In this paper, we investigate the requirements of QPA(Quality Process Audit), which is a process quality audit system for secondary defense contractors, compared with those of DQMS(Defense Quality Management System). And evaluate whether the deployment of QPA meets the DQMS certification requirements through the case example of Company H. The evaluation items of QPA are composed of five categories such as Material Management, Incoming Inspection, Manufacturing Process, Product Evaluation, and Packaging Management. The QPA requirements are mainly related to the chapter 7(support) and chapter 8(operation) of DQMS standards. In this view point, QPA can be expected as an effective audit for suppliers preparing for DQMS certification. In the case example, we evaluate the results and effects of improvement due to QPA and compare it with the case of DQMS. QPA can be used as appropriate quality management standards of secondary and tertiary defense contractors and can provide the basis guidelines for the preparation of implementation steps in DQMS certification.

This was written to introduce the case of establishment and implementation of the Disclosure procedure related to patient safety accidents at Hospital A. The process of establishing the Disclosure procedure of Hospital A consisted of a survey of professors in charge of Clinical Performance Improvement, the formation of consensus within the management, the establishment of procedures through discussion in the relevant departments and committees, and the enactment and implementation of regulations. In addition, in order to apply the regulations to the field, various education and public relations strategies for employees, as well as management procedures for cases of violation of the patient safety culture. And now, psychological support programs are being explored to protect the employees who are the second victims. Continuous efforts to improve “communication know-how” should be made by collecting data and analyzing cost effects. Therefore, legal support such as the Apology Act is also needed to activate and protect patient safety communication.

운장산 천문대에 있는 원격 유성 분광 관측 시스템의 설치 및 운영에 대해 자세히 설명한다. 총 3대의 고감도 CCD 카메라가 설치되었으며 2대의 CCD 카메라에는 렌즈 전면에 회절 격자를 부착하였다. 시스템은 2019년 11월에 설치되었고, f/1.2 렌즈와 결합된 고감도의 “Watec-902H2” 카메라가 사용되었다. 스펙트럼 관찰을 위한 회절 격자는 500 l/mm이 사용되었다. 관측은 2019년 11월부터 2020년 6월까지 진행되었다. 유성 탐지 및 후속 분석을 위해 SonotaCo UFO 소프트웨어 제품군을 사용했으며, 유성 스펙트럼을 분석하기 위해서는 RSpec 소프트웨어를 사용하였다. 관측영상을 활용하기 위해 Astronomical Calibration과 Photometric Calibration을 수행하였고, 최종적으로 유성의 화학 성분을 분석하였다. 우리는 유성 분광 관측 시스템의 설치와 설정/운영 경험을 설명하고 첫 번째 관측 결과를 제시한다 . 또한 결과를 통해 유성의 기원에 대한 간략한 정보를 제공하고자 한다.

본 논문의 목적은 군비통제 이론의 발전적 검토와 사례연구를 통해 남 북한 신뢰구축을 중심으로 한반도 대량살상무기 군비통제 추진방향을 제 시하는 것이다. 남북한은 관계개선과 초보적인 군비통제를 진행하기도 하였다. 북한은 핵보유국임을 대내‧외에 천명했으며, 뿐만 아니라 화학 및 생물학무기를 다량 보유하고 있는 상황에서 북한은 자력갱생의 정면 돌파전, 새로운 길을 천명하며 한반도 안보 상황에 새로운 국면이 전개 되고 있다. 항구적인 한반도 평화체제와 평화공존, 나아가 자주적인 평화 통일을 위해 한반도 대량살상무기 군비통제를 적극 이행해야 한다. 이를 위해 군비통제 이론을 발전적으로 검토하고, 사례연구를 통해 남북한 신 뢰구축 방안과 대량살상무기 군비통제 추진방안을 제시하였다. 우선 군 비통제 이론에서 기존 군사적 신뢰구축 조치에 정치적 신뢰구축 조치를 포함한 정치적‧군사적 신뢰구축조치를 포괄하는 ‘신뢰구축’으로 하고, 기 존 운용적 군비통제, 구조적 군비통제는 군비제한 및 감축으로 제안하였 다. 그리고 신뢰구축을 위한 방안은 신뢰형성, 구축, 보장, 검증 및 위반 시 제재수단과 지렛대로 활용할 수 있는 수단을 적극 발굴해야 한다. 그 리고 다자안보협력체제와 국제비확산체제 등 국제레짐을 활용한 대량살 상무기 군비통제를 추진해야 한다.

