세계화가 빠르게 진행되면서 표준화의 중요성은 날로 증대되고 있으며 표준화를 통한 제품의 호환성 확보는 해외 시장에서의 경쟁력을 결정하는 필수적인 경쟁요소가 되고 있다. 본 연구는 이러한 세계적인 흐름에 부응하여 중소기업의 혁신 역량과 기업 내 표준화 교육 활동 및 그 성과 간의 관계를 분석하였다. 이를 위해 국내 정보통신 및 전기전자 업종 중소기업 약 900여개를 대상으로 분석을 수행하였다. 분석 결과 표준화 교육활동은 기업의 생산 및 품질개선 정도와 R&D 활동개선에 긍정적인 영향을 미치는 것으로 나타났다. 또한, R&D 투자비율은 표준화 교육활동이 생산 및 품질개선에 미치는 영향을 조절하는 것으로 분석되었다. 본 연구는 중소기업의 표준화 교육 활동, 교육성과, 혁신활동의 관계를 규명함으로써 중소기업 및 관계기관의 의사결정자가 혁신 및 표준화 활동의 성과를 극대화하는데 도움을 줄 수 있는 실질적인 시사점을 제공한다는 점에서 그 의미가 있다고 하겠다.

기술 표준은 기술적 특성과 사양에 대한 일종의 사회적 합의로서 기술의 발달 과 함께 모든 산업에 걸쳐 존속되어 왔으며 최근에는 정보통신 기술의 발달과 함께 기술의 상호호환성을 제공하고 시장의 우위를 선점할 수 있는 전략적인 요소로 각광받고 있다. 이에 기술 표준 연구(표준화 연구)는 기술 표준의 채택 과정과 이로 인한 경제적 효과를 분석하여 이론적 및 정책적 함의를 도출하는데 그 의의가 있다. 그러나 기존의 연구에서는 기술 고유 의 가치와 상호호환성에 대한 고려가 부족하다는 점에서 기술 중심의 분석 결과를 도출하는 데 있어 구조적 한계를 드러낸다. 본 연구는 기술 네트워크 분석을 통해 도출한 기술 차별화 정도와 기업별 기술 선호도 함 수를 두 단계 게임 이론 분석 방법에 반영하여 새로운 기술 중심 표준 연구 방법론을 제공하는 것을 목적으로 하고 있다. 그 실증 사례로 사물인터넷의 무선 팬 기술을 선정하였으며, 본 연구 방법론을 통해 해당 시장의 기술 구조 및 표준 관련 함의를 도출하였다.

The basic concept of the network is communication among multiple computers. Typical methods of this communication is to use a client and a server. The server may be a host device that everyone can access, the player playing the game may be to act as a server to other players directly. Once the server is running, and the client is connected, the two computers are to exchange data required for the multi-player network games. When developing the network game should pay a lot of attention and effort on some details. Most easily design and even in the game engine that can produce a functional networking remains a very complex thing. The network element of the game can develop in several different ways, which means that some of the key to determine a game developer. These decisions would be better to decide quickly on the single-player game, but the things that did not need anyhow multiplayer game development would give a very large impact early development possible. There is a common and proven three approaches deneun to configure the network game, reserved (authoritative) server, no access (non-authoritative) server, a peer-to-peer manner. The two approaches are leading the way to send and receive information to the client connects to the server. This approach, because there is no direct connection between the IP of the client are hidden from each other to provide more privacy (Privacy) to the end user (End user). In Peer-to-peer way all connected computers can send information directly to each other. In addition, communication concepts covered in the gaming network is two. The right remote procedure call (Remote procedure call, or RPC) and state synchronization (State synchronization). In general, two methods are used in the game, but in some cases, not according to the genre. In this paper, we approach networking in a general game network architecture, looked at the network communication method, we proposed a game networking components and design plans through them. Through this and to implement actual design of future multi-platform network game engine.

