        The Ministry of the Interior and safety provides detailed guidelines for the establishment of a national infrastructure protection plan for each management agency in order to maintain a minimum functional continuity of the national infrastructure. However, in the case of the Guidelines for National Infrastructure Protection Plan, the proposed standards are based on common issues for the protection of the national infrastructure system and fail to provide the correct guidelines reflecting the characteristics of each sector. In addition, since the risk assessment procedures such as risk and impact analysis are conceptually presented, evaluation based on the characteristics of the facilities is insufficient, and in some agencies, it is performed perfunctorily. Therefore, the present study analyzes the present state of the National Infrastructure Protection Plans and draws common problems, and suggests ways to improve the vulnerable parts in the Guidelines for National Infrastructure Protection Plan through the case studies of advanced foreign countries.

        A national infrastructure is a physical and human system that can have a significant impact on life, property, and the national economy if its function is paralyzed. It is also used for energy, telecommunications, transportation, finance, healthcare, nuclear energy, environment, important government facilities, etc. In this paper, we present a disaster risk assessment method and alternative method considering the regional characteristics of the national infrastructure through the evaluation of disaster risk.

        Many countries are faced with the threats coming from aging of infrastructures and tries to find preparations. In that sense, comprehensive reports have published through performance evaluation on main infrastructures in the USA, Australia, and Japan etc. The government of South Korea shifted the policy from safety-oriented system toward performance-based system. The concept is included in the revised act, “Special Act on the Safety Control and Maintenance of Public Structures”. According to the Special Act, an annual comprehensive report will be issued in Korea. In this paper ‘Infrastructure Evaluation Report’ is analyzed as a reference.

        This research is a basic study to develop mid - and long - term data base platform for maintenance of aging infrastructure (bridges, tunnels, retaining walls, road facilities, etc. In this study, the degradation and damage data and experiment data obtained from various monitoring technologies are secured in the medium to long term, and the degradation environment and damage model are developed based on the data acquired later. Predicted and standardized services to the management or the people of the nation. In this study, the database will be constructed at the planning, design and implementation stage, and mid - and long - term data will be used for precision safety diagnosis report and monitoring measurement report.

Second, it estimate on the risk and technology level of Infrastructure Based on questionnaire and interview refugees of North Korea.

        This paper proposes a process to predict the maintenance cost for the aging urban infrastructure and to manage the facilities reasonably by establishing the budget execution plan based on prediction. It is anticipated that preemptive maintenance will be possible through this, and it will be expected that the average performance grade of the facility will be improved and the management cost will be reduced through longevity improvement.

        Recently, accidents caused by the aging of structures are occurring frequently in the world. As a result, maintenance and accident prevention of structures are required. In this study, for the purpose of addressing these issues to solve these problems, we developed a non - destructive inspection technique using thermal imaging and planned damage detection process. we set up a scenario to detect the invisible excursions, cracks, and internal damage by sensing and analyzing the thermal energy radiated by the stainless steel test piece (STS304) with infrared thermal imaging equipment.

        In recent years, the proportion of arable land in the nation has grown from 36.2 percent in 1990 to 43.7 percent in 2013. The study first performed the vulnerability assessment of agricultural production, transportation, processing facilities, agricultural machinery leasing facilities, and water supply facilities. It was developed for the evaluation of the vulnerability of each gun of garlic and onions based on the distance from the three groups of arable bodies to the facility and the processing capacity of facilities. In view of these regional imbalances, the store, distribution and processing facilities in the main stream were found in Haenam, South Jeolla-do, and the relatively low regions of the gun were located in Goheung-gun and Hampyeong-gun. Among other regions, agricultural machinery rental facilities were high in Changnyeong-gun, Haenam, and two regions, while the water supply facilities were high in the southern area of Haenam and South Jeolla-do. The Gyeongsang-do showed relatively high levels of comparison vulnerability index compared to Jeolla-do regions. In particular, through the management plan to improve the facilities needed to improve agricultural production infrastructure, it is necessary to increase the competitiveness of agricultural productuivity through the planning of the need for additional support through the rural readjustment project.

