        외국인 선원은 1990년대 선원 수급이 어려웠던 어선에 산업연수생으로 승선하기 시작하여 2013년말 현재 상선 및 어선에 총 21,327명이 승선하고 있다. 특히 원양어선 및 연근해어선의 경우에는 최근 5년간 어선 척수가 감소하고 있음에도 불구하고 외국인 선원의 수는 거의 2배 증가하였다. 최근 어선 해양사고를 살펴보면, 어선에 다국적의 선원이 승선한 후 선원 상호간의 의사소통이 어려워진 것이 주요 문제가 되었다. 그리고 외국인 선원이 이해할 수 있는 안전수칙 등이 제공되지 아니하고 교육․훈련이 제대로 이루어지지 않고 있다. 그 결과 어선은 조업 중 해양사고의 발생 위험이 높아졌고, 비상상황에서 선장의 통제 하에 적절한 비상대응이 이루어지지 않았다. 또한 한국인 선원의 외국인 선원에 대한 폭언 및 구타로 인한 몇 건의 노동문제가 발생했다. 따라서 본 논문은 먼저 외국인 선원이 승선한 어선에서 발생한 해양사고 사례와 어선원의 고용 및 교육문제에 대해 살펴보고, 해양사고 예방을 위하여 외국인 선원에 대한 안전수칙교육과 정기적인 비상대비 교육․훈련의 필요성을 제시하고자 한다.

        In this study, the stability of fishing vessels get some change in accordance with the installation of LED luring lamp in comparison with metal halide luring lamp were investigated. Inclining test for 9.77 ton class of squid jigging and hair-tail angling vessel was performed in order to make a stability evaluation. A performance analysis of the target vessels to the stability on the basis of KST-SHIP program was evaluated. The results were as follows in this study. The stability of the fishing vessel by a metal halide such as LED and the like according to the result obtained by the inclining test is a slightly present difference, and the stability is not affected. The fishing vessel with LED lamp installed satisfies all the stability criteria specified in law and IMO rule. Compared to the metal halide LED lamp the increase of the height of the center of gravity and the initial transverse metacenter was caused. Due to the LED installation, the somewhat wider wind area of the waterline, which appears as a result, does not lead to an actual increase in rolling period. But then it is necessary to be designed on that the LED lamp shape reduces wind pressure area. Because of LED lamp installation, the GM value of vessels is increasing faster rolling cycle so causes a decrease in the sense that the crew is aboard.

        The aim of this study is to research attributes of fishermen's occupational accidents for investigating the measure of risk control on situational condition in the Korean offshore and coastal fishing vessel. Using data of fishermen's occupational accidents are from National federation of fisheries cooperatives for 2013. The results were as belows; Occupational accident occurrence rate was 29.5‰, slips & trips and struck by object and contact with gear were shown severe occurrence pattern. Occupational accident occurrence rate of offshore fisheries was 130.2‰, coastal was 16.9‰, specially the risk rates were severely high in several type of danish seine, stow net and offshore trap. Death rate by accidents was 10.6‰ and by fall into the water in occurrence pattern was 5.5‰.

        This study is aimed to analyze the three-dimensional underwater irradiance using an optical simulation software and to clarify the propriety and operation method under considering luminous intensity distribution of the luring lamp and penetrability in the seawater, when we use the light diffuser type 300W high powered LED and the metal halide lamp (MHL) on a coastal squid jigging vessel in the 10-ton class, simultaneously. For their attenuation characteristics of each wavelength in relation to the sea, LED lamp was to be effective in the 1.9-fold at 50 m depth and 2.1-fold at 80 m for underwater irradiance more than MHL according to the power consumption. In addition, the underwater irradiance distribution using the LED and MHL combination was rather increased even when reducing total power usage up to 20% depending on the simulation with changing the configuration and lighting angle of the lamp. These results can be utilized as an evaluation method of the operation and performance of the LED lamp according to adjusting its arrangement and lighting angle.

        This study describes the result on PV system for evaluating the performance of small fishing boats. Photovoltaic system with 200 watts power generation facilities on the 3-ton fishing boat was carried. Load test was performed on the condition that the work lamps lit during night operations. As a result the performance can be used for more than two hours at 60 watt work lamps. The load test was performed on the condition that fishing vessels are on the cruising condition at sea. The solar power systems have been investigated as a power generation efficiency of about 36.55%. Additional tests show that the power generation efficiency is difficult to expect a maximum of 50% or more.Fuel consumption of fishing boats by installing a solar power system is reduced. Also the PV system is useful for the verification of their availability for fishing vessels as well as the satisfaction of the fishermen. The results for the durability of the photovoltaic device is acceptable, including a solar panel, controller and the performance exhibited no breakage in the harsh marine environment or failure so far. The installed PV system was confirmed that the durability with at least 2 years.

