        Public transportation is public service that is contributed to the convenience of the public. However, opportunity for public services in rural areas is weaker than the chance in urban areas. The purpose of this study is to evaluate accessibility of various public facilities using public transportation. To evaluate the accessibility, we calculate the various time from community center to the nearest bus stop, walking time, riding time in bus, and waiting time for transfer. The results of this study ares as follows; (1) Villages occupy 19.8% in rural areas that walking time from community center to the nearest bus stop takes over 10 minutes in integrated Chungju-si; (2) The average speed is 21.9 km/hr estimated to departure and arrival time of bus route; (3) The accessibility time from community center using the average bus speed takes 15.43 minutes to public facilities, 35.15 minutes to emergency center, 8.70 minutes to medical center, 9.70 minutes to elementary school, 16.26 minutes to middle school, and 22.61 minutes high school; (4) The transfer time of public transportation takes 13.46, 21.96, 10.48, 7.78, 11.11, 16.10 minutes to public facilities, emergency center, medical center, elementary school, middle school, and high school, respectively; (4) Traffic accessibility using bus vehicles in the East and South Chungju-si is lower than areas in the West and North Chungju-si. Some villages surrounding public offices (eup-myeon office) which have a high density of population, indicate a high traffic accessibility.

        Due to the rapid economic development of Korea, the bridge have been built by government over the several years. Additionally, there are too many mountain and river and the bridge have been built in rural area. But bridge designers weren't considering the bridge landscape. And bridge was a negative factor in regional landscape. Because of this, this study surveyed the landscape preferences of rural bridge landscapes according to different bridge types. The results were summarized as follows: And this research include conducting a study on visual preference according to the bridge's type and background. And, the landscape of arch bridge in the river 1 is landscape of the highest preference. The the landscape of girder bridge in the river 2 is landscape of the lowest preference. In the river 1 and 2 landscape, high preference is observed in the arch bridge and low preference is noted in the girder bridge. In the mountain 1 and 2 landscape, high preference is observed in the cable-stayed bridge and low preference is noted in the girder bridge. In conclusion, the visual preference of bridge landscape depend on the background and bridge shape, the study said. Therefore, when bridge designer design the bridge, designer have to choose proper bridge shape according to the background. This research was conducted only in bridge landscape of rural area but the visual preference of bridge landscape can be changed according to the various background. And further research is needed to analyze visual preference of bridge landscape according to the various background.

        Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. Among these, damages from storm and flood and drought are the main disasters and recently, these are occurring on a large scale due to unusual weather conditions. Under such circumstances, projects and researches on disasters in rural areas are under way but they are mostly targeting one area or making approaches focusing on repair facilities, maintenance project of facilities in small streams, and disaster management, so there have not been enough studies on the current status of overall damaged facilities in the rural areas. Against this backdrop, through the analysis of the current status of damaged facilities due to storm and flood in rural areas, this study aims to provide base data for policies needed for disaster recovery planning and maintenance work of rural areas. For the analysis of damaged facilities due to storm and flood in rural areas, using the annual report on disasters issued by Ministry of Public Safety and Security and based on the occurrence rate of estimated damage in each city and district for the past 10 years(2004~2013), 8 areas with the highest number of occurrence and cost of damage were found from each province and target areas were selected. Then, regarding the selected target areas, the General Plan for Reducing Damages from Storm and Flood, which is the report on top-level plan for preventing disasters, was secured and the current status of damaged facilities were analyzed. After organizing the analysis of current status, the tendency of damaged facilities due to storm and flood in rural areas, the items of damaged facilities depending on the types of storm and flood damages, and risk factors were suggested. Based on this result, in order to generalize the results of follow-up researches, it is thought that disaster recovery planning and establishing the system of remodeling items necessary for maintenance work would be possible by analyzing damage investigation items recorded in additional researches on rural areas, researches on natural disasters, and recovery plan instructions and by conducting on-site investigation on the damaged villages from storm and flood in rural areas.

