        Although it has been well known that the Saemaul Undong had a direct relation with the water resources development during 1970’s, its contribution to the water resources and increased income in rural communities has not been thoroughly quantified so far. In order to assess the contribution of the Saemaul Undong in terms of rural water resources development, we investigated various historical data produced by the central and local governments in relation to water resources development. The results show the direct and indirect contribution of the Saemaul Undong to the water resources development in rural communities such as sewage works, water supply facilities, shared wells, and river works. The results also showed a positive relation between per-house income in rural communities and areas of irrigated paddies, which were rapidly increased during 1970’s. These results can be utilized to transplant the positive aspect of the Saemaul Undong to developing countries focusing on water resources development in rural areas.

        This is a research on the Korean immigrant village and house in Y eonbyeon Long-Shan village in China. The house (so called Minga in Korean), which was studied in this paper, is the vernacular architecture of dwelling for the rural people in this area. It is the most common dwelling type. We can find Korean vernacular influences on the architecture in this area by the Korean-Chinese people. Long-Shan village is laid out with the so called Bae-san-im-su way which means that to the north of the village are mountains, Moa mountain a branch of Baekdu Mountain ( R *I I 1), water, Haeran river (/Bi.~}[) to the south. The main axis of village layout is made of two roads. The village is mainly developed along the east-west main road follows the southern creek. The other axis is north-south main road and other sub roads branch out from it. The sub roads serve as the transition between main road and the allies, which are the access to individual houses. The main building is usually laid on the northern side of the individual site with garden attached in south. The main entry is usually on eastern side of the main building and the separate service buildings are between the main building and the entry. This also relates to the kitchen location in the main building. Usually the kitchen is on eastern side of the main building and most frequently related with separate service building in function

        본 연구는 우포지역에 적합한 생태관광 기본계획을 수립하는데 그 목적이 있다. 이를 위해 기 수행된 연구에서 제시된 생태관광계획모형의 순차적 단계에 따라 사례연구로서 수행되었다 우포지역에서의 자연환경 및 인문환경을 비롯한 제반여건을 분석한 결과, 우포지역에서의 친환경적인 생태관광지 조성의 필요성과 당위성이 인정되었다. 이에 따라 기초환경 조사 결과를 토대로 생태관광 주제를 설정하고 이에 적합한 시설 및 프로그램에 대한 공간계획안을 제시하였다. 그러나 본 연구에서 제시된 계획안은 개념적 계획안으로서 실제 적용을 위해서는 법률적, 행정적, 재정적 한계 등 공공부문의 제약요인에 대한 체계적인 검토가 요구된다.

        In the rural communities in less-favored areas (mainly hilly and mountainous areas) in Japan, the number of settlements which cannot maintain the community functions by themselves has been increasing because of the progress of depopulation and aging, so the necessity for achieving mutual supplementation of the community function by the settlement reorganization has been increasing. This paper consists of the following three points. 1) General view of settlement reorganization policy in Japan. 2) Case study of the T district in Japan. 3) Possibility of the settlement reorganization by the policy measures which obligate community members to work together. Main results are as follows. 1) There are several settlement reorganization policy measures, but many are still the model project stage, and not yet spread, so it is necessary to wait and see how these measures will develop. 2) The number of the residents of small-scale aging settlements who do not hope for the reorganization, nor feel the necessity of reorganization shall not be few. This will make great difficulty in the settlement reorganization process. 3) A local area activity promotion conference which derives from a former administrative unit like a former village has many functions to the settlement reorganization. 4) In the rural communities in less-favored areas, the policy measures which obligate community members to work together have widely spread. These are expected to play the supplemental role for the settlement reorganization. It is necessary to discuss among residents the activation plan and the future vision of the community, as well as to discuss the settlement reorganization.
