        This study examines the significance and problems of the Fourth Amendment to the Fisheries Act, which went into effect in January 2023. Following the passage of the Aquaculture Industry Development Act, the fourth amendment to the Fisheries Act sought to reform the fisheries legislative framework, while also including significant changes. In particular, a number of new systems for managing fishing gear have been implemented, and local governments now have some autonomy in fisheries management, which has allowed for adjustments to be made to meet the needs of the fishing industry and changes in socioeconomic situations. However, as independent legislation for each fisheries sector continues, the subject of regulation under the Fisheries Act, as well as the Act's position as a basic legal system, has been continuously reduced, overshadowing the Act's objective. As a result, a full-fledged assessment of changing the legislation's name in the future is required, as well as addressing issues such as the lack of difference in the legislative purpose clause and the necessity for further revision of the definition clause. Therefore, any future revisions to the Fisheries Act should aim to overhaul the existing framework, including fishing licenses and permits.

        This paper analyzed the price stabilization before and after the fisheries outlook project for seaweed, flatfish, and abalone. First, the stabilization effect was analyzed through the price variation coefficient before and after the observation project. In terms of the variation coefficient, there was no effect that the price was stabilized through the seaweed outlook project. However, it can be seen that flatfish and abalone have a price-stabilizing effect. Second, as a result of analyzing the price stabilization effect through the improved ARMA-T-GARCH model, it was confirmed that seaweed was not statistically significant while flatfish and abalone had a price stabilization effect by statistically significantly reducing volatility of real prices after the introduction of the fisheries outlook project. Third, as a result of analyzing the factors affecting price stability, it was found that the price of seaweed was stabilized after the WTO, but the Japanese earthquake expanded the price volatility. In the case of flatfish, it was analyzed that the price stabilized after the WTO and the Great Japanese Earthquake. Finally, the price of abalone has stabilized since the WTO and the Great Japanese Earthquake.

        In addition to simply providing quality food to the people, the fishery industry must be maintained and developed because it has various functions such as national food security, preservation of natural scenery, protection of national territory, and revitalization of the local economy. However, risk factors such as climate changes and environmental destruction have raised concerns about the sustainable development of the industry. Since these risk factors are becoming larger and more complex over time, it is time to conduct research related to the risk of the fishery industry. Therefore, the purpose of this study is to explore the risk factors facing the fisheries at this point, to analyze the economic ripple effect of regional fishery product supply shortage, and to draw implications. As a result of this study, the economic ripple effect of fishery product shortage per won was highest in Busan, followed by Gangwon, Gyeongnam, and Gyeongbuk. Considering the size of the local fishery industry, Busan had the highest supply shortage per 1% of local fisheries production. It is also necessary to prepare special risk management and countermeasures for these regions since the effect of supply shortage in regions such as Jeonnam, Gyeongnam, and Jeju is large compared to other regions.

        본 연구는 글로벌 수산업의 무역기술장벽 관련 규제가 민감해짐에 따라 각국의 무역기술장벽 통보문이 지역에 따라 어떠한 특성을 보이는지 알아보고자 한다. 연구자료는 국가기술표준원의 해외기술규제정보시스템을 이용하 였으며 우리나라 수산업 무역에 영향을 미치는 총 201건의 통보문 텍스트 자료를 추출하였다. 지역은 아프리카, 아시아, 유럽, 북미, 중남미로 구분하여 단어 빈도 분석과 언어네트워크 분석 중 하나인 엔그램 분석을 적용하였 다. 그 결과, 공통으로 추출된 단어는 수산물의 생산과 제품화를 비롯하여 표준, 기술규정 준수를 포함하였다. 반 면 지역별로는 아프리카와 아시아, 중남미 등 개발도상국은 추가 인증 획득, 필요 서류의 증가 등 형식적 규제와 연결성을 보였으며 유럽과 북미 등 선진국은 환경보호와 위생, 소비자 보호 등 실질적 규제와 관련한 연결성이 네트워크로 나타났다. 이에 우리나라 수산업계 기업은 해외진출에 있어 형식적 규제와 실질적 규제를 동시에 대 응해야 하는 위치에 있으며 수산물 생산 현지국에 우리나라의 수산업 관련 표준과 검사 절차 등 기술지원을 통해 무역기술장벽 관련 규제를 회피할 수 있는 방안이 마련되어야 한다.

        This study aimed to establish the public interest functions of fisheries and fishing villages, which is intended to help introduce and expand the public-purpose direct payment system in the fisheries sector. Firstly, this study looked at trends related to the public interest functions of domestic and foreign cases in similar fields in order to get implications for establishing public service functions in fisheries and fishing villages. Secondly, three criteria were defined for establishing the public interest functions of fisheries and fishing villages. Thirdly, the public interest functions of fisheries and fishing villages were defined through prior research, analysis of overseas cases, and consultation with experts in the fields of fisheries and fishing villages. As a result, the six public interest functions and the 14 detailed functions were defined. Finally, this study established a direction for preserving and improving the public interest functions of fisheries and fishing villages, and presented strategies for achieving them.