        With recent increasing interest from both safe society expectation and technological advancement in fields of sensors, microelectonics, and wireless communication, nondestructive monitoring technologies based on wireless solutions have been researched in many structures for construction performance evaluation and infrastructure durability inspection. To support robust wireless monitoring system, there are still technical barriers to overcome, such as low power consumption, battery-less operation, robust wiress communication and small system size. In this paper, recent research trends and challenges in infrastructure durability monitoring technology with wireless communication will be reviewed.

        Many of the structures constructed since the 1970s have begun to deteriorate. As a result, safety inspection / diagnosis and maintenance are expected to increase further, and long-term and systematic measures are urgently needed to prepare for the aging of major infrastructures. Currently, the safety inspection and maintenance of the structure is carried out by the method based on the utilization of the measurement data and the manager's experience, but the reliability and the accuracy are still insufficient. In other words, there is a limit to understanding the state change of bridges, such as abnormal behavior and gradual damages, therefore, it is necessary to have an accurate and reliable monitoring process using new techniques and systems. For this reason, I would like to examine the possibility of using cloud and big data in the field of infrastructure safety management.

        국가 전략적 차원에서 전체 사회기반시설물에 대해 미래에 필요한 유지보수 예산 파악하는 것은 매우 중요한 부분이다. 그러나 현 재 국내에서는 전체 대규모 시설물에 적용할 수 있는 유지보수비용 예측 기법이 거의 전무한 실정이다. 본 연구에서는 현재 국내에서 가용한 자 료와 적용 가능한 예측모델을 토대로 우리나라 전체 향후 SOC 시설물에 대한 향후 유지보수 투자 규모를 예측하였다. 실제 지출비용과 비교하 여 가장 적합한 예측모델을 선정하고 관리주체에서 과거에 지출한 유지보수비용 자료를 이용하여 일부 모델은 개발하여 교량, 터널, 포장, 항 만, 댐, 공항, 상수도, 하천, 항만 등의 사회기반시설물에 대한 최적의 미래 유지보수 비용을 산출하였다. 앞으로 10년간 총 비용예측결과, 8종의 사회기반시설물에 대하여 약 23조원이 필요한 것으로 나타났으며, 가장 비용이 크게 발생하는 시설물은 도로포장, 도로교량으로 나타났다.

        Green Infrastructure (GI) approach provides significant benefits to cities and communities. GI applications would provide multi-benefits such as the reduction in building energy demand, stormwater management, urban heat island reduction, habitat creation, etc. GI is nowadays considered as a multi-benefit best management practice (BMP) at diverse levels of government. The purpose of this study is to find out the positive effects of GI application, and Geographic Information System (GIS) is used for the accurate and efficient analysis. Two polygon data, ‘GreenRoof’ and ‘ParkingPlace’ are produced with a satellite imagery extracted from Google Earth Pro. These data are used to calculate total available spaces for green roof and permeable pavement in the campus of Chungbuk National University. After GI application in the campus, 13.2% of landcover is converted to green spaces and this change results in expanding the green network of Cheongju city. The result of this study shows that green roof application can absorb 4576.95 kg/yr of Carbon Dioxide and possibly reduce maximum 1,497,600L urban runoff. This study proves how GI is valuable for the city environment with quantitative analyses.

In this study, we investigated the case of asset management research and analyzed the trend of the aging of the domestic infrastructure. And then we present the direction of future research.

        The main task of landscape architecture is to create a higher quality of the environment by utilizing resources or to provide effective stewardship for the preserved environment. These outcomes enhance the correlation between humans and the environment. Landscape architect deals with direct use of market economic goods in private property resources such as capital, land, plant, structure. But it also has indirect use of non-market economic goods in public resources like scenic view from the forest, sea, urbanscape, and refreshing atmosphere. At this point, landscaping products should have a role of public goods, and even these attribute to individuals or certain group. From the results of neo-liberalism regime in modern era such as guarantee of private property, deregulation for free market, and reduction of social welfare, minority has getting less opportunity to enjoy the quality life in ecotop and social welfare. With all future, landscape architecture should have the role of social infrastructure through planning concept that ensures public interests first. The virtuous functions of Green Infrastructure is a proper tool in realizing environmental justice in that it efficiently protects environment, and distributes fair benefits to all people.