        The aim of this study is to establish resident-participative primary design of integrated rural development project with master planner by setting principals of open competition and transparent decision-making about village-to-village or business-to-business unit enterprise in Onui area, Hong-seong Gun. For effective processing, software projects such as residents education and rural landscape planning are simultaneously conducted for enhancing project understanding and comprehensive development plan including related post project. Above all, competition teams for individual project were organized to establish the resident-participative primary design using survey tables of residents demand. In 6 months resident-participative processing of primary design, continuous education and visiting to advanced area are conducted in team unit. Strengthened ability of team unit can be used in management and maintenance after project development. To do this, residents with the same opinions gathered as one competition team and identified business plans such as village asset, business location, size, program, and method for land securing. Favorable decision-making process by residents who are audience in project presentation of competition team has conducted. After selecting competition teams, continuos consulting are operated for establishing operation and management for developed or remodeled facilities through repetitive education and visiting advanced area. In this process, unit project suggested by competition team are completed. Preliminary selection was conducted by experts who were entrusted by residents. After residents agreement of project main stream such as major facilities and location, final detailed cost of projects are work out. Suggested process in this study which choose the final project by residents would improve residents' voluntary participation in integrated rural development project through open competition in establishing primary design.

        This study carried out evaluation of vulnerability in accessability and functionality using road network that was extracted from Intelligent Transportation System(ITS) and digital map. It was built in order to figure out accessability that locational data which include community center, public facilities, medical facilities and highway IC. The method for grasping functionality are Digital Elevation Model(DEM) and land slide hazard map provided by Korea Forest Service. The evaluation criteria for figure out accessability was set to related comparison of average time in urban area. Functionality value was calculated by the possibility of backing the vehicle possibility of snowfall and landslides. At last, this research computed weighting value through Analytic Hierarchy Process (AHP), calculated a vulnerable score. As the result, the accessability of rural village came out that would spend more time by 1.4 to 3.2 times in comparison with urban area. Even though, vulnerability of the road by a snowfall was estimated that more than 50% satisfies the first class, however, it show up that the road were still vulnerable due snowing because over the 14% of the road being evaluated the fifth class. The functionality has been satisfied most of the road, however, It was vulnerable around Lake Daechung and Piban-ryung, Yumti-jae, Suriti-jae where on the way Boeun. Also, the fifth class road are about 35 km away from the city hall on distance, take an hour to an hour and a half. The fourth class road are about 25 km away from the city hall on distance, take 25 min to an hour. The other class of the road take in 30 min from the city hall or aren't affected of weather and have been analyzed that a density of road is high. In A result that compare between distribution and a housing density came out different the southern and the eastern area, so this result could be suggested quantitative data for possibility of development.

        This study consists of an observation of the changes in management and agricultural production of Shinbuk-eup based on the data from the Agricultural, Forestry & Census Report Survey. The following is a short summary and suggestions of the research. First, taking a look at the farming conditions of Shinbuk-eup, it shows that it is extremely polarized into rice paddies and vegetable cropping. Second, using the Tobit model to analyze the factor of determination of farmable lands of the farmers in Shinbuk-eup, the higher the number of family members, the less the hired work, and the more the experience in farming, have larger farmable lands. Meanwhile, the younger the farmer, their land mass is higher, however, after reaching their threshold age, their lands decrease.

        농촌지역은 주민의 대부분이 농업을 생산하는 지역으로 최근 이촌향도현상, 도시화 등 사회·환경변화로 인해 농촌인구의 고령화가 심화되고 있으며, 도시지역과 달리 재난 발생 시 자체적인 예방, 대비, 대응, 복구 등의 재난관리 체계가 도시에 비해 효율적으로 구축되었다고 보기가 어려워 재난으로 인해 많은 피해가 발생하고 있다. 이러한 농촌지역은 대부분이 반복된 형식의 유사재난이 다수를 차지하고 있으며 특히 태풍, 집중호우로 인해 농작물 피해는 매년 발생하고 있다. 또한 농촌지역의 지리적 특성상 고립되거나 산악지역과 함께 어우러져 있는 경우는 화재(산불)나 기타 재난발생 시 의료·응급 및 소방기관이 내부로 신속하게 접근하여 대응하는데 많은 시간이 소요되어 초기대응이 어렵고 자체적으로는 재난안전 인프라가 부족하여 재난대응에 미흡한 부분이 존재하고 있다. 그리고 최근 소방서 건물만 남아 있고 근무 인력이 없는 ‘폐쇄 지역대’는 전국에 189곳이었으며 경북에서 63곳, 충남과 전남에서 각각 51곳과 37곳이 폐쇄되는 등 농촌지역의 소방서 지역대가 줄어들고 있는 실정이다. 이는 도시지역에 비해 농촌지역이 상당히 재난관리적 측면이 부족한 것을 알 수 있다. 이에 본 연구에서는 농촌지역의 재난안전마을 구축을 위해 농촌지역 재난안전마을 개념을 정립하고 농촌지역에 재난유형별로 발생현황을 조사하여 농촌지역 재난특성을 알아보았다. 이를 바탕으로 농촌지역 특성에 맞는 재난안전대책을 제시하였다.

