STMD. In this study, a groundhook algorithm that is a traditional semi-active control algorithm was selected. And fuzzy logic controller (FLC) was used to control a STMD. The FLC was optimized by multi-objective genetic algorithm. The experimental results presented that the TMD can effectively reduce seismic responses of the example structures subjected to various excitations. It was also experimentally shown that the STMD can more effectively reduce seismic responses of the example structures conpared to the passive TMD.

Background: Trunk movements are an important factor in activities of daily living; however, these movements can be impaired by stroke. It is difficult to quantify and measure the active range of motion (AROM) of the trunk in patients with stroke. Objects: To determine the reliability and validity of measurements using a digital goniometer (DG) and smart phone (SP) applications for trunk rotation and lateral flexion in stroke patients. Methods: This is an observational study, in which twenty participants were clinically diagnosed with stroke. Trunk rotation and lateral flexion AROM were assessed using the DG and SP applications (Compass and Clinometer). Intrarater reliability was determined using intraclass correlation coefficients (ICCs) with 95% confidence intervals. Pearson correlation coefficient was used to determine the validity of the DG and SP in AROM measurement. The level of agreement between the two instruments was shown by Bland–Altman plot and 95% limit of agreement (LoA) was calculated. Results: The intrarater reliability (rotation with DG: 0.96–0.98, SP: 0.98; lateral flexion with DG: 0.97–0.98, SP: 0.96) was excellent. A strong and significant correlation was found between DG and SP (rotation hemiplegic side: r = 0.95; non-hemiplegic side: r = 0.90; lateral flexion hemiplegic side: r = 0.88; non-hemiplegic side: r = 0.78). The level of agreement between the two instruments was rotation (hemiplegic side: 23.02° [LoA 17.41°, –5.61°]; non-hemiplegic side: 31.68° [LoA 23.87°, –7.81°]) and lateral flexion (hemiplegic side: 20.94° [LoA 17.48°, –3.46°]; non-hemiplegic side: 27.12° [LoA 18.44°, –8.68°]). Conclusion: Both DG and SP applications can be used as reliable methods for measuring trunk rotation and lateral flexion in patients with stroke. Although, considering the level of clinical agreement, DG and SP could not be used interchangeably for measurements.

PURPOSES : The purpose of this study is to understand the effect of installing highway rest areas reflecting continuous driving time as a factor that can affect drowsy driving. METHODS : In this study, various models were tested for representing the effect of reducing accidents of highway rest areas. Among the various models including negative binomial, a series of the zero-inflated models reflecting accidents, the zero-inflated model showed the best suitability. RESULTS : According to the results of the zero inflated negative binomial model, installation of highway rest areas was found to have an accident reduction effect of approximately 11.93%. This is somewhat lower than the accident reduction effect estimated in previous studies. In addition, variables related to continuous driving time were found to affect accidents caused by drowsy driving. CONCLUSIONS : Basically, by using the continuous driving time index, a vehicle that has been driving continuously for more than 2 hours or if the continuous driving time is increased for more than 2 hours, the probability of accidents increases. However, in the case of trucks, a more in-depth study is needed on whether an increase in trucks induces defensive driving of other vehicles and this causes a reduction in accidents. Thus, it is necessary to use the variable cautiously for the highway rest area installation plan.
