        Although it is highly dependent on the production of coastal and offshore fishing, the Fishing Vessels Safety Fisheries Act was enacted in 2019 due to the continuous increase in marine accidents of coastal and offshore fishing vessels. However, the law is too focused on fishing and navigation in certain waters and does not contain accident-preventive content. Ministry of Oceans and Fisheries proposes a plan to revise the Fishing Boat Safety Fishing Act through legal comparison with Japan's Seafarers' Labor Sanitation Rules. It also proposes an amendment that includes the content of the Seafarers Act on post-accident action obligations. Under the Fishing Vessels Safety Fishing Act, the safety fishing education is implemented for specific people and adopts a method of delivery education after completing the education. The reason for this is that the educational requirements are not sufficient compared to the number of education personnel. Moreover, four hours of education are conducted once a year, which is not suitable for insufficient educational conditions. For efficient safety fishing education, improvement measures are proposed compared to education in the United States and the United Kingdom.

        This paper is the result of a comparative analysis of crew members' workloads using the EMG and OWAS methods according to the fishing process before and after the improvement of the operating system of the experimental vessel, with the aim of improving operational efficiency and safety work of coastal improved stow net fishing vessels. The target crew members were three people with at least five years of experience on board the same fishing vessel as the experimental vessel. After improving the operating system, such as installing a power block crane and two capstans, change the location of the ball-roller, the time required for setting and hauling work decreased (p < .01), and the evaluation results by OWAS showed that the overall workload for setting and hauling net work decreased. The results of muscle activity analysis showed a decrease in lashing anchor work (p < .01) in the case of hauling net and in anchor dropping work in the case of setting net (p < .001). It is judged that the use of ball rollers in net handling has been reduced; consequently, work safety has been improved.

        This study analyzed the allocation of the skipper’s attention during fishing operation in the wheelhouse of a Korean coastal composite fishing vessel by using video observation. To summarize the results, the ratio of lookout, radar and GPS monitoring, which is essential for prevention of collision at sea, was significantly lower than that of other fishing operation due to the attention concentration on the work place during hauling line. In order to reduce exposure to risk of collisions due to concentration of attention to certain tasks such as line hauling, it is necessary to develop an alert system that can notify the approach of other ships or obstruction throughout the ship using information from radar or the automatic identification system. In addition, the order of attention allocation to devices and facilities obtained in this study is expected to be used as basic data for device or facility layout based on the principle of usage frequency in designing wheelhouse for coastal composite fishing vessels in the future.

        연안통발 어민에 대한 설문조사 결과, 통발 투하 및 인양 중 로프 걸림에 따른 전도사고가 42.1 %로 가장 높았고, 갑판에서 미 끄러짐과 통발 권양장치의 신체 협착사고가 각각 21.1 %를 차지하였다. 또한 가장 위험한 작업은 전체 조사대상의 53.2 %가 통발 인양과 정을 들었고, 어종선별 33.8 %, 통발 투하 9.1 % 순으로 응답하였다. 어민들은 통발 권양장치의 주요 개선 요구사항으로 응답자의 36.8 %와 31.6 %가 통발을 수중에서 작업갑판까지 수월하게 인양하는 방안과 통발 인양 시 로프 장력 극복과 슬립 방지 등 사고저감 방안을 언급하 였다. 본 연구에서 소형 통발어선 권양장치는 구동롤러와 로프 간의 적정한 접촉각을 통해 로프의 접촉면적과 마찰계수를 증가시킴으로 써 권양력을 높이는 것이다. 구동롤러와 로프 간의 접촉각이 1°, 5°, 9°, 14° 및 19°일 때 로프 장력은 각각의 접촉각에 따라 차이를 보였으 며, 9°일 때 가장 높은 392.62 kgf까지 측정되었다. 이러한 실험결과를 반영하여 시제품 권양장치를 제작하고 총 길이가 100 m인 로프에 4 m 간격으로 총 25개의 통발을 해상에 설치한 후 인양에 따른 로프 장력을 측정하였다. 그 결과, 로프 장력은 통발 인양작업 초기에 급격히 증가하여 가장 높은 31.89 kgf로 측정되었으며, 이후에는 크게 낮아졌다. 따라서 소형 통발어선 권양장치의 권양력은 인양작업 초기에 부 여되는 최대 로프 장력 값을 기준으로 설계하는 것이 타당하다.