        The public value of agriculture and rural areas is closely associated with the concept of multifunctionality of agriculture and rural areas, which in turn signifies economic values other than the production function of agriculture and rural areas. Based on the survey results, virtual scenarios were set up and the contingent valuation method (CVM) was used to estimate the amount consumers are willing to pay (WTP) for the public functions of agriculture and rural areas. This study selected five domains of the public value (environment conservation, maintenance of landscape and cultural tradition, enhancement of national prestige, local community maintenance and socio-economic functions, and food security) and 21 value items as components of the public value. An economic assessment of the public value of agriculture and rural areas was conducted using a binomial logistic regression model. The estimation results showed that the public value consumers are willing to pay ranges from a minimum of 6,346.8 billion won to a maximum of 9,327.2 billion won.

        This study analyzed the types of Rural Villages, divided the areas with six criteria such as geographical environment and selected three target areas to observe them. Through these target areas, it attempted to analyze the difference and correlation of satisfaction with the residential environment depending on the characteristics of the Rural Village. In investigating and analyzing the satisfaction of the residents in the Rural Villages, it divided it into 'satisfaction with rural village life', 'satisfaction with housing' and 'satisfaction with village environment,' and compared and analyzed them with the physical environment of the Rural Village. Based on this, according to the type of local Rural Village, it analyzed with what part there were high relations with resident's satisfaction with the Rural Village. As a result, there was no significant difference between groups by the Rural villages, but residents were more satisfied with the natural environment of the village rather than individual housing. The analysis of the correlation between satisfaction with Rural villages and various factors, the more distance there is between the individual housing and the meeting facility, the lower their satisfaction with the Rural village became. In the future, when a community center or meeting facility is planned, it would heighten the resident's happiness when it is located at the physical center of the village rather than at the entrance of it.

        This research aims to identify regional inequitable development through the analysis of facilities distribution pattern. This study describes the concepts underlying the application of the Gini's coefficient and decomposition method to measure the regional inequitable development in Sun-chang County, Jeonbuk Province, Korea. We used the facility data surveyed for three years, from 2010 to 2012 for facility distribution pattern that RDA surveyed. These data have been serviced on the web. The Lorenz Curve presents a graphical view of the inequitable facility distribution and the Gini's Coefficients quantifies the distribution pattern. And furthermore, Gini Decomposition represents intra regional inequalities. These applied techniques can describe how the local development affects other district and change regional inequalities.

        The selection of land for fishing village development project, and the standard used to classify fishing villages has been determined based on the guidelines developed by fishing village cooperatives. The approach fishing village cooperatives follows is likely to classify fishing villages without first reflecting on the overall development environment of the region, such as other industries and workers in the area. It also acts as a barrier for business promotion or evaluation, because the cooperatives do not match the administrative districts, which are the units of administration, and the main policy enforcement agent in regional development. Against this background, this study aimed to identify categories to situate the development direction, as well as the size and distribution of fishing villages based on eup, myeon, and dong administrative units as defined by the Fishing Villages and Fishery Harbors Act. This study was based on the Census of Agriculture, Forestry, and Fisheries of 2010, and analyzed 826 eups, myeon, and dongs with fishery households using the principal component analysis, and 2-Step cluster analysis methods. Therefore, 95% of the variance was explained using the covariance matrix for types of fishing villages, but it was analyzed as one component focusing on the number and ratio of fishery households, and used the cluster-type analysis, which focused on the sizes of fishing villages. The clusters were categorized into three types: (1) the development type based on the number of fishermen in the eups, myeons and dongs was analyzed as village size (682); (2) administrative district size (121); and (3) total eups, myeons and dongs (23), which revealed that the size of most fishing villages was small. We could explain 73% of the variance using the correlation coefficient matrix, which was divided into three types according to the three principal component scores, namely fishery household power, fishery industry power, and fishing village tourism power. Most fishing villages did not have a clear development direction because all business areas within the region were diversified, and 552 regions could be categorized under the harmonious development type, which is in need of balanced development. The fishery industry type typified by industrial strength included 159 regions in need of an approach based on industrialization of fishery product processing. Specialized production areas, which specialized in producing fishery products, were 115 regions with a high percentage of fishermen. The analysis results indicated that various situations in terms of size and development of fishing villages existed. However, because several regions exist in the form of small village units, it was necessary to approach the project in a manner that directed the diversification of regional development projects, such as places for local residents to relax or enjoy tourism experiences within the region, while considering the overall conditions of the relevant eups, myeons, and dongs. Reinforcement of individual support for fishermen based on the Fisheries Act must take precedence over providing support for fishermen through regional development. In addition, it is necessary to approach the development of fishing villages by focusing on industrializing the processing techniques of fishery products. Areas specialized in the production of fishery products are required to consider the facilities for fisheries production, and must make efforts to increase fishery resources, such as releasing fry.

