        This paper aims to derive the strategies for the container terminal in Pusan. So it has focused on analyzing the current conditions of Pusan container terminal while evaluating the difficulties arising from the existing facilities/equipment and the operating system in the Pusan Korea Container Terminal through the workers at the container terminal and at off-dock CY. The object of this study is to assist the existing terminals to operate the facilities/equipment reasonably and to contribute shaping the ports policy which will be the basis of constructing new ports that will remain competitive while maintaining superiority over the ports in northeast area. According to the analysis 68% of the supplier answered that their terminal services which are the most important factor in running a terminal were superior to the other while only 28% of the user answered that they thought the current services were superior. For the areas of supplementing the terminal the people working at the terminal answered in the order of business operation equipment the number of berth service and management ability while the user answered in the order of service computer system transportation system and equipment. According to the regression analysis it became clear that there should be more effort toward improving or supplementing the facility scale facility usage charge transportation facilities which will assist in developing competitiveness of the terminal. It was also noted that management ability and business ability were mentioned as the important factors in operating a terminal.

        Container terminal productivity is a critical factor for both the terminal operator and liner companies. For the former it is a determinant factor of the competitiveness and profit of terminal, and for the later it is one that determines ships' tern round time and hence ships' operation costs. The concept and measures of productivity are however not well defined and unified throughout terminals in the world. This paper therefore deals with the empirical study on the evaluation of container terminal productivity. It first clarifies the concept of terminal productivity, and secondly based on the actual data on container terminals in and outside Korea, productivity is evaluated and compared. Finally, problems hampered efficient operation of Korean terminals are derived, and several comments are suggested for solving them.

        The main purpose of this study is to design the port marketing strategies for strengthening the competitive power of container terminal. So far many attempts have been made to analyze the international competitiveness of the terminal. Six factors hypothesized by this study come from previous research analyses about customers preference for port selection. Those are Cost Centrality and Intermediacy Free trade port Inland transportation connections Political and Economic institution and Port facilities. this study analyzes the most important factors about hob port and transhipment port separately through questionnaire analysis about users(shipper shipping company and freight forwarder) influencing on port selection.         For the purpose of analyzing the influence of the recent environmental changes of container logistics system in container terminal, the simulation model of container logistics system on BCTOC is developed in this paper. The simulation model is accomplished by the AweSim simulation language, and the several data which have been used in simulation gained through spot research and basic statistic analysis using the first half of 1998 electronic data in BCTOC. The results of this study are as follows; (1) In the case of BCTOC, the decreasing of container volumes is observed during the first half of 1998 compare with that of 1997. (2) In the container handling service market, the monopolistic market system in the past rapidly diverts to the competition market system from now. (3) From the simulation results, the improving of container logistics system is observed. (4) Because of these results, BCTOC will come to strengthen customer service and competitive power through starting On-Dock service system and operating the team of customer management in the long term.

In this process we have considered 8 evaluation indexes(cost, labor, area, time, volume, reliability. safety, convenience) to analyze 6 subsystems. The priority of R&D until target year by sub-systems is as follow: 1. Cargo Handing System, 2. Transfer System, 3. Port Entry System, 4. Storage System (Distribution & Manufacturing System included), 5.Inland Transport System, 6.Port Management & Information System.

To tackle this goal, the authors clarify the requirements for Korea port which will be critical in determining its position as Hub trough the careful analysis on competitiveness, environmental impact, port policy and capacity, transhipment traffic and inherent ability to generate traffic. The results are summerized as follows. (1) Coping with increasing container volumes, new investment is sustainedly necessary to increase the capacity and inherent ability of container port and create economies of scale. Moreover, increasing port capacity will increase the potential for the Korea port's inclusion into mainline rather than feeder networks. (2) Considering an increasing awareness of need for customer-oriented operations and service quality rather than simply a reliance on infrastructure-led efficiency, privatization of one sort or another and corporation of port have been key strategies in achieving greater efficiency in Korea containerport.

