Licensees are required to protect critical digital assets (CDAs) in nuclear facilities against cyber-attacks, up to and including design basis threat (DBT), according to「ACT ON PHYSICAL PROTECTION AND RADIOLOGICAL EMERGENCY」. However, CDAs may be excluded from cyber security regulations at nuclear power plant decommissioning, and this may lead to severe consequences if the excluded CDAs contain sensitive information such as the number and location of nuclear fuels and information on security officers. In that case, that information could be leaked to the adversary without adequately removing the information before discarding the CDAs. It can be potentially abused to threaten nuclear facilities inducing radiological sabotage and nuclear material theft. So, controls of sensitive information are needed. This study aims to derive regulatory improvements related to discarding CDAs that have sensitive information by analyzing foreign cases such as IAEA and U.S. NRC. The sensitive information in the IAEA guide is the following: (1) details of physical protection systems and any other security measures in place for nuclear material, other radioactive material, associated facilities, and activities; (2) information relating to the quantity and form of nuclear material or other radioactive material in use or storage; (3) information relating to the quantity and form of nuclear material or other radioactive material in transport; (4) details of computer systems; (5) contingency and response plans for nuclear security events; (6) personal information; (7) threat assessments and security alerting information; (8) details of sensitive technology; (9) details of vulnerabilities or weaknesses that relate to the above topics; (10) historical information on any of the above topics. In the case of the U.S. NRC, they categorize sensitive information into three groups: (1) classified information, (2) safeguard information (SGI), (3) sensitive unclassified non-safeguards information (SUNSI). Classified information is information whose compromise would cause damage to national security or assist in manufacturing nuclear weapons. The SGI concerns the physical protection of operating power reactors, spent fuel shipments, strategic special nuclear material, or other radioactive material. Finally, SUNSI is generally not publicly available information such as personnel privacy, attorney-client privilege, and a confidential source. IAEA recommends protecting the above sensitive information in accordance with NSS No.23-G (Security of Nuclear Information), and NRC protects classified information, SGI, and SUNSI under relative laws. In the case of ROK, if security control measures are enhanced CDAs that possess sensitive information, the risk of information leakage will be decreased when those CDAs are discarded.

According to the ROK-IAEA Comprehensive Safeguards Agreement (CSA), the ROK submits inventory change reports (ICRs), physical inventory lists (PILs), and material balance reports (MBRs). Suppose inventory changes occur in each material balance area (MBA). In that case, the facility operators prepare ICRs monthly, conduct physical inventory taking (PIT) every 12 to 18 months, and submit PILs and MBRs to KINAC. KINAC reviews ICR presented by the facility operators, submits it to the IAEA, and reports it to the Nuclear Safety and Security Commission (NSSC). Various methods have been prepared and implemented to minimize errors in reviewing the accounting reports submitted by the facility operators. Accordingly, this paper analyzes the mistakes in the accounting reports that occurred over the past two years and proposed methods to improve them. The basis for carrying out the accounting reports is stipulated mainly in the CSA and the Nuclear Safety Act. First, Article 63 of the CSA describes the rationale for submitting the accounting reports, and the details are described in detail in the subsidiary arrangement. Article 98 of the Nuclear Safety Act stipulates information related to accounting reports, and details are described in the regulations on reporting internationally regulated materials, etc., of the NSSC Notice No. 2017-84. Among the accounting reports submitted in 2021, a total of 36 errors were confirmed. There were ten errors related to inventory changes, followed by six errors in the material balance period (MBP) in the header information. There were four cases of spacing, weight mismatch, and overdue errors, and the rest were related to grammar errors. There were a total of 30 errors in the accounting reports identified in 2022. MBP errors of header information, which occurred the second most in 2021, was the highest with nine, followed by six inventory change errors and five weight mismatch and overdue errors, respectively. Compared to 2021, the total number of errors has decreased by about six, which is interpreted as the result of outreach activities through accounting reporting workshops and nuclear control education conducted by KINAC. Accounting reporting is the most critical part of the Nuclear Material Accounting and Control (NMAC) system. Efforts to check errors in accounting reports and improve report quality through outreach activities could be confirmed by the statistics of the two years analyzed earlier. In the future, if the reporting program used by the facility operators is improved to minimize errors and manage the accounting reporting system through continuous maintenance work, the quality of the accounting reports will be upgraded to the next level.

Although it is highly dependent on the production of coastal and offshore fishing, the Fishing Vessels Safety Fisheries Act was enacted in 2019 due to the continuous increase in marine accidents of coastal and offshore fishing vessels. However, the law is too focused on fishing and navigation in certain waters and does not contain accident-preventive content. Ministry of Oceans and Fisheries proposes a plan to revise the Fishing Boat Safety Fishing Act through legal comparison with Japan's Seafarers' Labor Sanitation Rules. It also proposes an amendment that includes the content of the Seafarers Act on post-accident action obligations. Under the Fishing Vessels Safety Fishing Act, the safety fishing education is implemented for specific people and adopts a method of delivery education after completing the education. The reason for this is that the educational requirements are not sufficient compared to the number of education personnel. Moreover, four hours of education are conducted once a year, which is not suitable for insufficient educational conditions. For efficient safety fishing education, improvement measures are proposed compared to education in the United States and the United Kingdom.

