        Seaports are under high-speed developing and booming with the extend of the facilities and equipment to support the port activities and industry’s needs. It may bring environment destruction due to the change of the environmental conditions, likes forests, soils, water, and air. Therefore, this paper aimed to analyze the negative environmental impact due to seaport activities in Malaysia. The priority dominant factors are determined through analytic hierarchy process (AHP). Malaysia Port is selected as case study and 20 respondents are selected from virous department based on their expertise. Pari-wise comparison survey is used to collect data. The results shown that the negative environmental impact’s main elements are water (0.451), noise (0.262), organism (0.181), and air (0.106). Meanwhile, the toxicity is the prominent negative environmental impact’s sub-element of port activities, which scored 0.241, followed by interfering communication (0.142), and smell (0.134). The CR values are less than 0.1 and are considered acceptable. Hence, the outcome of the paper stimulated public awareness toward environmental protection. The development and expansion of seaports must consider environment conservation and preservation, and it cannot bring irreparable sequelae to the earth.

        This paper presents a study of the port logistics activities at the port of Santos (Brazil). The study follows a qualitative approach and it is based on in-depth interviews with some key actors from Santos port logistics chain. Based on these interviews, the main dysfunctions and improvement opportunities associated to the container port logistics processes at Santos were identified. The results show that the main dysfunctions are related to the existing information flows. Due to this, a new information flow related to the studied port is proposed and some probable results of the implementation are identified. The findings contribute both to the studied port and to the academic community, as the number of studies addressing port logistics activities is still limited.

        본 논문은 부산항의 부가가치를 제고할 수 있는 방향성을 정립하는 것을 목적으로 하여 문헌 분석과 실증 분석을 실시하였다. 문헌 분석의 경우 로테르담 항만 및 앤트워프 항만과 부산항의 기능을 비교 분석하여 부산항의 한계와 방향성을 모색하였다. 로테르담 항만과 앤트워프 항만의 경우 컨테이너화물, 일반화물, 액체화물을 처리하는 종합항만으로서의 기능을 수행하는 데 비하여 부산항의 경우 컨테이너 화물 비중이 88%를 상회하며, 액체화물 및 일반화물은 인근 울산항, 마산항 및 진해항에서 처리하여 그 기능이 분산되어 있다. 따라서 부산항의 경우 인접 항만과 기능이 중복되지 않는 범위에서 항만 기능을 다각화하여 부가가치를 높일 수 있는 방안 모색이 필요한 것으로 정리하였다. 지역 항만 전문가를 대상으로 한 실증분석의 경우 그 결과가 문헌 검토 결과와 유사하게 나타났다. 거시적 관점의 경우 컨테이너 중심 특화, 일반화물 처리 기능 강화 등의 중요도가 높게 나타났으며, 미시적 관점의 경우 컨테이너부두 배후물류단지, 유류공급기지 등의 순으로 중요도가 평가되었다.

        The Memorandum of Understanding (MOU) is the document of intent signed between the Port States Control(PSC) to undertake a uniform as agreed. Though the MOU is not a legally binding, in case where the agreed items are violated without a just cause, the denunciation will follow. International Maritime Organization (IMO) and regional MOUs have been making amendments and reinforcing the relevant requirements, so that port State Authorities can effectively eradicate the substandard vessels. However, the various problems have arisen due to the existence of different requirements of each MOU, the lack of information exchange between each MOU, the lack of uniform PSC implementation within the same MOU and the lack of adequate system due to the short history of MOUs. In this paper, the MOU records for three years (1999∼2001) were analyzed according to each MOU, type of ship, deficiency code, classification society, the number of inspected ships and the number of detained ships to assess the problems (Statistics during 2002 will be published after August 2003). The purpose of this study is to help better understand the PSC activities within each MOU and to establish effective countermeasures by grasping the problems that exist in the PSC at present.
