        우리나라에서는 「모빌리티 혁신 및 활성화 지원에 관한 법률」을 제정하여 전국적으로 첨단모빌리티 사업을 활성화할 수 있는 틀 을 마련하였다. 그러나 모빌리티혁신법 내 첨단모빌리티 수단이 이용하는 친화적 도로설계에 대한 가이드라인이 부재한 상황이다. 본 연구에서는 모빌리티혁신법 내 제9조 ‘첨단모빌리티 친화적 도로환경 조성’의 원활한 사업 시행을 위해 디지털 인프라를 중심으로 가 이드라인을 제안한다. 친화적 도로를 이용하는 첨단모빌리티 도로 대상을 선정한 후 이를 토대로 요구되는 디지털 인프라를 고려하였 다. 디지털 인프라는 도로에 대한 정보를 디지털화 하는 것을 목적으로 설정하여 ① 디지털 도로, ②디지털 관리, ③디지털 트윈 3가 지로 구분지어 가이드라인을 제시하였다. 이는 지방자치단체에서 첨단모빌리티 사업 시행 시 필수적으로 고려해야 할 인프라를 검토 할 수 있을 것이다

        In Korea, as part of the Green New Deal project toward a carbon-neutral society, it is necessary to build a climate-resilient urban environment to green the city, space, and living infrastructure. To this end, SWMM-ING was improved and the model was modified to analyze the carbon reduction effect. In addition, I plan to select target watersheds where urbanization is rapidly progressing and evaluate runoff, non-point pollution, and carbon reduction effects to conduct cost estimation and optimal design review for domestic rainwater circulation green infrastructure. In this study, green infrastructure facilities were selected using SWMM-ING. Various scenarios were presented considering the surface area and annual cost of each green infrastructure facility, and The results show that the scenario derived through the APL2 method was selected as the optimal scenario. In this optimal scenario, a total facility area of 190,517.5 m2 was applied to 7 out of 30 subwatersheds to achieve the target reduction. The target reduction amount was calculated a 23.50 % reduction in runoff and a 26.99 % reduction in pollutant load. Additionally, the annual carbon absorption was analyzed and found to be 385,521 kg/year. I aim to achieve additional carbon reduction effects by achieving the goal of reducing runoff and non-point pollution sources and analyzing annual carbon absorption. Moreover, considering the scale-up of these interventions across the basin, it is believed that an objective assessment of economic viability can be conducted.

        우리 사회는 1960년대 산업화 이후 경제, 정치 등 다양한 영역에서 급속한 근대화와 압축 성장을 이루었다. 하지만 이러한 성장 속에서 계층 간 소득 격차와 양극화가 심화되는 등 여러 문제가 발생했고, 이는 국토 전체적으로는 물론 도시 내에서도 지역 간 불균형 발전을 야기했다. 본 연구는 소득 수준이 지역 간 불균형 발전에 미치는 영향을 확인하기 위해 가구별 연평균 소득과 인프라 접근성 간 관계를 실증적으로 분석한다. 연구에서는 서울시 소득 수준 데이터와 인프라 데이터를 사용하여 소득 수준과 인프라 접근성 간 관계를 다중회귀분석을 사용해 분석하였다. 연구의 공간적 범위는 서울시이며, 시간적 범위는 2017년으로 설정했다. 인프라 시설은 교육, 교통, 문화・여가, 보건, 체육 관련 시설로 구분했으며, 소득 수준과 함께 인구 밀도, 인구 수, 중심업무지구 여부 등이 접근성에 미치는 영향을 분석했다. 분석 결과 소득 수준에 따라 인프라 접근성에 차이가 나타난 것을 확인했고, 교통 인프라를 제외한 모든 분야에서 비교적 높은 상관관계가 도출되었다. 또한, 소득 수준 변화에 민감하게 반응하는 분야와 소득 수준에 따라 나타나는 인프라 접근성의 차이를 확인할 수 있었다.

        In Korea, extensive industry-academia-research research has already established many facilities and technologies for materials and chemical experiments on non-radioactive substances. However, few facilities have been built to analyze the physical and chemical properties of substances irradiated through neutron irradiation. Korea is planning to decommission Kori-1 and Wolsong-1 in 2027. Extensive analysis of low-level and intermediate-level materials is required to begin decommissioning these nuclear power plants. The material’s composition and level can be identified by analyzing the structure’s characteristics, and a cutting and decontamination plan can be established based on this. In addition, by conducting a nuclide analysis on the waste generated after cutting, suitability for disposal can be secured, and stable treatment can be performed. Accordingly, the Korea Decommissioning Research Institute (KRID) plans to secure infrastructure (hot cells) to analyze the characteristics of intermediate-level decommissioning waste. The goal is to secure high-dose/high-radiation decommissioning waste processing technology through Korea’s first intermediate-level hot cell, support domestic nuclear power plant decommissioning projects, and secure and verify procedures related to nuclide analysis of intermediate-level using hot cells. In addition, by possessing these material properties and nuclide analysis technology, KRID can have a foundation to conduct continuous research on low- and intermediate-level radioactive materials and decommissioning. The purpose of KRID’s establishment is to use this foundation in the future to improve the technological level of the nuclear industry as a whole through linkage between industry, academia, and research institutes.

