        PURPOSES : The purpose of this study was to evaluate the common performance of asphalt pavements, determine the timing of preventive maintenance, and determine the optimal timing of application of the preventive maintenance methods by analyzing PMS data. METHODS : Using PMS data on asphalt pavement performance on highways, we derived the major damage factors and evaluated them according to the public period and traffic level. Among the factors evaluated, we determined those that could be improved by preventive maintenance, calculated the amount of change annually, and derived the timing of the application of the preventive maintenance method through correlation analysis. RESULTS : Among highway PMS data factors, crack variation was found to affect preventive maintenance, which increased rapidly after five years of performance. Traffic analysis showed that changes increased rapidly in the fifth, sixth, and seventh years when AADT exceeded 20,000, exceeded 10,000, and was under 10,000, respectively. Analysis of the amount of crack variation according to the pavement type showed that crack variation increased rapidly in the overlay section compared to the general AP section. CONCLUSIONS : Crack variation is the performance factor that was expected to be effective in preventive maintenance, and the PMS data showed that the initial application time of the preventive maintenance method varied by one year, depending on the traffic volume.

        공동주택 방화문의 화재성능 결함으로 인하여 하자소송이 확대되고, 화재발생 시 치명적일수 있다. 그러나 현행 법령은 이에대한 대책이 소홀한 편이다. 본 연구에서는 방화문의 결함과 특성 등을 잘 반영하고 있는 『강제창호 제작・품 질검수 매뉴얼』과 LH 설계・시방서 개정작업에서 드러난 문제점들에 대한 개 선방안을 제시하고자 한다. 방화문의 적정단가를 산정하고 내용연수를 합리적 으로 조정하며 3단계 점검시스템 등 관련규정을 신설 운영한다면, 방화문 품질 성능 향상과 화재시 입주민 보호에 크게 기여할 것으로 판단된다.

        연구대상판결은 크게 두 부분으로 구성되어 있다. 첫째, 민법 제663조 제2항과 제3항에 의해 도급인의 ‘하자보수청구권’과 ‘하자 보수에 갈음하는 손해배상채권’은 특별한 사정이 없는 한 수급인의 도급인에 대한 ‘공사대금채권’과 동시이행의 관계에 있고, 이로 인해 도급인이 하자보수나 이에 갈음하는 손해배상청구권을 보유하고 이를 행사하는 한 도급인의 공사비 지급채무는 이행지체에 빠지지 않는다. 둘째, 수급인의 공사비채권의 변제기는 건물의 준공, 인도일이고, 도급인의 하자 보수에 갈음하는 손해배상채권의 변제기는 도급인이 그 권리를 행사한 때인데, 도급인이 하자보수에 갈음하는 손해배상채권을 자동채권으로 하고, 수급인의 공사비잔대금채권을 수동채권으로 하여 상계의 의사표시를 한 경우, 상계적상일 다음날이 아니라 “상계의 의사표시를 한 다음날”부터 이행지체에 빠진다. 연구대상판결은 동시이행의 범위에서 전부거절설에 기초하고 있다. 그러나 전부 거절설을 취한 이유에 대해서는 밝히지 않고 있다. 그러나 연구대상판결에서 동시이행의 항변권에 기해 전부거절설을 취한 것은 i) 하자보수에 갈음한 손해배상채권과 보수채권 사이의 동시이행의 항변권은 비쌍무계약상 동시이행의 항변권에 해당하므로, ii) 제667조 제3항에서 제536조 를 준용한 취지를 살펴 그 동시이행의 항변권에 기한 이행거절의 범위를 결정할 필요가 있는데, iii) 그 준용의 취지가 하자보수에 갈음하는 손해배상채권에 기한 상계권을 대금감액적으로 행사할 수 있도록 특별히 동시이행관계를 설정한 것 이라고 보는 것이 가장 적절한 설명이 될 수 있을 것으로 보인다. 또한 상계적상일 다음날이 아니라 상계의 의사표시 다음날부터 잔여보수채무의 이행지체책임을 지도록 한 것은 i) 하자보수에 갈음한 손해배상청구에서 하자 보수비용의 확정이 현실적으로 용이하지 않다는 현실적인 문제를 고려하여 그 하자보수비용 확정 전에 보수채무의 변제기가 도래하는 상황에서 도급인이 하자보수에 갈음하는 손해배상채권에 기한 상계권을 대금감액을 위해 행사할 수 있도록 제667조 제3항에서 제536조를 준용하여 하자보수에 갈음하는 손해 배상채권에 기한 동시이행의 항변권의 행사로 보수채무 전부를 거절할 수 있다는 현실적 관점과 ii) 상계의 소급효가 전부거절설에 의한 이행지체책임의 면제이익을 뒤집을 수 없다는 이론적 관점에서 정당화될 수 있다고 본다.