여가활동의 안정적인 정착 유형과 그렇지 못한 유형에는 대략적으로 “학창시절, 또는 은퇴 이전 여가활동에 대한 몰입 경험의 유무”가 크게 작용하고 있었다. 여가활동에 몰입을 해본 경험자들은 은퇴이후 여가활 동을 재개할 경우 기본적인 기술과 동작이 만들어져 있어 즉시 모임의 일원, 전력이 되는 반면, 초보자가 여가모임에 참여할 경우 이들은 처음 부터 끝까지 모두 가르쳐야 하므로 일반적으로 귀찮은 존재로 인식된다. 여가모임의 경우 회원들 스스로가 적극적인 의지를 가지고 자발적으로 참여하는 모임이라는 점에서 회원들 간의 친밀도와 신뢰도가 높은 사회 연계망이다. 어린 시절부터 여가활동에 참여하여 회원들 스스로가 서로 를 돌보고 챙기는 경험을 한다면 은퇴이후에도 여가모임을 통해 사회 연 계망이 구축되어 행정당국의 서비스를 보완하는 활동을 할 수 있게 될 것이다. 우리사회는 “명문대 입학이 인생 성공”이라는 등식을 스스로 깨 지 않는 이상 성적과 직접 관련이 없는 교육 프로그램에 대한 부정적인 태도는 바뀌지 않을 것이고, 특히 노후의 삶의 질에 절대적인 영향을 미 치는 여가교육에 대한 태도가 변하지 않는 이상 우리의 자녀·손자 세대 들의 여가력 또한 길러지지 않을뿐더러 지금의 여가형태(스마트폰 게임 과 같은 단독여가)가 지속될 경우 고독한 노후를 맞이하게 될 것이다.

4차 산업혁명 시대를 맞아 기술력 확보를 위한 각국의 경쟁이 심화되고 있어 기술보호가 그 어느 때보다 중요한 시기이다. 사전 예방활동이 무엇보다 중요하지만 이미 발생한 기술유출 사건을 신속하게 인지하고 수사하여 범인을 검거함으로써 기술유출을 조기에 차단하고 피해 확산을 방지하는 것도 기술보호의 중요한 축이라고 할 수 있다. 기술유출을 조기에 차단하기 위해서는 정보‧수사기관의 신속한 첩보 수 집과 수사가 핵심이지만, 현재 우리나라의 정부기관의 기술유출 수사체계는 기술유출 사건의 특성을 고려하지 않은 중복적인 첩보 수집, 수사 시스템으로 이루어져 있다. 기술유출 사건에 대한 첩보수집과 수사를 담당하는 국정원, 경찰, 검찰 등 여러 기관이 관할의 구분 없이 이중, 삼중으로 존재함으로 인해 생기는 가장 큰 문제점은 정보 공유 및 업무 협조의 어려움이다. 이러한 문제는 기술유출 사건의 수사 및 재판의 장기화를 야기하여 피해기업에게 상당한 심리적·비용적 부담을 주게 되어 기술 유출 피해를 알더라도 아무런 조치를 취하지 않거나 사건 진행을 중간에 포기하게 하기도 한다. 그간 정부는 정보 공유 및 업무 협조 문제를 개선하기 위해 여러 차례 개선 방안을 마련하여 왔지만 정부기관의 구조적인 문제로 인해 개선이 쉽지 않다. 본 연구에서는 이러한 구조적인 문제를 근본적으로 해소하고 기술유출 사건에 보다 효과적이고 강력하게 대응할 수 있는 방안으로 범국가적 수사기관인 가칭 국가산업기술유출수사단 설치를 제안하였다. 이를 위해 산업기술유출 사건의 특성과 외국의 기술유출사건 처리 체계를 검토한 후 현재 우리나라 기술유출 사건 수사체계의 문제점을 분석하였다. 기술유출사건은 일반 형사사건과 다른 특성을 갖고 있는데 이러한 특 성 때문에 수사 절차도 일반 형사사건과 다소 다르게 전개된다. 기술유 출사건의 특성을 분석하면 어떠한 관점에서 어떠한 방식으로 수사체계가 설계되어야 기술유출 범죄를 차단하는데 효과적일 수 있는지 파악하는데 도움이 될 것이다. 외국 사례의 경우 미국, 영국, 일본, 중국의 기술유출 수사체계를 살펴보았는데 특히 미국은 정부 차원의 관심과 지원을 받으며 정보기관, 경찰과 검찰이 신속한 수사와 기소 처리를 위해 강력한 범국가적 협력모델을 기반으로 산업기술유출 사건에 대응하고 있어 미국의 모델을 벤치마킹할 필요가 있다. 국가산업기술유출수사단은 기술유출 사건의 특성을 기반으로 미국의 범국가적 협력모델을 적극적으로 참고하여 첩보수집·수사·기소까지 모든 단계가 유기적으로 연결될 수 있도록 구성한 범국가적 수사기관이라고 볼 수 있다.