        In Korea, many characteristic component facilities and technologies in general experimental areas for non-radiative materials are owned by industry-academia research. Still, no characteristic analysis test technology has been developed for large, intermediate-level decommissioning waste emitted by neutron irradiation. Since Korea plans to decommission nuclear power plants in 2027, securing analysis technology for intermediate-level decommissioning waste is essential. Accordingly, the Korea Research Institute of Decommissioning (KRID) plans to secure an infrastructure (hot cell) to analyze the characteristics of intermediate-level dismantled waste. Afterward, we intend to stably dispose of the waste generated while decommissioning the current Gori Unit 1/Wolseong Unit 1 using the intermediatelevel dedicated hot cell. It aims to secure high-dose/high-radiation decommissioning waste handling technology through intermediate-level hot cells for the first time in Korea, supports domestic nucleardecommissioning projects, and secure and validate procedures related to material characteristics and nuclide analysis of intermediate-level waste. Furthermore, research on intermediate-level radioactive materials is expected to be carried out in cooperation with schools and research institutes.

        본 연구는 저출산 현상이 가속화 되고 있는 상황에서 임신・출산・육아 의료 서비스의 현황과 지역적 불균형을 탐색하되 행정구역 내 변이를 고려하여 분석하는 것을 목적으로 한다. 이를 위해 공간분석 단위를 세분화하여 행정구역 내에서도 의료기관의 접근성에 격차가 있는지를 확인하였다. 가임연령 여성 및 0~5세 인구를 수요로 간주하고, 임신・출산・육아를 진료 과목으로 하는 전문의 및 응급병상의 규모와 분포를 수요와의 공간적 배치를 고려한 공간적 접근성을 산출하였다. 분석 결과 수요에 비해 임신・출산 인프라의 지역간 공급이 불균등하게 분포하고 있음을 확인할 수 있었고 접근성이 취약한 지역은 특정 지역으로 수렴되는 것을 확인할 수 있었다.

        PURPOSES : An automated driving guidance framework was developed for automated vehicles based on cooperation between infrastructure and automated vehicles. The proposed automated driving guidance framework is assumed to function only when an automated vehicle encounters situations in which it cannot safely pass through without cooperation with the infrastructure. METHODS : A four-step concept of automated driving guidance levels was employed, and the decision criteria, such as moving object, event, and externality, were defined as the criteria for determining the automated driving guidance level. The judgment criteria of each stage and procedure for determining the autonomous driving guidance level were determined based on successive judgments, and the proposed automated driving guidance framework was designed based on an expert survey. The survey was aimed at experts with experience related to automated driving system research or technology development. RESULTS : The resulting framework shows the steps and criteria for determining whether automated driving guidance is required under a specific situation and what the guidance should be. CONCLUSIONS : The proposed automated driving guidance framework is designed to function only when an automated vehicle encounters situations in which it cannot safely pass through without cooperation with the infrastructure.

        Mangyeong River and Dongjin River are highly dependent on external regions for domestic and agricultural water, and the agricultural water supply and use system of those rivers are very complicated. For smooth water supply, rivers are used as a supply system. Of the total river water use permits (as of 2019), agricultural water accounts for 97.5%, 80.4% in Mangyeong River and Dongjin River, respectively. The excessive intake of river water as agricultural purpose is causing the stream to dry out and to deteriorate the ecological health of the river. It is necessary to minimize the water use system that takes in and utilizes river water. In both rivers, the flow rate of agricultural drainage and the load of major water quality items that flowing into the main stream are similar to or higher than those of the major tributaries, indicating that management is necessary to improve the water quality of the river. It is necessary to understand the effect of agricultural drainage on river water quality by establishing a continuous monitoring system for the form of agricultural drainage.

        From 1970 to 1990, North Korea’s trade mainly carried out maritime trade through ports for countries around the world. This trend is due to UN sanctions against North Korea, and after the third nuclear test in 2016, North Korea gradually became isolated from the outside world as it expanded to include maritime sanctions in the form of comprehensive sanctions targeting an unspecified majority of North Korea. The logistics structure of North Korea is due to the logistics infrastructure left during the Japanese colonial period in the 1950s and the political structure of the country, with railroads being the main source of logistics and passenger transportation, and roads being secondary. North Korea faced rapid deterioration and lack of facilities after 1990 due to the lack of investment in facilities and improvement of the operating system despite the advanced logistics infrastructure and operating system compared to the South. In particular, the power shortage in North Korea hindered the operation of the railroad and accelerated the aging of the railroad facilities, which has continued to this day. In the 2010s, 96% of cargo transportation in North Korea’s logistics infrastructure depended on railroads and roads, and ports that were developed until the 1980s have deteriorated with little investment since the economic crisis of the 1990s. Although some ports have been developed since 2010, North Korea’s east and west coasts are separated and there is no function of shipping to connect ports, so it did not have a significant impact on enhancing the nation’s port capacity. As North Korea’s trade dependence on China has increased, North Korea has largely relied on land transport, except for some cargoes that are advantageous for marine transport, such as coal. This structure again leads to a decrease in investment in ports, and the current vicious cycle of causing problems with North Korean port facilities is repeated. In this study, North Korea’s land and marine trade logistics system such as railway, road, and shipping and the trend of foreign trade due to sanctions against North Korea were analyzed. Through this analysis, it is planned to be used as a basis for developing the routes and scenarios through which major nuclear items can be transferred in the event of denuclearization of North Korea in the future.