        The fishery compensation by marine spatial planning such as routeing of ships and offshore wind farms is required objective data on whether fishing vessels are engaged in a target area. There has still been no research that calculated the number of fishing operation days scientifically. This study proposes a novel method for calculating the number of fishing operation days using the fishing trajectory data when investigating fishery compensation in marine spatial planning areas. It was calculated by multiplying the average reporting interval of trajectory data, the number of collected data, the status weighting factor, and the weighting factor for fishery compensation according to the location of each fishing vessel. In particular, the number of fishing operation days for the compensation of driftnet fishery was considered the daily average number of large vessels from the port and the fishery loss hours for avoiding collisions with them. The target area for applying the proposed method is the routeing area of ships of Jeju outer port. The yearly average fishing operation days were calculated from three years of data from 2017 to 2019. As a result of the study, the yearly average fishing operation days for the compensation of each fishing village fraternity varied from 0.0 to 39.0 days. The proposed method can be used for fishery compensation as an objective indicator in various marine spatial planning areas.

        In order to understand basic data for improving the fishing system and fishing vessel structure in coastal improved stow net fishery, a questionnaire survey and on-site hearing were conducted from May 10 to June 11, 2019 to analyze opinions on the improvement of operation status and fishing vessel structure. The questionnaire survey consisted of ten questions on the operation status of coastal improved stow net fishery and six questions on the improvement of fishing vessel structure, and the results of each question were analyzed by the region, the captain’s age, the captain’s career and the age of fishing vessel. As a result of analyzing opinions on the operation status of the coastal improved stow net fishery, it was found that the average time required for casting net was 32.8 to 33.0 minutes and that the average time required for hauling net was 41.0 to 42.2 minutes which took 10 to 12 minutes more than for casting net. The most important work requiring improvement during fishing operation (the first priority) were ‘hauling net operation,’ ‘readjustment and storage of fishing gear,’ and ‘fish handling’ and the hardest factor in fishing management were in the order of ‘reduction of catch,’ ‘labor shortage’ and ‘rising labor costs.’ The most institutional improvement that is most needed in coastal improved stow net fishery was an ‘using fine mesh nets.’ Most of the respondent to the questions on the experience in hiring foreign crews was ‘either hiring or willing to hire foreign crews,’ and the average number of foreign crews employed was found to be 2.3 to 2.4 persons. The most important reason for hiring (or considering employment) foreign crews was ‘high labor costs.’ The degree of communication with foreign crews during fishing operation were ‘moderate’ or ‘difficult to direct work.’ The most important problem in hiring foreign crews (the first priority) was an ‘illegal departure.’ As the survey results on the opinion of structural improvement of coastal improved stow net fishing vessel, the degree of satisfaction with fishing vessel structure related to fishing operation was found to be somewhat unsatisfactory, with an average of 3.3 points on a five-point scale. The inconvenient structure of fishing vessel in possession (the first priority), the space needed most for the construction of new fishing vessel (the first priority) and the space considered important for the construction of new fishing vessel (the first prioprity) was a ‘fish warehouse.’ The most preferred equipment for the construction of new fishing vessel were ‘engine operation monitoring’ and ‘navigation safety devices.’ The average size (tonnage class), the average horse power and the average total length of fishing vessel for proper profit and safety fishing operation was between 13.8 and 14.0 tonnes, 808.3 to 819.5 H.P. and 23.4 to 23.5 meters, respectively. The results of the operation status of coastal improved stow net fishery and the requirement for improving the fishing vessel structure are expected to be provided as basic data for reference when we build or improve the fishing vessel.