        The purpose of this paper is to analyze factors affecting the net income of regional and industrial fisheries cooperatives in South Korea using panel data. This paper utilizes linear or GLS regression models such as pooled OLS model, fixed effects model, and random effects model to estimate affecting factors of the net income of regional and industrial fisheries cooperatives. After reviewing various tests, we eventually select random effects model. The results, based on panel data between 2013 and 2018 year and 64 fisheries cooperatives, indicate that capital and area dummy variables have positive effects and employment has negative effect on the net income of regional and industrial fisheries cooperatives as predicted. However, debt are opposite with our predictions. Specifically, it turns out that debt has positive effect on the net income of regional and industrial fisheries cooperatives although it has been increased. Additionally, this paper shows that the member of confreres does not show any significant effect on the net income of regional and industrial fisheries cooperatives in South Korea. This study is significant in that it analyzes the major factors influencing changes in the net income that have not been conducted recently for the fisheries cooperatives by region and industry.

        This study is aimed at finding policy directions for Korean fisheries and fishing villages by using Delphi method for fisheries experts. Fisheries experts have highly evaluated the achievements of fostering aquaculture industry, seafood export support measures, and natural disasters relief and recovery arrangements among the policies promoted as so far. And it was recognized that policies such as fishery resources management, creation and recovery of fishery resources, improvement hygiene and seafood safety, and provision young fishermen with training and capacity building will be important. Future megatrends, for example changes in food consumption pattern, climate change, and demographic structure changes are expected to have a significant impact on fisheries and fishing villages. The Delphi survey indicates that the most important policy objective is to secure a stable fisheries production. In other words, fisheries policy in the future should be aimed at suppling sustainable seafood for popular consumption. Finding strategies and action plans that can achieve this goal will be an important policy issue. In conclusion, it is necessary that a number of fundamental researches carry out in Korea, which can lead to finding out a multifunctionality of fisheries and fishing village. In addition, it is important to expand the scope of fisheries policy, which can consider not only the fisheries producers but also seafood consumer’s and young fishermen perspectives. Furthermore, it recommends that fishery policy needs to include fishery related industry as well as application of 4th industrial revolution technology to fishery

        The main purpose of this study is to explore a way of South-North Korea fisheries cooperation through international organizations under the principles of the Korean peninsula trust process. Considering the government policy toward the North, although some humanitarian aids or cooperations may be plausible with permission of the Ministry of Reunification. direct cooperations between the South and the North Korea must be much limited at leat under the present government. The 5.24 measures taken in 2010 banned in fact all economic/humanitarian cooperations by private sectors and government. Noting the present and the visible future, an important question is whether the North accepts all cooperations including fisheries, bartering giving up nuclear weapon development for the 5.24 measures. It would be a difficult question to be answered, because win-set to both parties is too narrow, so far as there is no change in the South-North conflicting priority policies. If so, one way of implementing South-North fisheries cooperations is to drive forward cooperative programs through UN organizations. Since for instance FAO and WFP secure justification and roles and has a global network, they have sufficient capacity of being abe to organize fisheries experts. If the South can finance the budget necessary for the programs, FAO or WFP would lead the programs through a negotiation with the North. In other words, it is a type of cooperative model that FAO or WFP leads the programs and the South finances. In addition, if World Fisheries University(WFU) is invited to the Republic of Korea, it might make a great contribution to expert exchange of the North.

        Though the debate of the establishment time, place and characteristic of the first fisheries cooperatives in Korea has been existed, it is clear that they had been established in the neighborhood of Tongyeong during the period of Japanese colonial rule. But the objective, motive and historical background of the first fisheries cooperatives are still slightly vague. To explain and explore that of fisheries cooperatives, over 1,000 articles of media, about 100 document of the Japanese government-general of Korea and the annals of the Joseon dynasty, many of research paper and others were included and refined. Through the result of that process, three core factors were founded that affect both the emergence of fisheries cooperatives and relationship of the them. The first one is about the royal family’s fishing area where in the neighborhood of Tongyeong. The next one is Kentaro Kashii who was called king or devil of the Korean fisheries industry and the last one is fishermen and their organizations including fisheries cooperatives. Some of the above and the fishing rights conflict that make a guidance for understanding them has not been clearly mentioned. The result of this study shows that the birth of the first fisheries cooperatives were caused by not only the Japanese government-general of Korea but mainly Korean fishermen’s voluntary activity and free will against fishing rights conflict between them. And both of the first fisheries cooperatives had somewhat difference in their constitution of organization and their characteristics but it was a tragic irony that the more exploitation and despoliation were conducted by Japanese government-general and Japanese capitalist the more movement and activity of Korean were frequently and severely occurred. Even though the findings and results of this study would be a proof and helpful material for understanding the establishment and their activity of fisheries cooperatives in Tongyeong, more research and contribution would be need by members of fisheries academic and business world.

        This study analyzed the efficiencies of Korean fisheries cooperative’s 97 operation offices in the capital and surrounding area. We used the DEA model for checking the technical and scale efficiencies in the financial business of them. We divided the business into two parts, the productivity (efficiency for increasing deposit and loan) and profitability (efficiency for increasing the profit and reducing the risk from the loan). The results show that the additional profitability increase is very difficult because most of the offices have full technical efficiency for profitability. But additional analysis based on Slack-based Measure (SBM) DEA model shows that Kyung-Gi region can increase the profitability. SBM model analysis also gives us the possibility that customized policy can apply to each offices considering each factors affecting the productivity and profitability.