There have been more than 40,000 cases of fires in Korea in the last three years. However, as ‘Accidental Fire Liability Act’ was judged to be non-conform to the Constitution in 2007, the damages by light mistakes should be compensated. Accordingly, disputes such as compensation claims, litigations and indemnification cases of the victims of fire increased. However, it is so difficult for victims of fire cases to take proper action. So, this study is to help victims of fire cases in the disputes and compensation claims of the victims, and to find actual and practical support system based on the analysis of compensation status. To help victims of fire cases, we need to survey about victims of fire cases with multiple victims. That survey is analyzed to find support plan for victims. Furthermore, to find support plan the current law is needed to be analyzed and reviewed to revision. It is also tried to identify problems in the operation of the Center for victims of Fire currently operated by fire stations and to find countermeasures. In addition, the status of subscription and problem of fire insurance for the compensation for the victims and the method to increase fire insurance subscription rate will be studied.

Currently, the commercialization of the 5th Generation (5G) service is becoming more prevalent in domestic communication network technology. This has reduced communication delay time and enabled large-capacity data transmission and video streaming services in real-time. In order to keep pace with these developments, K-water has introduced a smart process control system in water purification plants to monitor the status of the water purification process. However, since wireless networks are based on the public Long Term Evolution (LTE) network, communication delay time remains high, and high-resolution video services are limited. This is because communication networks still have a closed structure due to expense and security issues. Therefore, with 5G in its current form, it is very difficult to accommodate future services without improving the infrastructure of its communication networks. In recognition of these problems, this study implemented the authentication and management function of wireless networks on a wired network management system in the K-water Bansong water purification plant. The results confirmed that wired Local Area Network (LAN) services give a higher security performance than an expensive commercial wireless LAN system. This was achieved by using an Internet Protocol (IP) address management system of wired networks and the packet filtering function of the Layer2 (L2) switch. This study also confirmed that it is possible to create a wireless LAN service that is 3.7 times faster than the existing LTE communication network.

GSA (Gaming Standards Association)’s S2S (System to System) standard provides harmonizing protocol between any gaming and non-gaming host systems in the casino back office and Casino business area. Its technical details and implementation is rarely open to the academy and public. This paper discuss our ongoing implementation of S2S protocol engine and systems, which is, to our knowledge, the first case in Korea. Our design leverages open source technologies such as Linux, Python, Django, Tornado, JQuery, and lxml. Describing the architecture and an application scenarios of ‘PlayerInfo’ class, we demonstrate how the open source technology can be utilized in the S2S system design.

본 연구는 글로벌 기업의 인사관리 혁신에 바탕을 두고 S기업의 중동 건설현장에 근무 중인 제3국 인 력을 대상으로 표준 인사체계를 구축하여 적용한 사례 연구이다. 본 연구는 인사제도의 핵심 구성항목인 평가체계, 승격체계, 보상체계 및 직급체계에 대한 구축사례를 고찰하여 4가지 핵심 명제를 도출하였다. 글로벌 인사체계 내재화를 통해 성장경로, 직무만족, 고용안정과 Loyalty를 창출하고, 궁극적으로는 인력 운영의 최적화, 조직몰입과 생산성 제고, 우수인력의 확보를 통해 글로벌 경쟁력을 강화하는 방안을 조명 해 보고자 하였다. 명제 도출결과 첫째, 평가체계 구축에 있어서 기존의 연공서열에서 능력중심으로 평가방식을 전환하여평가의 객관성과 신뢰성을 높이고, 평가항목을 세분화하여 부진항목에 대한 역량개선을 통해 성과 향상 을 유도해야 한다. 둘째, 승격체계 구축에 있어 상위직급으로 승격할수록 보다 중요한 역할과 책임을 할당 하는 것은 구성원의 역량과 조직 신뢰를 높여 조직 충성도를 높게 한다. 셋째, 보상체계에 있어 지역별 상이한 임금의 격차를 수당으로 조정한 보상체계 구축은 인력의 지역이나 국가 간 이동에 대해서도 유연 성을 높인다. 이는 자연스런 연속근무를 유도하여 고용안정을 도모하게 된다. 넷째, 역할과 책임에 기반을 둔 직급체계 구축은 직급에 따라 요구되는 전문지식과 기술을 축적함과 동시에 성장에 대한 경로를 명확 히 제시해 줄 수 있다.