        The research was analyzed the catch data of the five years (2016-2020) for six joint venture company tuna purse seiners in the Atlantic Ocean, with the aim of suggesting improvement measures for responsible and sustainable fishing according to changes of recommendation by International Commission for the Conservation of Atlantic Tuna (ICCAT) on the tropical tunas. In the last five years, the average catch of six tuna purse seiner gradually increased to 7,745 tons, 8,364 tons and 9,053 tons from 2016 to 2018, but decreased to 7,761 tons in 2019 and 6,214 tons in 2020. The reason for the decrease in fishing volume in 2019 and 2020 was the fluctuation of the formation of the cold water zone (22-23℃), and the total ICCAT convention area of FAD closure in January and February due to the expansion of the FAD closure area and poor free school catching during two months period, respectively. The analysis on fishing area showed that the percentage of fishing in the high sea was about 85% although the FAD closure area included the EEZ zone in coastal countries; the rise of the fishing license in coastal countries is also believed to be a factor. In order to overcome such situations and improve catching volume, it will be possible if excellent manpower is secured, school fishing is expanded, and the production of high value-added catch (purse seine special: PS).

        Recently, the annual emission rate of CO2 that is the main reason for domestic greenhouse gases is the third highest globally, which means it is an extremely serious issue. It is considered that these greenhouse gases affect climate changes. Especially, the emissions of CO2 in the fishing industry are nearly 4.11 million tons each year, occupying 0.7 percent of domestic total emissions. Therefore, this study clearly analyzed fuel consumption of major fish species over the recent five years focusing on large purse seines. It was revealed that mackerels occupied 55.7 percent of total fish catches of large purse seines and 57.5percent of total fishing earnings. Also, fuel consumption was 236.62 liters per ton caught and 179.51liters per million won earned.

        Stow net fishery is one of the fishery with high fishing work accidents in southwestern sea of Korea. We conducted to serve as basic data for improving the healthy and safe working environment of fisher using risk assessment process (ISO45001) with fishermen’s occupational accidents of the National Federation of Fisheries Cooperative (NFFC) from 2016 to 2018. The average occurrence rate of victim in this fishery was 9.04%, 16.7 times more than such rate in all industries. In addition, the average fatality rate was found to have a very serious level management to 31.06‱, 27.7 times more than such rate in all industries. The safety hazards of stow net fishery was more likely to occur by other general industrial groups, with more severe consequences after the accident. According to 4M analysis, 58.6% of all accidents were caused by human factors, 24.0% by environmental factors, 16.0% by mechanical factors, and 1.5% by managerial factors, respectively. The occurrence frequency by accident type was the highest in 187 cases (32.2%) for struck by object, 158 cases (27.2%) for slipping, and 94 cases (16.2%) for being in contact with machinery. Severity is the highest for others such as diseases etc., in the order of being struck by object, being in contact with machinery, falling from above slipping, collapsing, bumping, and burning. Being struck by object, being in contact with machinery, and slipping are high-risk groups, falling from above others, bumping, and burning are medium-risk groups based on the risk assessment using the occurrence frequency and severity of accident. The obtained results are expected to contribute to the safe operation environment subsidy for fishing crews on the stow net fishing vessel.