        우리나라에서 최근 5년간 발생한 해양사고를 분석해 보면 약 80%가 어선과 관련이 있는 사고로 밝혀졌다. 이들 사고는 상선과 어선 간의 충돌을 비롯한 어선과 어선간의 충돌사고로 대부분 운항자의 인적과실에 의해 기인하고 있다. 이에 중소형 어선 운항자들에게 맞춤형 해양안전 정보를 제공하기 위하여 어선 운항자를 대상으로 사용 중인 항해장비, 사용빈도, 사용 시 애로사항 등을 파악하고 더불어 향후에 요구되는 서비스를 조사하였다.

        Marine casualties originated from fishing vessel occupied about 70% of the whole marine casualties in Korea from 2001 to 2010, this ratio was not much changed as it was before. Therefore a pragmatic counterplan to decrease of casualties in fishing vessel is indispensable for reduction of the nationwide marine casualties. But since the casualties occurred by fishing vessel may have a different causes and counterplan according to the operating type of it, in this paper, fishing vessels classified into 12 types by operating method and inspected the causes and counterplan for that. The operating type of fishing vessel occurred the specific casualties more were jig boat in collisions and fire explosion, trap fishing boat, mixed fishing boats and inshore gill netter in collisions, stow netter in machinery damages and capsizing, offshore gill netter in machinery damages, fish carrier in collisions. It must be emphasized that the higher ranked types of vessels, especially jig boat have to take special care to the approaching vessels under way, trap fishing boat to rear look out and mixed fishing boat must keep on safety speed and be taken an education for advance the skill of operating radar as well. For all 12 types of fishing vessel, it is necessary for an operator to make strict precaution on the other vessel under way systematically and keep the regulation for preventing collisions, and for an engineer on watch to make a check the electricity and the engines periodically for reduction the fire explosion and machinery damages.

        해양안전심판원에 따르면 선박의 등록 척수는 점차 줄어드는 추세이지만, 전체 해양사고 척수와 충돌사고 척수는 증가 추세를 보이고 있다. 2008년부터 2012년까지 최근 5년간 해양사고 발생 현황을 분석해 보면, 해양사고에서 충돌사고가 37 %로 가장 높게 나타났으며, 이러한 충돌사고에서 어선이 58 %로 가장 많이 발생되었는데, 그 중에서도 20톤 미만의 소형선박의 충돌사고가 26 %로 가장 많은 것으로 확인되었다. 또한, 충돌사고의 절반이 넘는 56 %의 선박이 충돌직전까지 상대선박을 발견하지 못한 것으로 분석되었는데, 이러한 사실은 충돌사고가 대부분 경계소홀로 인하여 발생한 것임을 알 수 있다. 따라서 이러한 충돌사고를 줄이기 위해 어선의 운항특성 및 운항과 관련된 제반 규정을 검토하여 어선의 승선 인원, 교육 및 훈련, 그리고 항해장비 측면에서 개선 및 보완할 수 있는 방안을 제시하였다.

        Fishing efficiency of the squid jigging vessel using the LED and metal halide fishing lamp combination was analyzed to reduce the cost for fishing operation utilizing the fishing light system for high degree of efficiency in the squid jigging fishery (one of the representative coastal and offshore fisheries in Korea). This study aims to improve the nature of existing LED lamps and to develop fan-shaped LED lights having 180W of power and ±45˚ angle of light intensity distribution. The marine experiment for making a comparison of their fishing efficiency was tested by a 9.77 tons fishing vessel from Oct. through Dec. 2012. As a result, experimental fishing vessel showed slightly higher fishing efficiency than the average of metal halide lamp-equipped vessel and 20% energy savings. This means that the combination of LED and metal halide lamps would provide an efficient way to lower energy consumption while maintaining fishing efficiency.