        By the rapid expansion of containerization and intermodal transportation in international shipping since the 1970's, the larger containerships have emerged and concentrated their calls at a limited number of ports. Moreover, large-scale container terminals have been built to accommodate the ever-larger containerships, and the mordernization of terminal facilities and many developments in information technology etc. have been brought out. Thus, unlimited competition has been imposed on every terminal with neighbouring ports in Japan, Singapore, Hongkong and Taiwan etc. The purpose of this study is to suggest how the container terminal operators cope with unlimited competition between local or foreign terminals. The results are suggested as follows : First, transshipment cargoes, which the added value is high, is to be induced. Second, the function of storage is given on On-Dock Yard. Third, Berth Pool Operation System is to be introduced, especially in Gamman Container Terminal and Kwangyang Container Terminal. Fourth, the cargo handling charges is to be decided by terminal operator.

        The intensification of the competition among container terminals has led to important affect such as, decision making or aggressive intervention of customers for terminal operation. Therefore, in case of developed ports, the large transition of port operation is composed of the press of terminal customer than decision making of terminal manager. Overall port tariffs for using terminal is made out by the conference of terminal customers than the supreme headquarters of terminal operation, and the related investment of terminal has been made according to requisition or proposal of customers. Therefore, among decision making problems that shippers, shipping companies, and freight forwarder among decision making problems that shippers, shipping companies, and freight forwarder face, the choice of the container terminal is one of the most important problems. So, the decision making of the users seems to have a significant impact on the competitive power of container terminals. The main objective of this study is to design port marketing strategy for strengthening the competitive power of container terminals. The results of this study were found as follows: Firstly, port authority should establish user-oriented operation policy of terminal as the means of activating the opinion window, using terminal monitoring system(TMS). Secondly, terminal planning and development of government should be made to minimize the lead time, to induce the civil capital and to utilize the economies of scale. Thirdly, port authority needs to endeavor to analyze the information of competing foreign terminals as well to promote the concentrated marketing for the terminal on the users, to train the expert and to develop the new port charge system. Fourthly, to improve the competitive power of the container terminal, Port Authority should optimize the subsystems related to port marketing, far more these systems should be joined organically to work effectively. Finally, port authority system should be introduced, Namely, port should have the enterprise inclination as well s the public inclination.

        The amount of the Korean export & import in 1987 reached 88.3 billion which was 1.75% of the total world trade and the proportion of foreign dependence to G.N.P was 74.5%. From these facts, we can infer that the development of national economy is largely dependent upon trade. Therefore the role of transportation, especially Ocean transportation, as a basis of economic development through trade is one of the main factors that can not be passed over. Here, We can define that a port as a subsystem of transportation determines the efficiency of the total transportation system. Thus, the purpose of this paper is to contribute in improvement of the efficiency in port, reinforcement of the international competitiveness for exporting goods by the analysis of the cargo handling charges. In order to do this, this paper deals the case of B.C.T.O.C. Furthermore, this study gives some important informations related to the level of tariffs for establishing an autonomous port administration. The Summary of the conclusions of this paper is as follows ; 1) The object of port administration in Korea has been emphasized on the maximization of efficiency in using the port facilities. Nowadays, however, it should be moved to a direction that port is operated under the compound aims considering the public interests and economy. 2) For a criterian of tariff calculation, A tariff system based on the cost accounting is desirable. In general it is recommended that the cost for construction, management, and operation of port is compensated by the revenue from port operation. Therefore, it is necessary for the administration bodies of each port to establish a tariff system on the basis of the independent profit system. 3) For the investigation of actors of tariff adjustment by the Break-even point analysis, (1) When we conducted the B.E.P analysis using total cost as cost term, we got 3.8% discount in tariff at 12% of target profit rate and 1.5% discount at 15% of rate. when we set the target profit rate as 17% we could have the proper tariff level. (2) When using operating cost as cost term, we got 13.1% discount in tariff at 12% of target profit rate and 10.9% discount at 15% of rate. When setting the target profit rat as 28%, we could have the proper tariff level. 4) Comparing with the tariffs of foreign ports for the basic terminal rate, The tariff level of B.C.T.O.C showed 33% of stevedoring charge and 80% of marshalling charge incurred at Kobe port. The comparison with Singapore port gave 50% of transhipment charge and 17% - 20 % of stevedoring charge. 5) We found that the financial structure of B.C.T.O.C was better than those of other companies and the worth fixed assets ratio was too low. The fact of low worth fixed assets ratio implies that the cargo handling facilities should be increased. Moreover, The return of assets for B.T.T.O.C was good but non-operating expenses were still contained too much in. Therefore, we think that it is necessary for B.C.T.O.C. to rationalize business management. Although the present cargo handing charge for B.C.T.O.C is a proper level in terms of a public corporation, for the final recommendation in connection to the results, It is required to take the rationalization process for business management.