        Between July and October 2011, radio-tracking was used to analyze the characteristics of home ranges and day roosts of Myotis aurascens by using 3 individuals (male: 2, female: 1). Bat capturing was conducted at a bridge and a nearby forest in Ulju-gun, Ulsan-si. We attached radio transmitters (0.32 g) to the bats and monitored them by using a radio receiver with a Yagi antenna. Home-range analysis of M. aurascens by using 100% minimum convex polygon (MCP) and 95% MCP showed an average of 106.5 ha and 89.3 ha, respectively, and 50% kernel home range (KHR) showed an average of 8.4 ha. Home range overlap of the 3 bats was observed at the bridge and at nearby water bodies as the core areas, and the size of the home range overlap was 7.3 ha by 100% MCP, 5.9 ha by 95% MCP, and 1.6 ha by 50% KHR. The home range for each bat consisted of the main foraging sites, and the types of foraging sites were similar. M. aurascens-01(M-01) used the bridge and nearby water bodies as the nightly main core areas, M. aurascens-02(M-02) used rice fields and water bodies adjacent to the forest as core areas, and M. aurascens-03(M-03) used water bodies and resident areas as core areas. Although rice fields and resident sites represented the core areas of the home ranges of M-02 and M-03, habitat use was the highest near water bodies as the core area for all the 3 bats. The types of day roosts in this study were a wooden house, canopies of a broad-leaved woodland, and banks of rice fields. The roosts in the wooden house and canopies of the broad-leaved woodland were located within the forest, and the roost in the banks of rice fields was also adjacent to the forest. Our results revealed that the main home range and foraging sites of M. aurascens were located near water bodies as the core area, and forests and places adjacent to the forests were used as day roosts.

        This study intended to suggest Voluntourism as a solution for alternative rural tourism for regional activation. Voluntourism is a form of alternative tourism on values of variety of tourism demand from pleasure to virtue. This study analyzed actual state of WWOOF(World-Wide Opportunities on Organic Farms) activities being operated in Korean rural village, one of representative of Voluntourism. Study aimed to explore the possibility of WWOOF activity as one of model of alternative rural tourism. We apply grounded theory method one of qualitative study methods for analysis of WWOOF Activities because WWOOF is still small activity in Korea. In result, we figure out the actual condition of WWOOF Korea activities as a vouluntourism through paradigm model of host and guest who had experience in WWOOF Korea. WWOOF activity is in its early stage so there many tasks. We suggested ideas for improving WWOOF activities to be one of new rural tourism business.

        In rural areas, in spite of the development projects of town and houses has been performed after the New Community Movement, due to rapid industrialization and urbanization, which lasted until the 2000s from the 1980s, out-migration to the cities, changes in the industrial structure, rapid aging was carried. As a result, the gap of housing environment between urban and rural areas became more serious. The meantime, the housing problem is recognized only to the problems of the big cities, mostly urban public housing policy oriented. However, when you check the indicator of the housing environment, such as the percentage of aging housing, rural environment has become a relatively poor compared to the city. In addition, due to a decrease in income and aging of the population living in rural areas of existing infrastructure to improve the living environment is weakened. And inside of the rural areas, changes in the housing environment and polarization phenomenon is becoming increasingly serious. Therefore, in this study, there is a purpose to be presented the improvement direction for efficient implementation of house remodeling support program for underprivileged group in rural areas and requires immediate attention improvement of housing environment. Previously, House remodeling support project in rural areas was carried out at the initiative of local governments and government mainly. For this reason, it is difficult due to limited institutional, to reflect the necessary parts directly to the real life of the residents. And, the demand for improvement of housing environment need modifications to solve the inconvenience of life of residents directly in many cases. It is considered that community-based house remodeling support project is to be carried out through the participation of local residents.