        This paper investigates the current status of Jeju special self-governing province (JSSGP)’s water infrastructure and recommends directions for improvement. JSSGP relies on groundwater for most of its water resources. Recently, water usage has been steadily increasing due to the increase of residents and tourists while the quality of groundwater has been steadily worsening. Deterioration in water quality of groundwater can be seen through the increase in concentration of nitrate nitrogen and microorganisms. To overcome such problems, water consumption must be reduced by water demand management in all fields including residential and agricultural water use. The quality of water resources should be preserved through the management of pollutants. For efficient management of water resources, great efforts should be made to reduce the leakage rates in household and agricultural water, which is currently at the highest level in the country. Furthermore, diversification of water intake sources other than groundwater is needed, especially for agricultural water supply. For water and sewerage facilities, compliance with drinking water quality standards and discharge water quality standards must be achieved through the optimization of operation management. This process requires recruiting professionals, improving existing workers' expertise, and improving facilities.

        본 연구의 목적은 북한이 2016년 5월 3일 유엔여성차별철폐위원회에 제출한 유엔여성 차별철폐협약 2·3·4차 국가이행보고서를 놓고, 동 보고서의 보건 인프라 조항을 분석·평가 하는 것이다. 이에 따라 본 연구의 주요 분석대상은 북한이 공식적으로 유엔에 제출한 ① 북한의 여성차별철폐협약 2·3·4차 국가이행보고서, ② 유엔여성차별철폐위원회가 추가로 요청한 쟁점, ③ 이에 대한 북한의 추가 답변서, ④ 유엔여성차별철폐위원회의 최종 견해를 표명한 보고서에 나타난 보건 인프라 부문 조항들이다. 또한 본 연구의 연구방법은 문헌조사기법에서 주로 활용하는 질적 연구방법을 분석기제로 사용하고자 한다. 분석결과, 첫째, 북한의 국가 이행보고서상의 보건 인프라의 경우 보고 내용은 일부 정량적인 보고가 있지만 다수가 정성적인 내용 중심의 보고이다. 이는 기존의 보고 행태와 거의 동일한 패턴이다. 둘째, 유엔여성차별철폐위원회의 추가 쟁점은 협약 이행 점검의 필수 사안인 여성 보건 현실에 대한 자료를 요청하였다. 무엇보다 이러한 유엔여성차별철폐위원회의 추가 요청은 본 보고서의 미진한 보고 행태에 기인한다. 셋째, 북한의 추가 쟁점에 대한 답변서의 경우 내용적으로 접근하면 일부 누락된 보고와 추상적 수준의 초점을 벗어난 답변 이 주류를 이루고 있다. 이러한 보고 행태는 북한의 심각한 오류이고 결과적으로 이는 사실 상의 북한 스스로 마지막 소명 기회를 놓친 셈이다. 넷째, 유엔여성차별철폐위원회의 최종 견해의 경우 보건 인프라에 대한 지적과 경고보다는 보건 현실에 대한 문제제기이다. 즉, 유엔여성차별철폐위원회는 심의와 평가에 전제되는 문제를 제기하였는데, 이는 북한이 당면한 해결과제이자 여성 보건의 선결과제이다.

        The ILI, developed by the IWA (International Water Association), has been used in many countries as an indicator of water leakage. In Korea, the revenue water has been used as a performance indicator for waterworks although there is an opinion to replace it with the ILI. Hence, it has been necessary to investigate whether the ILI can replace the revenue water in Korea. The four main operating indicators (i.e., water service population, profit-loss ratio, fiscal self-reliance, and aged pipe rate) of 162 Korean waterworks were compared with the ILI with the linear regression method. Local water authorities with more than 1 million water service population, with more than 60% profit-loss ratio, more than 40% and less than 60% fiscal self-reliance, and more than 20% aged pipe rate showed meaningful correlation between the four parameters and the ILI. In the remaining cases, their correlations were little or weak. This means that using the ILI may not be an efficient method to represent the performance of the water supply system in Korea because of the lack of UARL (Unavoidable Annual Real Losses) data accuracy. To use the ILI in Korea, it will be required to carry out an additional research to accumulate reliable CARL (Current Annual Real Losses) and UARL data in the future.