이 연구는 뉴스 미디어 환경 변화에 대응하기 위해 연합뉴스가 빅데이터 저널리즘을 어떠한 방식으로 활용해야 하는지에 관하여 심층 분석하였다. 이를 위해 연합뉴스 기자들과 빅데이터 저널리즘 전문가들을 대상으로 뉴스 미디어 환경 변화, 변화하는 연합뉴스의 위상과 전략, 빅데이터 저널리즘의 필요성과 활용방안에 관한 심층인터뷰를 실시하였다. 연구결과, 미디어 환경의 변화는 소비자들이 뉴스 생산에 적극적으로 참여할 수 있는 토대를 마련해 주었지만 불확실한 뉴스 유통이나 선정적 기사 양산, 언론의 신뢰도 하락 등 심각한 부작용을 초래하고 있었다. 연합뉴스는 언론사들을 대상으로 하는 도매상 역할과 일반 독자들과 만나는 소매상 역할을 동시에 맡게 되었고, 이에 따라 속보 외에도 일반 독자들의 요구에 맞춘 새로운 기사의 형식과 내용을 시도하는 전략 수정이 요구되고 있다. 저널리즘의 신뢰성과 공정성을 회복하기 위한 혁신 방안 중 하나로 제시된 빅데이터 저널리즘은 탐사보도, 지역보도 등에 활용될 수 있을 것으로 분석되었고 이를 위한 선결 과제로 전담 부서와 인력 확충, 기자 교육 프로그램 마련, 공공 데이터 확보 등이 실무적 차원으로 제시되었다.

우리 헌법상 국가구조원리로서 일반적으로 받아들여지고 있는 것으로는 민주주의원리, 법치주의 원리, 사회국가원리 등이 있다. 이 글은 이러한 헌법상 국가구조원리를 기반으로 현재 IT영역에 있어서 조직설계의 한계를 분석하고 개선방안을 제시하고자 하였다. IT의 속성상 IT정책영역은 그 업무의 경계가 불분명하며 타 업무와의 중복 및 이로 인한 갈등 상황이 항상 내재되어 있다. 또한 IT정책은 본질적으로 ‘속도’, ‘변화’ 및 ‘공격’에 따른 ‘위험성’을 내포하고 있으므로 이러한 위험성을 낮추기 위해서는 전문적 변화관리와 위험관리가 필요하다. 우리나라의 IT 거버넌스는 지금까지 이러한 IT의 속성을 조직설계에 반영함에 있어 많은 시행착오를 겪어왔다. 하위법령에 의한 중요 추진조직의 신설, 조정 및 협업·협치 메커니즘의 부재 등 민주주의와 법치주의에 기반 한 조직설계가 이루어지지 못했다. 이러한 한계를 극복하기 위하여 우선 법치주의 원리의 구현으로 IT영역의 독자성 확보를 위한 조직법적 기틀이 확립되어야 한다. 「정부조직법」에 IT전담기관의 설치가 명확히 규정되어져야 하며, 기존의 산업통상자원부, 문화체육관광부, 방송통신위원회가 담당하는 IT기능이 재통합될 필요가 있다. 또한 독임제 방식의 단독 행정기관의 설치만으로는 IT의 융합·접목적 속성을 반영할 수 없으므로 민관협력·갈등조정체계를 법률에 규정하여야 한다. 이러한 기구는 한시적·일회성 정책기구가 아니라 상설기구로서 조정·협력의 거버넌스를 통한 민주주의 원리를 반영할 필요가 있다. 그리고 부처 간 갈등 해결이나 협력기조가 이러한 협의체를 통해 이루어질 수 있어야 한다. 한편 언론의 자유라는 민주헌정체제의 핵심적 자유를 보장하기 위하여 방송통신위원회는 독임제적 기구의 성격이 탈피된 독립성이 우선인 기구로 재탄생할 필요가 있다. 또한 ‘행정조직 법정주의’의 실천으로서 대통령 비서실, 대통령 직속기관, 합의제 행정위원회에 의한 정책기능의 확대는 지양되어야 하며, 가급적 행정각부 상호간의 기능 재배분이나 통합, 폐지와 같은 조직개편을 통해서 정책이 기획, 집행되어야 할 것이다.

Lee, Jinsung. 2014. A Study of College Students' Malpractice in Korean Orthography: a Follow-up Study with a Special Emphasis on the Influence of Chatting Language. The Sociolinguistic Journal of Korea 22(3). This study is a follow-up study of Lee's(2001) “A study of malpractice of orthography among Korean college students-with a special emphasis on the influence of chatting language”. Within the similar research framework, Some malpractice of orthography in current college students' essays were compared with those of Lee's. The aim of this study, therefore, is to find out how, in what aspects and extents, the influence of chatting language on formal written language has manifested different characteristics after a span of 13 years. Regardless of the drastically increased use of chatting language these days, most of its characterizing features were found to be significantly declined in current students' essays, compared with Lee's(2001). Expressions or vocabularies mainly suitable for spoken colloquial language, however, were observed to be adopted much more frequently and freely in formal written essays. This study additionally investigated the Korean orthography rules on separating words, which were not dealt in Lee's. Violations relating to separating words were found to be seriously grave, which can be considered as a direct negative influence of general writing practice of chatting language, where the rules are routinely ignored chiefly for the economy of space and time.