        Since the middle of 1950's when sea transportation service by container ship was established, containerization has been rapidly spread over the world with realization of intermodalism, and becomes an index of economy growth of a country. Our country has established Pusan Container Terminal at Pusan harbour in 1978 in step with worldwide trend of containerization, and is constructing New Container Terminal at Pusan outharbour which will be completed in 1990. This paper aims to make a quantitative analysis of the Pusan Container Terminal system through the computer simulation, especially focusing on its subsystems such as ship stevedoring system, storage system and transfer system. First, the capacity of various subsystems are evaluated and it is checked whether the current operation is being performed effectively through the computer simulation. Secondly, the suggestion is presented to improve the operation by considering the throughput that Pusan Container Terminal will have to accept until 1990, when New Container Terminal will be completed. The results are as follows ; 1) As the inefficiency is due to the imbalance between various subsystems at Pusan Container Terminal on the basis of about 1.2 million TEU of container traffic, transfer equipment level must be up to 33% for transfer crane, and free period must be reduced into 4/5 days for export/import. 2) On the basis of about 1.4 million TEU of container traffic, transfer equipment level must be up to 12% for gantry crane, 11% for straddle carrier and 66% for transfer crane, and free period must be reduced into 3/4 days for export/import. 3) On the basis of about 1.7 million TEU of container traffic, transfer equipment level must be up to 25% for gantry crane, 28% for straddle carrier and 100% for transfer crane, and free period must be reduced into 3/4 days for export/import. 4) On the basis of about 2 million TEU of container traffic, transfer equipment level must be up to 25% for gantry crane, 30% for straddle carrier and 110% for transfer crane, and free period must be reduced into 2/3 days for export/import, and it is necessary to enlarge storage yard.

        Since the middle of 1950's, containerization has been rapidly spread over the world in virtue of great merits providing to interensts, and the fundamental changes in port management and prot operations are resulted. As the container terminal is a complex system which is consisted of various subsystems, the treatment for improving the productivity is required in a comprehensive fashion, both in each of its parts and as an integrated system. This paper aims to make an intensive analysis of the Busan Container Terminal system, especially focusing on its subsystems such as ship operation system, storage system and transfer system. First of all, the intrinsic capacity of various subsystems is calculated and it is checked whether the current operation is being performed effectively through the formal analysis. Secondly, the suggestion is presented to improve the operation by considering the throughput that the port of Busan will have to accept in the near future. The results are as follows; 1) As the inefficiency is due to the imbalance between various subsystems at Busan terminal, transfer equipment level must be up to 31% for straddle carrier and 67% transfer crane above all. 2) The yard capacity must be increased by reducing the free dwell time of containers in order to accept the traffic volume smoothly in the near future. 3) The better way to reduce the port congestion is to change berthing rule from the FIFP to the Pre-allocated system by considering the ship arrival pattern.
