본 연구에서는 CGE(Computable General Equilibrium)모형을 이용하여 28개 산업별 R&D투자액의 GDP 파급효과를 추정한 뒤, 그 결과로써 GDP의 R&D투자탄력성을 계산하여 산업별 R&D 투자 우선순위를 제시하였다. 우선순위는 28개 대분류 산업 중 전체 연구개발투자에서 차지하는 비중이 1% 미만인 16개 산업을 제외한 12개 산업에 대해서만 적용해 보았다. 먼저 GDP의 R&D투자 탄력성에 근거한 우선순위는 제1차 금속제품, 화학제품, 음식료품, 전기 및 전자기기, 수송장비, 금속제품, 정밀기기, 전력·가스 및 수도, 일반기계, 통신 및 방송, 건설, 사회 및 기타 서비스, 부동산 및 사업 서비스 순이었다. GDP의 R&D투자탄력성에 근거한 순위설정은 비교적 우리나라 산업들의 현황을 잘 보여주고 있는 것으로 판단된다. 보조지표인 2030년 기준 균형 대비 GDP 증가율에 근거한 우선순위 역시 판정기준으로 유사한 결과를 보여주었다. 결국 두 개의 우선순위 기준은 국가과학기술위원회의 R&D예산투자방향 및 기준 설정과 주요 사업별 예산배분 방향에 좋은 판정기준으로 활용될 수 있음을 보여주었다.

이 연구는 사유림 기능평가에 적합한 산림기능 유형 및 기능 우선순위를 분석하기 위해 수행되었다. 전문가그룹과 시군산림공무원을 대상으로 설문조사를 실시하여 제안한 산림기능유형의 적정성과 산림기 능의 우선순위를 평가하였다. 현행 산림기능유형에 대한 기능명칭 변경, 통합의 필요성에 대해서 전반적 으로 동의하는 것으로 나타났으며, 최종적으로 4개의 산림기능(자원순환, 수자원함양, 생활환경보전, 산 림보전) 구분체계를 제시하였다. 또한 산림기능 우선순위는 집단간, 권역별 우선순위에 차이가 존재하므 로 전국 사유림 기능평가시 국공유림처럼 획일적으로 기능 우선순위를 부여하는 것보다는 권역단위로 기능 우선순위를 상이하게 적용할 필요성이 있는 것으로 판단된다.

기존교량의 내진보강 우선순위 결정방법은 교량을 지진도 그룹으로 분류한 후 교량의 취약도 및 영향도를 고려하여 4개의 내진그룹으로 분류된다. 그러나, 현재 사용되고 있는 내진보강 우선순위 결정방법을 442개의 국도상 기존교량에 적용한 결과 비합리적인 부분이 조사되었다. 지진도를 정량화하여 좀 더 세분화할 필요가 있고, 연속경간장이 긴 PSC 박스거더교량의 취약도가 과소평가되는 모순점을 개선할 필요가 있었으며, 영향도 수준 또한 취약도 수준으로 증가시킬 필요가 있었다. 본 연구에서는 기존 교량의 조사 결과를 근거로 기존 평가기법을 수정 보완하여 개선된 내진보강 우선순위 결정방법을 제안하였다.

The effort for GSI based IT system consolidation has been continued due to the increase of the system and complication increase of system connection, mainly by the global company. Since successful example of GSI realization by part of developed company affect to Korea, global level IT system consolidation has been examined mainly by the domestic company that have great deal of overseas business. Although they have examined consolidation possibility mainly on R&D, finance, operation management part which is the base part of company management, there are limitation for consolidation realization because of the difference between regional business problem of huge cost needed for consolidation. To overcome these realization limitations, it is necessary to lead risk and cost reduction through stepwise part unity and decide Priority Evaluation Framework for Consolidation target and systematic consolidation strategy. For GSI realization, appropriate distributions of unification time according to target system are needed. In this study, based on easiness and usefulness of consolidation and connection between the targets, evaluation methodology for Priority Evaluation Framework of system consolidation has been developed. Priority Evaluation Framework has been decided by applying developed methodology to global production company of high tech industrial part. Through this methodology, companies can realize successful and stable GSI by investing global resources intensively by Priority Evaluation Framework of consolidation target system

본 논문은 캘리포니아지역에 위치한 고속도로망을 대상으로 하여, 도로망내에 있는 교량의 내진보강 우선순위를 결정하는 방법에 관한 연구이다. 내진보강 우선순위 결정은 지진공학 분야에서 매우 중요한 이슈 중의 하나이며, 정부나 도로 관리청의 의사결정권자는 예산 배정 과정에서 이와 같은 문제에 항상 직면하게 된다. 본 연구는 특정지역의 고속도로망을 대상으로 어떻게 내진보강 우선순위를 결정할 것인가에 관한 방법론을 보여주고 있다. 우선순위 결정을 위하여 구조물의 지진 취약도, 도로망상에 위치한 각각 연결로의 중요도에 대한 개념이 먼저 소개되었다. 도로망상 각각의 교차로를 잇는 연결로를 지진 보강의 대상 단위로 하여 도로망의 내진 성능에 대한 시뮬레이션을 수행하였으며, 추가 소요되는 교통 지체시간을 각각의 시뮬레이션 경우에 대하여 측정함으로써 내진보강에 의한 효과를 평가하였다. 또한, 지진 위험도의 확률적인 특성을 반영하기 위하여 확률론적 시나리오 지진을 도입하였다. 본 연구의 결과에서 알 수 있듯이 우선순위의 의미는 이해관계자의 주요 관심 사항에 따라 다르게 정의될 수 있고, 각각 다른 우선순위 결과를 보여주게 된다. 본 연구는 교통망의 효과적인 내진보강을 위한 우선순위 결정 과정에 도움이 될 수 있는 일반적인 지침을 제공할 것으로 기대된다.

It is very important to evaluate the priority of prevention factors and strategies in order to minimize industrial accident. It provides decisive information for accident prevention and safety management. Therefore, this paper proposes evaluation method of the priority through statistic testing with prevention factors and strategies by the cause analysis of cause and effect models. Especially, this paper uses priority matrix criterion to justify application of rank and objectivity. This paper is based on the results of a questionnaire of workers and managers who are engaged by real manufacturing and construction industries with less than 300 workers in the central region of Korea, where most of the fatal accidents have happened. Finally, the result provides one way to implement safety management for industrial accident prevention.

미국에서 많은 특허개혁과제들이 계속하여 입법화에 실패하여 온 이유는 다양한 특허개혁과제들에 대한 우선 순위를 설정하는 도구가 없었기 때문이다. 차별적인 충격법은 다양한 특허개혁과제들에 우선 순위를 설정하는 유용한 도구이다. 차별적인 충격법은 나쁜 특허에 대하여만, 혹은 나쁜 특허에 대하여 더 충격을 가하는 특허개혁과제를 우선 입법하여야 한다고 말한다. 우리나라에서도 차별적인 충격법은 유용한 도구가 될 수 있다. 많은 특허개혁과제들에 대하여 차별적인 충격법을 적용하면, 입법의 우선 순위를 설정할 수 있다. 차별적인 충격법은 좋은 특허와 나쁜 특허의 구별에서 유래한다. 이러한 구별은 내용 면에서의 구별이다. 내용 면에서 접근하는 특허개혁 과제가 우선 순위일 가능성이 높다. 특히, 특허소송의 불확실성 제거나 특허에 대한 정보접근권의 보장과 관련된 특허개혁과제가 차별적인 충격을 가하게 되므로, 입법의 우선 순위가 될 가능성이 높다.