中国北京居民的收入和消费水准越来越高。从2009年为扩大内需实施了 一系列扩大消费政策. 如家电下乡, 汽车下乡, 家电以旧换新，汽车以旧换 新以及家电和汽车节能惠民等政策。这些政策直接影响了北京居民的交通和 通信消费。北京市已经进入了汽车消费市场的成熟期。自从2010年12月实施 的北京汽车消费的抑制政策导致北京地区的汽车消费减少趋势。但最近对汽 车和移动互联网融合的智能汽车的需求呈现出越来越高的趋势。这一趋势将 会促进交通和通信相关产业一同发展。而且互联网极快速地扩散，网民也同 样剧增，电子商务的规模也随着极快速地增加。因此将以互联网和智能手机 为中心消费活动的网络消费者的规模也会剧增。

이 연구는 스마트폰 사용이 많아지고 스마트폰 중독이라는 말이 생겨날 정도로 학생들이 스마트폰에 빠지는 것을 지켜보면서 모바일 역기능을 해소하기 위하여 학생들에게 알려주는 프로그램을 개발하려고 하였다. 다양한 모바일 기기를 통해 시간과 장소의 제한 없이 원하는 사람과 소통하고 각종 매체로부터 다양한 미디어 정보에 쉽게 접근할 수 있어 편리하기는 하지만 이에 따른 역기능 또한 함께 대두되고 있다. 우리 아이들은 스마트폰으로 원하는 정보에 쉽게 접근할 수 있고, 카카오톡과 같은 채팅 애플리케이션이 무분별하게 쏟아지면서 이들을 이용한 사이버 연애 및 성범죄의 온상이 되고 있으며 스마트폰이 가지는 매력 때문에 아이들이 매료되어 중독이라 할 정도로 스마트폰을 과다하게 사용하고 있다. 이에 본 연구자는 현재 아이들이 모바일기기로 인하여 기존에 경험하지 못한 부작용을 예방하고 새로운 정보통신 윤리관의 정립 및 교육적인 측면에서 모바일 역기능 해소 프로그램 개발을 통한 학습자 정보통신 윤리의식 소양 지도를 모색하게 되었다.

The Purpose of this study is to empirically examine the impact of various internal and external innovation activities of SMEs on their innovation performances in the field of electronics and communication industry. Drawing upon the literature review, internal and external innovation activities are defined and conceptualized, and independent, dependent and moderator variables are developed. We have used survey-based data for this study from the survey of technology innovation activities in manufacturing industry, which was conducted by the Science and Technology Policy Institute (STEPI) in 2010. The main result of this study shows that there were no significant differences in the impact of innovation activities on market performance according to the size of SMEs. On the other hands, we found that there were significant differences in the impact of innovation activities on technological innovation performance according to the size of SMEs. Therefore, in order to make high technological innovation performance, companies in the field of electronics and communication industry need to properly implement the internal and external innovation activities by considering their size.

It is very important to select the best employees who are suitable for their jobs and duties as considering the efficiency and productivity of the firms’ performance. As a result, many kinds of selection methodologies and systems have been developed. Among them is the selection system based on the core competencies which is known as the superior selection systems that can increase the predictive validity who is the right people, compared to the traditional selection system based on the job analysis. Hence, the former has been focused in the complex business situation in recent years. In this case study, we examine the selection system case based on the core competencies of OSS team in Company A, which is one of the largest telecommunication firms and we suggest the implications. According to the results of this case study, defining the core competencies of the job and selecting the right people who had the related competencies not only decreased the turnover rate of OSS team in Company A, but also increased the employees’ loyalty and satisfaction for the organizations. This study will be a benchmark to other departments that don’t use competency selection system of Company A as well as the firms that want to adapt the selection system based on the core competencies. Also, this case study has a contribution that shows us an alternative model how can the firms identify and select the best right employees.