        This study promotes the improvement of local incomes and rural activation by establishing rural experience theme park plans using local resources of Samzi district, Yeongyang-gun. The spatial scope of the study is the whole district of Samzi 1-ri, Yeongyang-eup, Yeongyang-gun, Gyeongsangbuk-do, the destination area is 129.927m2. The scope of the contents was to investigate general status of the site and was conducted as a basic plan, a basic planning stage through analysis of terrain and topography, slope analysis, aspect, SWOT analysis. The satisfaction of the customers to experience is increased, activation of rural exchange and income-generating infrastructure can be expected by creations the space of rural experience theme park. Themes are selected systematically and variety of the programs and spatial planning will be analyzed to promote more efficient business.

        Recently, brick walls are being widely introduced in rural areas. Walls are a very important design element of space. However, most brick wall works do not consider the human psychological characteristics. The purpose of this study was to investigate psychological characteristics on brick wall bonds such as the stack bond, running bond, english bond, flemish bond, america bond. The results of the research can be summarized as follows: 1)There is no statistical difference of psychological evaluation results among student groups using the semantic differential scale method using 10 adjectives. 2)Stack bonds have an uninspiring, artificial, simple, restful, boring and ordered psychological characteristic. Running bonds have an uninspiring, restful and ordered psychological characteristic. America bonds have a unique and modernistic psychological characteristic. English bonds have a unique, modernistic, complex and chaotic psychological characteristic. Flemish bonds have no critical psychological characteristics. 3)The running bond earned the highest score in preference, while the stack bond scored the lowest. Employment of brick wall bonds on this study was not highly preferred, hence it is necessary to develop a new brick wall bond design. 4)In conclusion, the proper selection of brick wall bonds is very important and we should consider human psychological characteristics in the design of rural areas.

        The purpose of this study is to analyze the community center users' the determinants of utilization & satisfaction for the exploit and to draw out the implication as to what are the influencing factors. The ordered logit model approach was used to examine the determinants. For the use of community center, we surveyed by mail subjecting on rural residents for one month, June 2012, analyzed 625 valid questionnaires. The findings are as follows. First, 'Facility-Satisfaction', 'Education', 'Exploit-Frequency' and 'Age' are the most important factors which affect users' satisfaction. Second, 'A meeting hall function', 'Cultural & Educational function', 'Social & Organizational function', and 'functional criticality function' influence the attributes of users' utilization. Therefore, it is needed to establish the various functions of community center and to prepare the vitalization plan in futuristic viewpoint reflecting the change of rural area. In addition, since there is no clear entity to supervise community center administratively, policy support system to community center should be equipped. Along with these, it is needed to develop managing and operation model for customized community center.

        This article deals with rural village development project of Namsunghyun 'Gamggot(persimmon flower)' area, based on local tourism resources. For more efficient use of local tourism resources, questionnaire surveys for local residents and visitors were conducted. On the base of the results, the vision and objectives were established. And each items of project by division were also considered by the results of such surveys. Finally, priority scores of each items of project, based on importances and weighted value, were derived for more efficient propulsion of project and to construct sustainable rural community.

        The purposes of this study were to identify the living environment in rural fishing area and to suggest checking methods for implementation performance. Rural service standard is the key factor of rural development in Korea. In 2012. The first Implementations of performance was announced. The results were presented to the unit by the City and the County. Because of Fishing villages exists as a unit by the haengjeongri. It is difficult to know the status of the fishing villages by the Rural service standard. In order to look for the actual conditions in rural fishing village it was investigated in the 100 Eochongye. The data used in the analysis is 577 questionnaires. Analysis showed that rural fishing areas were superior to general state of rural in the 8 items of rural service standard. Especially housing, transportation and health care sector in rural fishing area wes better than general state of rural. But Public safety and order is relatively poor. This is because Fishing village contains islands. Presenting to improve rural service standard based on the results of research. The items of rural service standard should be measured the actual residents' accessibility than opportunity of the public service, and after setting the rural service standard clearly related to the quality of life of residents in each sector. Accessibility aspects of the customer for the public services should be considered. Checking the performance for the unit by the City and the County should be replaced as a living zone in order to consider the facilities using nearby.