        The analysis of the written verdicts in recent five years was conducted to obtain preventive measures of collision between fishing vessel and non fishing vessel. As a result, a collision much happened in offshore trap for fishing vessel and below 5,000 tons of small and medium class for non fishing vessel. A person involved in a marine accident occupied 68% in sixth class deck officer and small boat operator for fishing vessel and 29% in third class deck officer for non fishing vessel. 90% of the collision happened in a underway by operating state and 84% in sight of one another by visibility state. The systemic radar training was required since 47% of the collisions was occurred on the condition of radar operation in fishing vessel. The main cause of poor lookout was a intensive fishing and poor lookout on movement by radar for fishing vessel and one man watch system and no recognition of one another by radar for non fishing vessel. This result is expected to contribute for the decrease of collision.

        This study is aimed to find a control factor for the marine casualty of fishing vessel by using the risk quantitative method of marine casualty, and sequentially timed event analysis for the reason finding. The result is that collision, sinking, and capsizing took high risk need to be strongly controlled. And the accident reason and control factors distinguished are as follows. The 82.2% of collided fishing vessels have negligence of look out as a immediate cause, while it was judged that underlying causes were the characteristics of vessels and fishing method, lack of suitable complement, fatigue, the prejudice or ignorance on steering and sailing rules. So the control factors are; firstly needs educational control measures and in terms of systemic control approach expand the range of the certificate of competency more smaller tonnage.

        One of representative Korean fisheries, jigging and angling has 5,700 vessels for squid and hairtail. Hairtail angling is the most typical fishery in Jeju and has an enormous impact on regional economy. However, the price hike in oil and labor costs triggered the necessity of developing a high efficient and energy saving fish luring lamp in recent times. For that reason, this study aimed to analyze the fishing performance of the aircooled LED lamp targeting hairtail angling fishery. The experiment was conducted from September through October in 2009-2011 for a 9.77 ton of fishing vessel setting up 100 lamps. The fishing performance was tested compared with 6 vessels using metal halide lamps in the same waters. As the LED lamp's performance goes up, different lamps were used in 2008 for 80W, 2009 for 120W and 2011 for 180W respectively. The catch and CPUE of the experimental vessel have gradually increased respectively taking the 4th and 6th place in 2009, the 4th and 2nd place in 2010, the 1st and 1st place in 2011 among the 7 vessels. In summary, the LED fishing lamp showed higher fishing performance than comparison groups. It saved 33% of oil consumption and cut down on operating expenses and greenhouse gases emission.

        This study is aimed to utilize a basic data for setting up an allowable air noise with IMO standard in accommodation and working areas of 24m longer fishing vessels. The air noise in accommodation and working areas of 300 tons class squid-jigger were evaluated and the levels were compared to the allowable levels of IMO. The results indicated that the maximum range of noise levels was estimated to be between 54.8dB (A) and 83.2dB, and the correlation between the distance from the main engine to measuring point and the maximum noise level of each point was shown to be y=-13.8log (r)+92.91 (r2=0.821). In addition, except the case of making an accommodation area near to the engine room in 24m longer jigging vessels, it was evaluated that the accommodation noise regulation of 1,600 tons international voyage vessels with 60dB (A) or an improved noise level with 65dB (A) could be properly applied.

        In order to test the applicability of bunker-A in a diesel engine for small-fishing boat, the investigation of the engine performance and the exhaust emission was performed under various conditions of fuel property, intake air pressure and fuel temperature. It was also performed based on IMO NOx Technical code. At high load, the energy consumption rate of bunker-A was lower than that of diesel oil, and the characteristics of exhaust emission of bunker-A were similar to those, and NOx emission rates of both fuels satisfied the IMO NOx emission regulation limits. The energy consumption rate and characteristics of exhaust emission were improved as the intake air pressure was increased, but these were not improved remarkably as the temperature of bunker-A was heated. However, at low load the energy consumption rate, CO emission rate and HC emission rate of bunker-A were higher than those of diesel oil, but NOx emission rates of the fuels were about the same. In addition, at low load the energy consumption rate and CO emission rate of bunker-A were increased as the intake air pressure and the temperature were higher than normal conditions. Accordingly, it is thought that the use of bunker-A in a kind of test engine is possible at high load. On the other hand, it is thought that more research is needed to improve the combustion efficiency under low temperature and low load condition.

