        본 연구는 주민참여제도의 활성화 위해 직접민주주의 요소를 중심으로 연구 하 였다. 이를 위해 주민참여3법이라 불리는 주민소환제, 주민투표제, 주민조례발안제 등을 중심으로 현황과 문제점 파악, 활성화 방안을 제안한다. 연구 결과 주민소환제 와 주민투표제는 낮은 투표율로 인해 활용 빈도가 낮았고, 이를 활성화하기 위한 규 제 완화와 이용률을 높이기 위한 전문가 육성이 필요하다. 주민조례발안제도 역시 이익단체가 아닌 주민자치회 중심으로 접근성을 높여야 한다. 그리고 임기 내 조례 가 처리 되지 않을 경우 차기의회에서 처리하는 입법절차 규정은 책임정치 구현을 위해 임기 내 처리로 개선되어야 한다. 효율적인 제도운영을 위해서는 전문가로 구 성된 위원회와 지역공동체 회복이 필요하다. 이를 위해 공공기관은 주민 참여를 유 도한 후 주민이 주체가 되도록 지원하는 역할이 요청된다. 나아가 정책의 수용성을 높이기 위해 주민에 대한 정책 수요와 제도 시행 이후 결과에 대한 실증적 조사가 시행되어야 하며, 이 결과를 향후 지역 정책에 반영하여야 한다.

        This paper introduced the background of resident participation in rural tourism, analyzed in detail the concept and importance of resident participation, the content of resident participation and the safeguard measures of resident participation through literature review. This paper took Yuanjia Village in China as a case study, analyzed the practice of Yuanjia Village in system design, management division, resident education and benefit distribution, and the effect of resident participation of Yuanjia Village obtained. The results showed that resident participation reflected main body status of farmers in rural tourism. The innovation of system design, management system and benefit distribution system can guarantee resident participation right and obtain good satisfaction.

        Four requirements for the operating and supporting system for sustainable landscape management will be discussed through this paper. The requirements are based on multiple case studies on the structure and the process of development of three organizations that have been contributing to the sustainable rural landscape management in Japan since 1989. The first requirement is that the residents should recognize regional problems and voluntarily organize a group which can properly deal with the problems. Secondly, members of the organization should have a solid grasp of the goal of their activities (or founding principal of the organization) and share it among themselves. Founding principal should include the history of natural circulation system in the area, cultural features and a future plan in association with human resources. Thirdly, the administration of the organization should be separated from the founder, the residents. The administration, such as business promotion, becomes more effective when consigned to a separate entity, not to the residents. Lastly, the interaction among separate entities is crucial to promote diverse activities for the local landscape management. The administrators and experts need to cooperate to draw a precise conclusion regarding the way of interaction. These requirements drawn from the Japanese case studies should be localized to the Korean circumstances for further adoption.

        As rural development projects, mostly carried out in a top-down development method in the past came to take a bottom-up development method in earnest, entering the 2000s, resident participation became an essential element of a rural community design project, to the extent that it can influence the success or failure of a rural community design project. It is taken for granted that rural residents independently participate in community design projects, but as they are accustomed to various subsidy projects carried out by the government and become increasingly aging, it is not easy to induce their spontaneous participation in farming areas with such problems. Especially, to prevent the distrust between administrative agencies and residents from serving as an obstacle in the residents' spontaneous participation, it is necessary to construct horizontal governance among the village residents, administrative agencies and the group of experts supporting for the project. This study attempted to verify the mediating effect of governance in the relationship between resident participation and the performance of the rural community design project based on this problem recognition, and for this purpose, the results of a survey with residents in Utturu Village, Hangyeong-myeon, Jeju-si, which was completed by carrying out a comprehensive rural development project, the typical bottom-up community design project was used for an empirical analysis. The results of the study can provide implications for setting directions, establishing strategies and constructing governance of rural community design projects in the future, and especially, it can be said that this study has academic significance in that governance is recognized as an important variable related to the project performance.