        We collected AIS information on fishing vessels operating near Jeju Island, and analyzed appearance density of the Chinese fishing vessels and inferred the movements of the fishing grounds. AIS information was received from October 16, 2016 to October 16, 2017 and stored on a hard disk through a program called AisDecoder. Unauthorized fishing vessels within the Exclusive Fisheries Agreement Zone (EFAZ) operated near the EFAZ boundary, and the frequency of appearance of fishing vessels were high in the middle waters of Korea and Japan, 252 and 250 fishing zones. Chinese fishing vessels authorized to enter appeared scattered outside the Prohibiting Fishing Zone of the Large Trawlers (PFZLT), and the closer they were to the PFZLT boundary, the higher the appearance density. And the appearance of Chinese fishing vessels with a speed from 0 to 3 knots was mostly outside the EFAZ, showing high density in the waters close to the boundary between Korea and Japan. On the other hand, within the EFAZ, the frequency of appearance of Chinese fishing vessels was also low and scattered. The appearance of Chinese fishing vessels with a speed from 3 to 5 knots mostly shows some variability within the EFAZ, but the frequency of appearance was high and the density was high. The seasonal appearance of Chinese fishing vessels in the waters south of Jeju Island appeared in the southwest in the autumn and then moved south and southeast of Jeju Island in the winter, and in the spring and summer. They were considered going to other fishing grounds without fishing in the waters south of Jeju Island.

        We conducted a questionnaire survey to analyze the current status of the coastal composite fisheries, as well as the improvement point in designing a new type coastal composite fishing boat suitable for Korean fishing environments from April to August 2017. The questionnaire composed of 20 questions about the features of the coastal composite fishing boat and fishing work. The survey sites were selected to cover all parts of the country by considering the geographical position. The significance testing for the response results was accessed by  test and ANOVA. The results revealed that more than half (59.1%) of the fishermen operated one day per voyage and operating alone topped with 22.5% in the number of crews, followed by 2 persons (20.3%) and 5 persons (22.1%). The navigation devices had a high rate of installation and GPS plotter ranked first in the devices. In addition, fish finder ranked first in fishing equipment, followed by net hauler. The most inconvenient work that they felt during the fishing operation was fish handing at 49.8% and other general fishing works like setting and hauling line, deck cleaning accounted for about 25%. The hardest work was the accident by ropes wrapped around propeller and the engine trouble came in second. The most inconvenient facilities to the present design of fishing boat was wheelhouse (76.7%), followed by fish hold (38.5%), and deck (35.1%). Furthermore, inconvenient points related to the movement of fishing gear, noise and vibration of engine, slippery deck and small fish hold exceeded 50%.

        우리나라 관할해역에서 중국 어선들의 불법조업과 이를 단속하려는 해양경찰에 대한 저항이 점점 지능화 그리고 흉포화 되고 있다. 단속 수위를 높여도 불법조업 중국 어선들의 숫자는 증가하고 있으며, 이제는 단순 불법조업일 뿐만 아니라 치어와 산란기 어종도 잡아가고 금어기에도 어장에 침입하여 조업을 하고 한국 어민들의 어구까지도 망쳐 놓는 불법행위가 계속되고 있다. 또한, 집단적인 저항에 단속 경찰관의 사망, 부상에 이어 고속단정 침몰까지 발생하였지만 무장을 갖추고도 적극적으로 대처하지 못한 국가 공권력과 해상치안 단속에 대하여 국민들의 질타가 빗발치고 있다. 이에 본 연구는 우리 주변 해역에서 발생하고 있는 불법조업 현황과 실태를 분석하여 매년 되풀이 되는 대응방법의 차원을 넘어 국가의 안위와 해양경찰 개개인의 생명을 보호하기 위하여 현 시점에서 기존 연구 자료를 바탕으로 전반적인 문제를 분석하여 불법어선 단속 체계와 효율적 대응전략 구축을 위한 방안을 통하여 해양경찰의 보다 나은 불법어선 단속과 제도의 방향을 제시하고자 하였다.

        To suggest more efficient fishing operation, it was analyzed using five years (2011~2015) catch data of six Korean-flagged tuna purse seiners (with 1000 mt of haul capacity) operating in the western and central Pacific Ocean. In terms of annual total catch, it presented a two-year cycle of variation on catch, showing that catches of 2012, 2014 and 2015 were high, whereas those of 2011 and 2013 were low. The proportions on fishing effort of associated set were around 21.9~30.8% having 21.5~45.0% of total catch. In this study, there was no significant difference between catches of unassociated set and associated set. When considered having good fishing conditions, fishing activities were concentrated in the areas of Papua New Guinea (PNG) and Kiribati, while it showed that fishing ground spreaded out to the areas of not only PNG and Kiribati but also Federated States of Micronesia (FSM), Tuvalu and Solomon islands. The average number of fishing days was 271 with a range of 246~285. As restriction on fishing operation such as reduction of fishing days and higher fishing fee are expected to strengthen, the result of this study will be helpful to select more efficient fishing methods for purse seine fishery based on fishing conditions.