        This study intends to present a direction for the better reforming of fishers'onboard living conditions and proposals for preparing for ratification of the Work in Fishing Convention by means of making a comparison between standards on recent national fishing vessel accommodation facilities and standards on the Work in Fishing Convention and Its Recommendation, 2007, ILO. For the most part of standards on national fishing vessel accommodation facilities are somewhat insufficient to satisfy the provisions in Annex III of the Convention. Considering by items on fishing vessel accommodation facilities, the standards on insect protector, noise and vibration, heating and air conditioning, lighting, persons per sleeping room, recreational facility are not provided in national law. Headroom, separation of accommodation, sleeping room floor area, mattress size, mess room, galley and food storage are partially sufficient for the Convention. In case of sanitary facilities, national standards are not sufficient for the Convention. The other side, facilities related safety of ship and crew such as emergency escape etc., are fully sufficient for the Convention. These insufficiencies caused by different types of fishing vessel depend on originality of fishing method and practices. In the comparison between equivalent tonnage about vessel's length on convention and calculated tonnage of national existing fishing vessel, the difference are 226tons about length 24m and 501tons about length 45m. For that reason, headroom, persons per sleeping room, cabin of sicker and injured, sanitary facilities may decide to use gross tonnage in place of length (L) and the alleviating measure basis of convention. But in case of standards on sanitary facilities which are unsufficient for the Convention, specially in coastal fishing vessel length basis should be adopted with alleviating basis for less than length 24m.

        The ship's heading information of hybrid GPS/EM compass were applied to the AIS of fishing vessel and examined the possibility of accuracy improvement. It is observed 453 each in AIS receiver of land among 3,982 each in AIS Rx/Tx transponder of the test ship at sea, and transmission interval according to the speed of ship is determined the 11.4% good transmitting data of the all information. In results, maximum compass error for the ship's heading of an EM compass was 19.1˚. The variance of ship's heading owing to the speed of ship is surveyed. The COG (Course Over Ground) was changed extremely in 180˚W-179˚E range under 4.9knots, and in 24˚W-23˚E range over 4.9knots. Finally, using the ship's heading of EM compass and the COG from GPS for the autopilot system of a small fishing boat and the ship's heading information of AIS results in danger on the own ship's navigation safety and leads to make confusion both the others and VTS (Vessel Traffic Service) center. Therefore, the hybrid GPS/EM compass is identified as the best system for a small fishing boat and is allowed to offer continuously a ship's heading information with high accuracy and stability.

        This paper describes on the real-time monitoring of net setting and hauling process for fishing operations of Danish seine vessels in the southern waters of Korea as an application of a PC based ECDIS system. Tracking of fishing process was performed for the large scale Danish seine vessel of G/T 90 and 350 PS class using the fishing gear which the length of net, ground rope, head rope and sweep line including warp in both sides were 86m, 104m, 118m and 3,200m, respectively. Tracking information for net setting and hauling process was continuously recorded for 23 fishing operations performed on November and December, 2003. All measurement data, such as trawl position, heading, towing course and past track which was individually time stamped during data acquisition, was processed in real time on the ECDIS and displayed simultaneously on the ENC chart. The results indicated that after the separation of a marker buoy from Danish seiner, the averaged running speed of vessel and the averaged setting period while shooting the seine on the course of diamond shape to surround the fish school in the 23 fishing operations were 8.3 knots and 13.1 minutes, respectively. And with the maker buoy taken on board, the averaged running speed of vessel and the averaged towing period while closing the seine on the straight route was 1.0 knots and 47.0 minutes, respectively. After the closing stage of hand rope, the hand rope was towed by the averaged speed of 2.2 knots during the 13.0 minutes. The average area for route of diamond shape swept by sweep lines of the seine in 23 fishing grounds was 709,951.6m2. Further investigation is also planed to provide more quantitative tracking information and to achieve more effective surveillance and control of Danish seine vessels in EEZ fishing grounds.

        The transmittance properties of fishing lamp of the squid jigging vessel was investigated during nighttime operations in the Northwest Pacific on 21 and 29 September 2005. The metal halide lamps of white color(2.0kW×168) in the air and metal halide lamp of white color(10.0kW×1) in the underwater were used as a fishing lamp for gathering squids. The relative irradiance of metal halide lamp in the air showed peak in 850nm of wave length. The relationship between underwater illuminance(Y) and water depth(X) of metal halide lamp light in the observation areas is represented, Y=84.137e-0.1105X, R2=0.9974. The distribution of underwater illuminance of measure points St. 1-5 showed low value of 0.11x in 80m depth.