        PURPOSES : The purpose of this study is to evaluate the performance of an ultra-thin asphalt pavement as a preventive maintenance approach through laboratory tests. METHODS : An ultra-thin asphalt pavement of 2 cm wearing course thickness comprising modified asphalt and aggregate is a preventive maintenance method used for asphalt pavements. A mix design was carried out to determine the optimum aggregate gradation and asphalt contents. A dynamic immersion test was performed to evaluate the water-resistance of the ultra-thin asphalt pavement. A wet track abrasion test and a cohesion test were conducted to examine the applicability of the ultra-thin asphalt pavement in surface treatment. The performance of the ultra-thin asphalt pavement was evaluated through wheel loading tests, such as Hamburg wheel-tracking and third-scale model mobileloading simulator (MMLS-3). RESULTS : An optimum binder content of 4.9% was obtained in the ultra-thin asphalt mixture from the Marshall mix design. The waterresistance tests indicated a 70% dynamic immersion coverage rate of the ultra-thin asphalt pavement. The wet track abrasion test showed an abrasion rate of 0.0107 g/cm2, and the cohesion tests indicated a 19.0 kg·cm average cohesion at 30 min of operating time and 21.4 kg·cm average cohesion at 60 min of operating time. From the Hamburg wheel-tracking test, a 16.56 mm rut depth at 20,000 wheel passing was obtained. Finally, a 5.87 mm rut depth at 300,000 number of wheel passing was detected from the MMLS-3 test. CONCLUSIONS : The water-resistance of the ultra-thin asphalt pavement satisfied the recommended guidelines of the Korean Ministry of Land, Infrastructure and Transport. In addition, the applicability of the ultra-thin asphalt pavement as a surface treatment met the standard of the International Slurry Surfacing Association. Furthermore, the deformation performance of the ultra-thin asphalt pavement was 1.5 times better than that of the straight asphalt pavement, based on the results of the wheel-loading tests. Hence, it is estimated that an ultra-thin asphalt pavement has a high performance in the preventive maintenance of asphalt pavement, even though the cracking resistance was not evaluated in this study.

        PURPOSES: Case studies of an asphalt-overlay project with a performance-based contract method were conducted on a national highway in Korea to evaluate the effect of the method on asphalt pavement maintenance. This study evaluated the procedure of the performance-based contract method. METHODS: In this study, an asphalt-pavement maintenance project for a national highway was assessed with a performance-based contract to investigate the advantage of the new contract procedures. This is the first trial applying the performance-based contract to a pavementrehabilitation project in Korea. In the four case studies, the warranty period of the performance-based contract was designed for seven years. The research team monitored the construction site to compare the normal contract method with the performance-based contract method. The case studies’project sites were investigated after the end of the construction. RESULTS : Based on the limited case studies, the performance-based contract method could extend the service life of the asphalt pavement and reduce the pavement-maintenance budget because the quality control was well managed by the contractors. However, a few construction laws would be necessary to apply the performance-based contract method in the future. CONCLUSIONS : Using the performance-based contract, the construction company made great efforts to guarantee the warranty period and to apply the optimal maintenance method, based on the pavement distress condition. The contractor and the agency would need to understand the new performance-based contract system for it to be activated. Therefore, a proper education program for the performancebased contract system would be needed to educate the stakeholders regarding the procedures and their effects on the pavement management and maintenance.

        PURPOSES:In this study, field performance evaluation of crack treatment of pavement and the feasibility of surface treatment of pavement are presented. The performance and cost of preventive maintenance methods have been previously verified, and the methods are being used in many developed countries and cities. However, the performance and cost of the system have not been verified in domestic, field applications. Therefore, in order to improve performance, the field performance is evaluated, and a reasonable cost is proposed.METHODS:Visual Inspection was conducted to evaluate the field application and performance of the preventive maintenance method. In addition, the PCI index was calculated from the results of visual inspection of the application area of the surface treatment method, and the performance life of each method was predicted. For the economic evaluation, life cycle cost analysis was performed using the life cycle cost analysis program.RESULTS:In order to evaluate and quantify the field performance of crack repair material, the residue condition of the pavement surface after crack treatment, rather than the performance of the material, is evaluated. In addition, the crack resistance and performance life of surface treatment methods are evaluated. The cost of currently available treatment methods are compared to the common pavement cut and overlay method, and it is determined that the preventive method is not economical based on life cycle cost analysis.CONCLUSIONS:Because of the characteristics of cracking, it is necessary to conduct the evaluation of currently applied methods and the analysis of the cause of damage, by visual inspection. Moreover, in order to evaluate the performance and economic suitability of the currently applied surface treatment methods, it is necessary to acquire information on application sections by monitoring their long-term conditions and performance.

        본 논문에서는 핫셀에서의 원격 운전 및 유지보수 작업을 위해 개발한 천정이동 서보 조작기시스템에 대해 소개한다. 조작기 시스템은 텔레스코픽형 이송장치, 슬레이브, 마스터, 그리고 제어시스템으로 구성되어 있다. 개발한 시스템에 대해 위치 추종, 하중 취급, 신뢰성, 및 조작성에 대한 테스트를 수행하였으며 이에 대한 테스트 결과를 제시한다. 이러한 테스트 결과를 바탕으로 개선된 시스템 이 설계되었으며 이 개선된 시스템 이 차세대 공정의 실증에 적용될 예정이다.

        교량의 내진성능확보를 위한 유지보수계획을 수립하는데 있어서, 전체 생애주기비용의 최소화를 통하여 최적의 검사 및 수리회수의 결정방법을 제시한다. 생애주기 비용에는 초기비용, 파괴비용 뿐만 아니라, 검사 및 보수비용이 포함된다. 시간에 따른 내진성능저하모델을 손상함수를 이용하여 표현하였으며, 손상감지정도에 따른 Event Tree Analysis를 통하여 유지보수에 따른 파괴확률을 랜덤진동이론을 이용하여 산출한다. 예제로서 10경간 연속교의 최적유지보수방법을 살펴본 결과, 가속도계수가 증가하고, 연약지반일수록 최적유지보수회수는 증가하는 것으로 나타났다.

        In this study, in order to verify the effects of damaged quantities to maintenance prioritization with performance evaluation system, crack conditions which were subdivided as per performance evaluation grade, critical maintenance part and priority part are considered as evaluation factors of prioritization. This result prove that maintenance prioritization has been changed by damaged quantities.