        대한민국 배타적 경제수역에서중국어선에 의한 불법조업이 지속되어 수산 자원이 고갈되는 한편, 조업분쟁이 발생하고 있다. 특히, 중국어선들의 불법조 업이 조직화․폭력화되면서 단속공무원들의 사망 등 인명사고가 지속적으로 발 생하고 있는 현실이다. 이에 한국 정부에서는 문제 해결을 위해 다각도의 노력을 경주해왔는데, ’08 년도 ‘해상공권력 강화 대책’, ’11년도 ‘불법조업 근절 종합대책’ 뿐 만 아니라, ‘12년도에는 국민안전처 해양경비안전본부(구, 해양경찰청)에서 「해양경비법」을 제정하여 불법조업 단속을 위한 추적․나포, 무기 사용 요건 등을 정립하기 이른다. 이러한 노력에도 불구하고 중국 연안 해역에서의 수산자원 고갈에 따 른 중국어선의 대한민국 해역에서의 불법조업은 아직까지도 그치지 않고 있다. 불법조업으로 인한 경제적 이익이 있는 한 중국어선의 이러한 행위는 쉽게 근 절되지 않을 것이며, 한국 정부는 외교적 노력을 병행하는 동시에 적법한 단속 을 통한 법질서 확립에 노력해야 할 것이다. 국민안전처 해양경비안전본부는 그동안 해양경찰청이라는 독립된 외청의 형 태로 불법조업 현장의 최일선에서 법을 집행하며, 적절한 무력을 행사해왔다. 최근에는 철갑, 쇠창살 등으로 중무장하고 집단적으로 폭력 저항하는 불법조업 중국어선에 대해 새로운 단속장비를 도입하고 전술체계를 발전시켜 나가고 있 다. 하지만, 이러한 새로운 장비와 전술, 법률 등이 국제적으로 통용되는 협약 과 관례․판례에 적합한지?, 외교적 분쟁의 소지는 없는지? 등을 사전에 고찰하 며 대비책을 마련할 기회가 부족하였다. 따라서 본 연구는 그 동안 국내․외에서 발생한 불법조업 단속 관련한 국제 분쟁이나, 외교적 마찰사례 등을 살펴보고, 신설되는 해양경비안전본부에 필요 한 국내법 및 제도 등의 개선방안을 제시하기 위한 것이다.

        In order to propose basic references for the policy making of fishing vessel fishery by Jeju Special Self-Governing Province, we have obtained the basic productivity through analyzing operating days and catches of 16 sample fishing vessels registered in Aewol port, the north of Jeju island in the year of 2011. In addition, to compare with the basic productivity of southern sea area in the Jeju island, that of 7 sample fishing vessels registered in Kangjung port was used. Around Aewol port, average operating days during the main catch period from July to October were over 15 days a month. A average daily catch of fishing vessels was minimum 21.0 kg in May and reached to maximum 54.5 kg in December, showing U-shaped catch pattern through the year. The trend formula of the average daily productivity (y) depending on a tonnage (x) of fishing vessels around Aewol port was described by the equation, y = 18.867 ln(x) + 11.001, and that around Kangjung port in the year of 2009 was understood to be y = 23.271 ln(x) + 25.715. As a result, it seemed that the productivity of fishing vessels around Kangjung port, operating in the southern sea area of Jeju Island, was much greater than that of fishing vessels around Aewol port in the northern sea area of Jeju Island. Especially, that of fishing vessels less than 10 tons was 35-40% more.