Lee Jin-sung. 2013. Writing Practice of English Chatting Language and its Different Communication Strategies from That of Korean. The Sociolinguistic Journal of Korea 21(3). The purpose of this study is to introduce writing practice of English chatting language, especially focusing on that of text messages. It also discusses different communication strategies of English chatting language from that of Korean. The two characteristic features of text message writing are presented as a violation of conventional writing practice and various manners of shorthand writings. As for shorthand writings, initialisms, vowel omission, clippings, ideograms, pictograms, and phonetic spellings are dealt, together with their functional perspectives. The communication strategies of English chatting language were found to be reflected only on various shorthand writing practice which depicts the degree of formality but manifests lack of articulating detailed emotion or conversational keys. The communication strategies of Korean chatting language, on the other hand, were found to be able to demonstrate various conversational keys with the help of novel inflectional mutation, shortening, syllable extension, consonant addition or with adoption of regional dialects. While English chatting language is associated with positive influence on literacy, vocabulary, and phonological awareness among children as well as adults, Korean chatting language seems to have somewhat negative influence on standard written language and orthography. 정보화 사회의 도래에 따른 정보통신기술의 발전과 활용이 국가 경제구조 및 성장에 급격한 영향을 미치고 있는 추세에 맞춰 본 연구는 자료포락분석과 맘퀴스트지수를 활용하여 국가별 정보통신기술의 활용성과를 상대적 효율성 및 생산성의 관점에서 접근하고자 하였다. 투입요소로 ICT환경과 ICT이용준비도 그리고 산출물로 ICT활용도를 이용하여 총 28개 국가를 대상으로 2008년부터 2011년 동안 정보통신기술 활용성과를 진단한 결과, 자료포락분석에서는 전체적인 ICT 효율성이 감소한 것으로 나타나 외형적 성장에 비해 실질적인 ICT 활용 부문은 부진한 것으로 판단되었고, 맘퀴스트지수 분석결과에서도 전체적인 ICT 생산성은 지난 3개년 구간동안 개선되지 않은 것으로 분석되었다. 이러한 분석결과를 종합적으로 고려해 볼 때, ICT 활용성과를 제고하기 위해서는 지금까지 추진해온 물리적 요소의 양적 투입에 의존하는 외형적 개발정책보다는 투입요소와 산출물을 합목적적으로 연계시키고 ICT 활용 효율성을 증진시킬 수 있는 다각적인 운영 합리화 방안이 필요하다고 본다.

In a mobile-rack which is applied to shelving or storage units fitted with wheeled traction, 2 step gear ratio and document management system by using RFID based on power line communication are proposed. Each part of the mobile-rack is modeled and then analyzed by finite-element method. Considering the maximum stress and the weight, wheel housing is redesigned. 15.56㎒ RFID module and management program are developed and tested.

A cell site lease is a legal agreement by which the owner of a building or a piece of land allows a wireless carrier to use part of it for a cell tower for a period of time in return for money. Wireless carriers spend significant money for cell site leases. This paper tries to find factors affecting cell site leases and management solutions to save lease costs. In other words, this research identifies any factor influencing cell site leases among age, gender, and geographical area in the first problem and determines management priorities using an importance-satisfaction model in the second problem. This paper can provide wireless carriers with effective decision making tools and a basis for negotiation of cell site leases, as they do not have enough bases for negotiation.

This paper presents that hybrid cooler of vapor compression type and natural refrigerant circulation type is energy saving cooler using R-410a for indoor mobile telecommunication station. Its performance and operation characterists are done experimently about receiver tank, piping and heat exchanger designs for natural circulation of refrigeration and use of R-410a for fixed height location difference of indoor and outdoor cooler.

이 연구는 첨단화⋅융합화⋅복합화 경향이 특히 강한 정보통신 분야에서의 평가 신뢰성을 높이기 위해서는 평가의 전문성이 획기적으로 제고되어야 한다는 문제의식에서 출발하고 있다. 이를 위해 지식경제 기술혁신사업 중에서 정보통신 분야의 기반구축과 산업진흥을 담당하는 정보통신산업진흥원의 평가 전문성을 평가자 선정, 평가자 전문성 발휘여건, 평가자의 이력관리라는 전 과정 평가관리의 분석틀을 활용하여 분석하였다. 분석 결과는 정보통신산업진흥원의 평가제도는 다른 기관에 비하여 평가자 선정과 평가자의 이력관리는 양호하나, 평가자의 전문성 발휘 여건은 상대적으로 개선과 보완이 필요한 것으로 나타났다. 이에 따라 각 분석요소에서의 평가 전문성 향상을 위한 정책대안을 단기와 장기로 분류하여 총 12가지로 논의하였다.

In this study, mold core of can type lens for optical communication has been fabricated and heat transfer analysis has been conducted. Through this study, results were obtained as follows. Surface roughness of upper and lower cores by ultra precision grinding were Ra 0.002074(um) and 0.004316(um), respectively. Design P-V and Bestfit P-V as shape accuracy of upper core were 0.0858(um) and 0.0843(um), respectively, and those of lower core were 0.0957(um) and 0.0546(um), respectively. The temperatures of upper and lower surfaces of lens during machining obtained by heat transfer analysis were 576.05℃ and 576.4℃, respectively. In case of inner sleeve, it was estimated that the temperature of the side surface were 575.95℃ by heat transferred from lower core. The maximum and minimum temperatures of lower surface of lens were 576.4℃ and 575.96℃, respectively, according to the positions of holes for air circulation from out side.
