        Total industrial accident rate in Korea is facing a record 0.7% for 10 years since 2000. After entering the continuous versus 0.6% (0.69%) in 2010. In 2011, the decrease was reduced to 0.65%. Conversely In contrast to foreign workers' share has increased dramatically over 10 years since 2000 to 2010 are expected to be difficult in the accident rate of 0.5% for the entry. Despite the ongoing disaster reduction efforts to reduce disaster (share) of foreign workers has been increasing rapidly Survey, Whilst the provision of disaster prevention system status and problem analysis and identify measures that can be established through such disaster reduction measures are urgently needed.

        While Korea had achieved radical growth of construction industry, it also had accumulated problems in material, human and economical loss due to its low quality of safety level. Therefore, not only enterprises but also the nation is putting in a great deal of efforts for construction safety. However, its effect is not satisfiable. This research aims for change of construction cite by introduction of professional Safety Patrol Management System(SPMS) and consideration of its necessity. To consideration of its necessity, we compared and anaylzed average numbers of indicated dangers and safety accident incidences in each construction cites and we researched changes in worker's safety sense. It will establish the suitable design standards and suggest the basic database for estimating disaster and accident ratio.

        This study empirically examines how much effect levels of fatigue and stress of a construction worker have on disaster risks from the perspective of human factors concerning construction disaster risks. To achieve the purpose of this study, a survey was conducted with respect to construction workers working at large construction sites within the metropolitan area. The retrieved survey data were analyzed by using the statistical software programs, SPSS 18.0 and AMOS 8.0. The results of this study do not definitively lead to the conclusion that the level of fatigue or stress of construction workers result in disaster risks. However, it does show that the results vary depending upon the individual approach and treatment of stress and fatigue. In particular, this study revealed that disaster risk levels could increase through unsafe behavior intentions which were established as a mediator variable. Also, with respect to unsafe behavior intentions of construction workers leading to disaster risks, when examining the results that the level of mental fatigue, occupational stress and social-psychological stress of construction workers had a greater significant effect than the level of physical fatigue, this study demonstrates the importance of psychological and mental issues that could be easily overlooked with respect manual labor workers.

        According to Department of labor guideline “2012-104 (2012.9.26.)” This study is to suggest the basic information and the improvement for the application of risk assessment on a construction site by group interview & survey of construction worker who is the practice of the subject and then numerical analysis about awareness and action plan of Safety and health. The result of group interview and survey of construction worker, most of construction worker feel the danger during the work. Then construction worker analysis results that risk assessment helps to change & raise awareness of safety and reduce an industrial disaster. Easy Safety management activity such as TBM & safety education active will be necessary for safe worksite and then I suggest the TBT(tool box talk) active which combines TBM & safety education.

        In terms of deregulation requests from business, incidents at construction sites are rapidly increasing after reducing the regular safety training hours. Especially, to prevent incidents through safety trainings for construction site workers, who have lots of hazardous tasks than general manufacturing, is not only to protect property of both the companies and the country but also to increase their profits. That is why there are loud voices regarding that the safety training is a core mandatory to prevent industrial incidents. But, most companies, as soon as the deregulation for safety training is implemented, mitigated conducting safety trainings to prevent incidents. With this, the incidents are currently to be increased and caught in a vicious circle of many incidents at the smaller companies because of their absentmindedness regarding safety training due to their poorness as subcontractors of major companies, comparing to major companies. This study explains that the difference between managers and workers are existing about safety awareness and knowledge. And, we confirmed that the educational factor led by deficiency of safety awareness and knowledge was the major factor.