In order to increase the usability of PLA in tissue engineering, we tried to improve the hydrophobicity and low mechanical properties of PLA. The basic solutions were prepared by mixing 3, 5, and 7wt.% of PLA in a solution of chloroform and acetone in a volume ratio of 3:1. Several types of nanofiber mats were fabricated using a mixed solution in which 0.5, 1, and 3wt.% of PEO and PVAc, which are biodegradable polymers, were added to these solutions, respectively, through the SBS method. As a result, it was found that when the content of PEO increased, the diameter and surface state of nano fibers became uniform and the water contact angle significantly decreased, but it did not affect the tensile strength. In addition, the hydrophobicity of PLA was improved to hydrophilicity by mixing with PVAc, but the strain was greatly reduced.

This study deals with improvement plans and application results to improve the safety of secondary batteries and chargers applied to Tactical Multi-band Multi-role Radio(TMMR), a new military communication equipment. Due to the nature of the portable weapon system, the terminal structure and manufacturing process of the battery and charger were improved to strengthen resistance to vibration and shock generated during movement, and the battery structure was partially changed to secure resistance to mechanical shock generated when the charger was coupled. In addition, retrospective application was completed for all secondary batteries and chargers previously delivered for TMMR, helping the Korean military to operate next-generation radios in a safer environment.

In this study, we present an algorithm for indoor robot position estimation. Estimating the position of an indoor robot using a fixed imaging device obviates the need for complex sensors or hardware, enabling easy estimation of absolute position through marker recognition. However, location estimation becomes impossible when the device moves away from the surrounding obstacles or the screen, presenting a significant drawback. To solve this problem, we propose an algorithm that improves the precision of robot indoor location estimation using a Gaussian Mixture Model(GMM) and a Kalman filter estimation model. We conducted an actual robot operation experiment and confirmed accurate position estimation, even when the robot was out of the image.

PURPOSES : In this paper, problems and improvements in pavement marking standards are proposed as a result of the analysis of domestic/foreign standards and field data. METHODS : In this study, the US FHWA and all state standards were analyzed and domestic pavement marking standards were compared and analyzed. In addition, national highway marking test data, namely the Yeoncheon Test-Bed data, and data from Hawkins et al. (2015) were analyzed. Based on this, problems and improvements in the Korean pavement marking standards are proposed. RESULTS : As a result of literature and field data analysis, various problems were found in the Road Traffic Act and National Police Agency manual. In this standard, there is no definition of Qd; the RD reference value is set too low; and the RW and RR reference values are difficult to be considered reasonable values. CONCLUSIONS : There is an aspect in which the standard items and values of pavement markings are set under some policy judgment. Therefore, it is necessary to properly revise the standards, considering technical and economic aspects.

APro, a modularized process-based total system performance assessment framework, was developed at the Korea Atomic Energy Research Institute (KAERI) to simulate radionuclide transport considering coupled thermal-hydraulic-mechanicalchemical processes occurring in a geological disposal system. For reactive transport simulation considering geochemical reactions, COMSOL and PHREEQC are coupled with MATLAB in APro using an operator splitting scheme. Conventionally, coupling is performed within a MATLAB interface so that COMSOL stops the calculation to deliver the solution to PHREEQC and restarts to continue the simulation after receiving the solution from PHREEQC at every time step. This is inefficient when the solution is frequently interchanged because restarting the simulation in COMSOL requires an unnecessary setup process. To overcome this issue, a coupling scheme that calls PHREEQC inside COMSOL was developed. In this technique, PHREEQC is called through the “MATLAB function” feature, and PHREEQC results are updated using the COMSOL “Pointwise Constraint” feature. For the one-dimensional advection-reaction-dispersion problem, the proposed coupling technique was verified by comparison with the conventional coupling technique, and it improved the computation time for all test cases. Specifically, the more frequent the link between COMSOL and PHREEQC, the more pronounced was the performance improvement using the proposed technique.

In recent years, there is rising conversation about animal welfare with increasing concern about animals. However, disease control is still not being carried out effectively. It is hard to discuss the specific plan of the domestic animal shelter and pet shop due to limited information about their present condition. Thus, we analyzed existing data and suggested a new disease control system. Disease management reports of pet shops and animal shelters investigated by local government and animal protection organizations were the main reference of this study. As the euthanasia rate of shelters has recently decreased, animals stay in shelters for extended periods. As a result, mortality rate from disease has increased. Also, many animals in pet shops die due to health problems. In animal shelters, there is always a certain proportion of individuals with disease, and many shelters do not treat them or vaccinate animals before infection. In pet shops, information such as each individual’s health condition and vaccination records is not properly disclosed, and contagious pathogens are detected in hygiene tests. In order to improve the condition, each animals’ information should be dealt with using a system based on ICT technology. Also, it is necessary to perform antibody tests and infectious disease kit tests provided by local governments, set up breeding environment manuals, and supervise the management of local governments.
