        세계 각국은 온실가스 배출을 줄이기 위하여 활발한 노력을 하고 있다. 한국도 노후화된 석탄발전을 폐지하고 LNG 발전으로 전환하는 정책을 추진하고 있다. 그러나, 한국은 가스터빈 제작 기술이 국산화되지 않아서 해외 제작사로부터 전량 수입하여 설치하고 있다. 따라서, 본 논고에서는 가스터빈 발전산업에 대한 국내·외 환경을 살펴보고, 이를 기반으로 PEST-SWOT-AHP 방법론을 적용하여 한국형 가스터빈 기술개발 및 보급 확대 추진전략을 제안하였다. 연구결과, 한국형 가스터빈 기술개발과 보급 확대 전략은 1) 가스터빈 기술개발 및 사업화 촉진을 위한 발전공기업의 역할 강화, 2) 온실가스 감축을 위한 LNG 발전 비중 확대, 3) 정부의 적극적인 가스터빈 산업 생태계 조성 노력, 4) LNG 발전소 건설에 대한 국민 공감대 형성 등으로 요약할 수 있다.

        For the smooth implementation and success of smart city projects, it is necessary to recognize that there is a difference in the perception of value judgments or strategic goals among major stakeholders in the planning process. And it is necessary to aim the values and goals of smart cities through reconciliation of these differences. The two major stakeholders in the smart city development project are citizens group and government officials group. Government officials are in charge of establishing and implementing policies for smart city projects, and their value judgments and perceptions influence the policy direction. In these respects, government officials can be an important stakeholder group. Citizens are a group that includes ordinary residents and business owners who live in smart cities and are the ultimate users of infrastructure and facilities. This study investigated the importance perceptions of citizens and government officials, who are the major stakeholders, about the core values and strategic goals that the smart city project aims. Responses were collected using a structured questionnaire to which the AHP methodology was applied. And the priority of perceptions for constituent items was compared for each stakeholder group. Through the comparative analysis results, it was empirically confirmed that there is a difference in the values and goals pursued by the smart city project between stakeholder groups. As an empirical study on the stakeholders of the smart city project, this study is meaningful in contributing to the theoretical development in that it suggests that the conceptual structural model of the smart city strategy system presented in previous studies can be applied in practice.

        Failure mode and effects analysis(FMEA) is popular approach applied to examine potential failures in equipment designs and maintenance of equipments. Risk Priority Number(RPN) is used as an index for the criticality of fault modes in FMEA and RCM(reliability centered maintenance). Traditional RPN approach does not have much credit as a index for the criticality because it does not reflect their experience and the governing logic is apart from their knowledge. Multiple Criteria Decision Method(MCDM) is a proven approach applied to evaluate multiple conflicting criteria in decision making. MCDM can be applied as a tool for RPN evaluation. This study was carried out to investigate application of Analytical Hierarchy Process(AHP) in evaluating RPN.

        The purpose of this study is to develop an engineer competency model using Analytical Hierarchy Process (AHP) to improve the national technical qualification system. Korea has managed technical human resources at the government level through the operation of a national technical qualification system that certifies engineers with national certificates or technical grades by laws. However, there have been increasing concerns that the government system is separated from global standards and does not reflect an engineer’s comprehensive capabilities. For these reasons, the new architecture of the system has been continuously discussed and becomes a major policy issue of the Korean government. For the development of the engineer competency model, domestic and global models were separately structured using 554 valid questionnaires with a consistency ratio (CR) of 0.1 or less. The relative importance of engineer competency factors in a domestic model was career (0.383), qualification (0.253), academic degree (0.195), and job training (0.169) whereas the order in the global model was career (0.308), global ability (0.237), job training (0.175), domestic qualification (0.147), and academic degree (0.134). The results of AHP analysis indicated that the evaluation factors and methods recognized by engineers were different from a current government model focusing on domestic qualifications. There was also perceptual difference in the importance of engineer evaluation factors between groups depending on the type of organizations and markets. This means that it is necessary to reflect the characteristics of organizations and markets when evaluating engineer competency. Based on AHP analysis and literature reviews, this paper discussed how to develop a new engineer competency index (ECI) and presented two effective index models verified by simulation test using 59,721 engineers’ information. Lastly, the paper discussed major findings of our empirical research and proposed policy alternatives for the improvement of a national engineer qualification system. The paper contributes to the management of technical human resources since it provides quantitative competency models that are objectively developed by reflecting market recognition and can be effectively used by the policy makers or firms.

        The current environment of technological and competitive changes influences not only the business R&D environment but also government driven national R&D strategies. Open innovation has now become an important paradigm that is replacing the outdated paradigm of closed innovation. Many companies and nations have been increasing R&D investment because R&D has been considered a driving force for national and corporate competitive advantage. The purpose of this paper is to evaluate and compare the performance of R&D focused on open innovation according to scientific and technological outputs which is based on paper publications, patents and etc. Comparisons should not be only based on the quantity but also on the quality of the output. This paper shows that it is possible to develop DEA models that utilize the Analytical Hierarchical Process in order to transform the qualitative index into a quantitative index. Hence, the relative efficiency for R&D organizations is obtained based on both quantity and quality outputs and subsequently provides comprehensive and realistic methods for decision makers to identify levels of project efficiency.

        This paper aims to construct an effective decision making model on selection of product design in product development using fuzzy AHP technique. It is expected that this paper contributes to enhancement of company's market competitiveness by shortening the lead time to develop a new product and minimize initial investment. The proposed model using fuzzy AHP enables quick decision making by integrating and analyzing all customer requirements related to a product. In addition, it can deal with vagueness and uncertainty of decision making process using fuzzy set theory. Decision making processes for evaluating the best selection of product design are also constructed to describe the exact concept of development. A tennis racket is shown as an example. The proposed model is expected to be applied in various fields of managerial decision making processes as well as of product development process.
