        The topic of indoor air quality has attracted great interest since urban dwellers spend over 90% of their time indoors, such as public facilities, public transport and homes. In this study, the changes and current status of indoor air quality management and improvement policies for public facilities in Korea were discussed. Furthermore, we investigated the concentration and contamination status of indoor air pollutants based on the indoor air quality guidance and inspection report from 2007-2017 published by the Ministry of Environment, Korea. As a result, we found that while the PM10 concentration in public facilities decreased consistently, there was no clear change in the CO2 concentration. The HCHO concentrations were high in museums, art galleries, and postpartum centers, etc. The child care centers showed a high concentration of TCB. In conclusion, we suggested that it is necessary to focus on target substances according to the type of facility to manage indoor air quality efficiently. Intensive management and monitoring are particularly needed in child care centers to improve the indoor air quality.

        In South Korea, low fertility rate has become a big social issue, making the term ‘ultra low fertility rate’ common. Currently, South Korea, like many other leading industrialized countries, is coping with the problem of low fertility with a focus on the work-life balance policy. Unfortunately, South Korea’s work-life balance policy has been criticized as not so successful. Especially, it has been pointed out that the policy effects are being compromised because ‘it is not because there is no system, but the existing system does not work properly.’ This means that work-life balance policy in South Korea has a structural and fundamental problem. In this regard, it is necessary to reflect on policy discourses and instruments that determine the goals, directions and content of the policy. The result of the analysis in this paper reveals that South Korea’s work-life balance policy consists of the discourse of ‘raising the fertility rate’ and its policy instruments. It mobilizes citizens for the national goals of social reproduction and sustainable growth. It could be said that this reversal of purpose and means was because the policy makers and executives were buried in developmentalist thinking―in pursuit of materialistic social development. In this respect, in order for South Korea’s work-life balance policy to be on its way, it is urgently required that it should shift its policy paradigm to change practices and cultures. This paper argues that such a paradigm shift should be based on a ‘Social Quality Approach’. Only when we pursue humanistic social development in the planning and implementation of policies and continue to monitor and supplement related systems under this stance, can we achieve a stable and effective work-life balance policy.

        한국은 장애인을 위한 인프라나 법제화가 미약하다는 평가를 받는다. 뿐만 아니라 장애의 사회적 맥락이나 장애인의 자기결정권을 중시하는 정책패러다임/정책지향이 미약하다는 평가를 받는다. 그래서 서구사회와 달리 한국에서는 장애가 천형으로 취급받는다. 이 같은 상황은 사회적 약자에 대한 사회적 배제 문제에 효과적으로 대응하지 못하는 한국 사회정책의 현주소를 보여준다. 21세기 사회 정책의 화두가 ‘포용적 사회정책’(inclusive social policy)을 통한 복지국가의 현대화라는 점에서 매우 우려스러운 일이 아닐 수 없다. 이 논문은 정책패러다임의 전환을 통한 한국 장애정책의 현대화를 탐색함으로써 이 문제에 대한 해법의 단초를 찾고자 한다. 특히 그것이 한국 사회정책에 가져올 긍정적인 기대효과가 무엇인지를 사회적 질(social quality)의 관점에서 조망해 보는 기회를 갖고자 한다.

        As a result of the increasingly serious air pollution worldwide, there are many social costs in the country. In general, there are legal measures to improve air quality such as investment projects, input of public funds, attraction of private capital, and regulation of air pollution prevention. In this study, we propose future legislative policies through the following analysis on the status of various researches in domestic and foreign countries for the improvement of air quality and related legal system. The domestic indoor air quality is getting better through ongoing management. From a legal perspective, The air quality law, such as indoor air quality law and environmental law, has been continuously revised to improve indoor air quality. However, contrary to the air quality law, indoor air quality management is carried out by various related departments under current law. Due to the different management facilities and management standards of each ministry, the effectiveness of relevant laws is deteriorated in organically managing multi-use facilities. This may lead to confusion and may be an impediment to the effective achievement of the institution's objectives. The pollutants of interior space are one of the main causes not only building materials, but also office equipment such as computers. however, The pollutants to be managed under the current legislation are mainly limited to building materials. In addition, the criteria set for each pollutant have a problem that it depends on the after-regulation standard that is made after the pollutant is released from the pollutant source. There is a need for systematic analysis and research to prevent adverse effects that may occur due to pollution sources through the prevention system. It is time to change the direction of regulation-oriented policies and to make policy changes that can improve air quality through systems such as emission trading system..

        Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.

        Global increase in the demand for the new Electrical and Electronic Equipment (EEE) results in the rapid increase of waste electrical and electronic equipment (WEEE) (or electronic waste). Significant efforts on developing diverse WEEE recycling policy and programs such as extended producer responsibility (EPR), WEEE directive, and the restriction of the use of hazardous substances (RoHS) directive are being made by many developed nations. This study focuses on determining priority among proposed WEEE recycling policy research projects by a number of experts from academia, institutions and recycling industry using quality function deployment (QFD) method to better manage and recycle WEEE in Korea. In order to develop effective WEEE recycling policy, a total of 12 different WEEE recycling policy research projects were proposed by a total of 11 experts related WEEE recycling. Reliability and validity evaluation of the proposed projects were conducted, along with SPSS statistical software. By using the QFD method, a survey regarding potential problems, suggestions, and difficulties at several WEEE recycling facilities were conducted and evaluated. Evaluation of the proposed projects was made by house of quality (HOQ). In this study, proposed research projects with higher importance index include WEEE collection system, development of WEEE recycling guideline, and establishment of WEEE generation/collection/recycling national database. The QFD method employed in this study can be effectively used as a decision-making process tool in WEEE recycling policy and road map.

        This research emphasizes the necessity of the understanding and cooperation among local governments to preserve the water quality of the Nak-dong river that runs through four local governments. First, this research considers the status of water-pollution in the Nakdong river, describes and finds problems within the central government`s "Clean Water Supply Plan" and local governments` water quality-related policies. Second it deals with the conflict among local governments concerning the planning and building of Wicheon Industrial Complex" in the middleupstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river`s downstream area. With stressing the necessity of the understanding and cooperation among local governments, this research emphasizes roles of central government, of academic experts, and of local news-media in preserving the water quality.
