        After decades of vigorous development, data mining technology has achieved fruitful theoretical and application results. As a highly applicable subject, data mining technology has penetrated into various fields of the national economy, and has aroused great attention from academia and industry. A large amount of chart data is stored in the electronic chart database, and its application is very extensive, providing a valuable decision basis for managers in all walks of life. It is of great significance to establish a complete data management mechanism based on data mining technology. The traditional data analogy extraction technology, because of the data association index and the poor ability of data association, leads to the difference between the extraction data and the target data. Therefore, the application of data mining technology on electronic chart data management is studied. Data mining technology uses rough set to obtain the basic information of electronic chart data management according to similarity function, mining electronic chart data management association rules; through the comprehensive evaluanon data system of electronic chart data management, building rule base, setting up the evaluation index of electronic chart data management, achieving the similarity evaluation of the mining results. Experimental test results: compared with the traditional data analogy extraction technology, the results obtained by data mining technology have higher similarity with the target data and meet the requirements of electronic chart data management acquisition. It can be seen that this technology is more suitable for the application of electronic chart data management

        국제해사기구(IMO)의 해상인명안전조약(SOLAS)은 모든 선박이 필수적으로 공인 종이해도, 혹은 전자해도(ENC)를 탑재해야만 한다고 명시하고 있으며, 특히 안전성이 검증된 전자해도 디스플레이 시스템인 ECDIS의 사용을 장려하고 있다. 국제수로기구 내에서는 이러한 ECDIS에 사용되는 공인 전자해도 자료가 지역전자해도 관리센터(RENC)를 통해 보급되어야만 한다는 주장이 커지고 있다. 전 세계적으로 ECDIS의 사용이 일반화되면서, 유럽에 현존하는 두 RENC만으로는 부족하다는 문제점이 제기되었다. 특히, 급격한 경제성장과 더불어 증가하는 아시아 지역의 통항 량은 동아시아 RENC의 필요성을 증명하였다. 본 연구는 2012년에 발효되는 IMO의 ECDIS 강제탑재조건과 현재 RENC의 운영 상황을 바탕으로 RENC 역할의 정의함으로써, 동아시아 수로 위원회의 전략을 참고한 동아시아 지역 독자적 모델(Phase-In)을 통한 RENC 설립의 당위성 및 전략을 연구하였다.

        The -advent of electronic navigation equipment and trustworthy computer which provides people with convenience made the management system by one-man bridge operation or the least people who are needed possible through the integration of communication network with various navigation equipment and related institution. One of the most needed ultra-modem navigation device for a mate, ECDIS is a core equipment for navigation in ENS that notifies peril to mate as well as supervises all tasks in hydrographical chart, voyage planning, course monitoring and voyage recording. We should make coast and ocean voyage planning first, for the secure navigation which is considering the course circumstances and next, for the reduction of voyage dates in economical aspect. There needs a thoughtful consideration about the feature of the ship itself and the course with weather condition in taking up the course and also we have to take into accounts about appropriate distance between ships. Considering the essential conditions of ECDIS the indispensable device in the future, it was developed the basic principle for voyage planning algorithm for officer and programmed to real implementation available. In this paper including most of the requirements in ECDIS performance standard I mentioned about such a basic and a core Principle with real application by using the Visual C++ programming language. The voyage plan includes the function that indicate and modifies all the way points in the course from department port to arrival port with erasing the wrong way points. Also, it provides in a document form that shows ETA at glance in average speed sailing.
