본 연구는 K연구원의 상향식 R&D과제기획 차원의 신규 연구기획과제 선정 평가를 위한 평가도구 개발에 목적을 두고 진행하였다. 이를 위해 CIPP모형과 연구기획평가를 위한 선정평가 및 평가지표에 관한 선행연구를 중심으로 R&D과제기획 선정평가 항목과 문항을 개발 한 후, 2회에 걸친 델파이 조사를 실시하였다. 개발된 평가도구는 13명의 전문가를 대상으로 설문조사를 실시하여 내용타당도, 합의도 및 수렴도를 검증하였다. 최종 선정된 R&D과제기획 선정평가 도구는 8개 항목에 총 21개 문항으로, 상황평가 5 문항, 투입평가 2문항, 과정평가 8문항, 산출평가 6문항으로 구성되었다. 개발된 평가 도구는 상향식 기획 과정상의 문제점을 해소하고 연구자들의 기획역량을 제고하는 데 기여할 것이다. 또한, 선정 평가 시 평가에 대한 일관성과 효율성 제고에 기여할 것이다.

The Tay people are the ethnic minorities with the largest population in Viet Nam, mainly distributed in the Northern Uplands and Midlands, mostly concentrated in the provinces of Cao Bang, Lang Son, Tuyen Quang and Ha Giang. Over the long history of development, along with the development and improvement of their language, the Tay people have gradually created a type of writing system using the graphic, phonetic, and meaning elements of Chinese characters in combination with indigenous phonetic and linguistic elements, to create the system that is called the Nom-Tay scripts or the Nom script of the Tay ethnic group. Traditional Tay literature is mainly recorded in this Nom - Tay script. The article reliesupon the texts that belong to the genre of narrative poetry (in this genre, a story is written as a long poem) written in Nom - Tay- the most significant part of the written classical folk literature of the Tay ethnic group. Materials from the texts, currently stored at the Institute of Sino - Nom Studies (Vietnam Academy of Social Sciences), will be used to conduct an analysis of the usage and the method of writing of the Chinese characters in these texts. Thereby, the article strives to confirm the important role and the ample appearance of the Chinese characters in VietnameseNom- Tay texts.

Shanxi Provincial Institute of Archaeology publishes 359 new epitaph rubbings of the Epitaphs Recently Acquired by Shanxi Provincial Institute of Archaeology, which offers the real and reliable unearthed literatures for us to research into the new ancient epitaphs recently excavated in Shanxi Province. However, it is not easy to interpret some variant forms in the epitaph rubbings. By studying on eight variant forms in the epitaph rubbings, giving examples in characters and illustrations of literature, inquiring character meanings, clearing physical meanings, and summarizing the evolution laws of characters, this paper provides support documents and reference experiences for the research on difficult characters and the history of Chinese characters.

본 연구에서는 다양한 관련 문헌들에 대한 내용분석과 분석적 서술을 통해 1960-1970년대 우리나라 중공업발전 사례에서의 발전모습을 산업추격관점에서 분석해보고, 그 과정에서의 KIST의 역할을 재조명하였다. 중공업 발전 초기 단계에서 우리나라는 국가 주도의 산업 전반에 걸쳐 새롭게 요구되는 산업추격전략이 필요했다. 산업추격전략에서는 개별 기업의 기술학습능력 보다는 국가 수준에서 산업 전반을 고려한 산업 설계역량이 필요 했으며, KIST 그러한 산업기획 및 설계를 가능하게 하는 산업계획가로서 역할을 했다. 산업계획가는 ‘국가 경제발전을 위하여 미래 수요를 예측하고 분석하여 국가 수준에서 산업을 설계, 계획하고 우선순위를 정하여 이를 실천에 옮기는 사람 또는 기관’ 이라고 정의 할 수 있으며, KIST는 ① 산업발전을 위한 필요 범용기술의 인지와 기술선택, ② 전후방 효과에 대한 분석과 가치사슬 설계, ③ 다학문 융합적 사고 또는 다분야 집단지식의 발현, ④ 사명감 및 애국심에 의한 동기부여 등의 역할 및 속성을 가지고 있었다.
