이 논문은 2009년과 2010년 2년간 치러진 中等漢文科敎師任用試驗중 1차 한문 선택형 시험을 대상으로 삼아 출제의 근거가 되는 出題基準을 검토하고, 출제 기준에 맞게 출제되었는지 그 현황을 분석한 후, 提言한 것이다. 출제 기준은 출제자로 인한 편파성 시비와 영역별 비중의 차별을 드러낸 이전 임용시험의 잘못을 시정하려는 의도에서 나온 것으로, 전국에 있는 漢文敎育科의 敎育課程속에서 10개의 기본이수과목을 추려내고 과목마다 1∼3개의 평가 영역 을 두어 공부한 내용을 빠뜨리지 않고 골고루 출제하고자 한 점에서 의의가 있었다. 출제 현황은 이수과목이나 평가 영역을 중심으로 보면, 대체로 공평하게 출제하 려고 한 점이 인정되나 2009년의 시험이 역대산문선독보다 한시선독에 관심이 두 어졌고, 2010년 시험에서 한시선독보다 역대산문선독이 선호되는 일면도 발견되 었다. 이 측면에서의 불균형 은 출제 상황의 제반 여건에서 빚어진 것으로서 차후 에 다시 바뀔 수 있으므로 별 문제가 되지 않겠지만 문항 출제에 중요한 역할을 하는 地文의 장르에 대한 편중은 문제의 소지가 없지 않았다. 2009년의 경우에 산문 장르가 전체의 46∼47%, 2010년의 경우에도 산문 장르가 전체의 45∼46% 출제되어 특정 장르의 비중이 과도하다는 느낌을 받았다. 물론 산문이 한문학에서 차지하는 범위가 광대하고 출제하기 용이하다는 장점 이 있기는 하지만 그렇다고 출제 문항의 地文이 특정한 장르로 편중되는 것이 정 당화될 수는 없다. 출제 기준에서 기본이수과목별 출제비율이 경서강독, 한시선독, 한문소설선독, 역대산문선독 모두 대등한 것처럼 1차 한문 선택형 시험 40문항(80 점)에서 장르별 출제비율도 특정한 장르에 편중되지 않게 하여야 한다. 1차 한문 선택형 시험이 중등 한문과 교사가 되려는 수험생에게 중요한 만큼 원전 독해력과 그것을 교실 수업현장에 적용하는 능력을 갖춘 자를 교사로 선발 하는 시험이 되도록 난이도를 보다 높이고 출제범위에 얽매이지 말며 수험생이 접해보지 못한 지문이 많이 출제되게 해야 할 터다.

1999년부터 이용하기 시작한 공인인증서는 인터넷 뱅킹, 온라인 증권, 전자민원, 주택청약, 교육정보 조회 등에서 2,308만명이 이용하고 있는 생활필수품으로 자리매김 하였다. 이는 공인인증서가 제공하는 당사자간의 공적 신원확인 기능과 거래내역에 대한 부인 방지 기능이 큰 영향력을 미쳤다고 할 수 있다. 그러나, 최근 스마트폰 등 신규 IT 기기 등의 출현으로 스마트폰 등에서 기존 공인인증서 이용 기반을 그대로 이용하는데 일부 불편이 초래됨에 따라, 전자거래의 안전성을 고려하지 않고 이용 편의성만을 강조하여 공인인증서 의무 이용 규정을 완화하자는 주장이 제기되었다. 이에 국무총리실 주재로 행정안전부, 금융위원회, 방송통신위원회 등 관계 기관의 협의에 따라 전자금융거래에서 공인인증서와 ‘동등한 수준의 안전성’이 인정된 인증방법에 대해서는 이용을 허용하고 인증수단을 다양화하기 위한 가이드라인을 마련하기로 하였으며, 30만원 미만 소액결제시스템의 보안성 심사 절차를 개선해 나가기로 결정하였다. 이러한 결정은 전자금융 거래에서 공인인증서 이용을 폐지하자는 것은 아니며, 공인인증서를 포함한 안전하고 다양한 인증수단을 제공하여 이용자에게 인증 수단의 선택권을 주어야 한다는 것으로 해석되어야 할 것이다. 향후, 정부는 공인인증서 제도의 안전성 강화를 위해 보안토큰 보급 확대, 저장매체 개선 등에 노력해 나갈 것이다.

The research presents the implementation and improvement strategies of scientific methodologies and techniques in the audit criteria of KS certification. The paper discusses the establishment of management strategy and quality policy by the alignment of BSC or policy deployment, the effective handling methodologies of control plan based on SPC, and the traceability of calibration uncertainty and MSA, etc.

지리적 표시는 지리적 출처를 나타내기 위해 상품에 대해 사용되는 표지를 의미하는데, 이는 품질 중립적 지리적 출처표시와 품질관련 지리적 출처표시로 분류할 수 있다. 품질관련 지리적 출처표시는 원산지명칭(appellations of origin)이라고 한다. 지리적 표시 단체표장이란 지리적 표시를 사용할 수 있는 상품을 생산·제조 또는 가공하는 것을 업으로 영위하는 자만으로 구성된 법인이 직접 사용하거나 그 감독하에 있는 소속단체원으로 하여금 자기 영업에 관한 상품에 사용하게 하기 위한 단체표장을 말한다. 여기에서 "지리적 표시"란 "상품의 특정 품질·명성 또는 그 밖의 특성이 본질적으로 특정 지역에서 비롯된 경우에 그 지역에서 생산·제조 또는 가공된 상품임을 나타내는 표시"를 뜻한다. 그리고 "단체표장"이란 "상품을 생산·제조·가공·증명 또는 판매하는 것 등을 업으로 영위하는 자나 서비스업을 영위하는 자가 공동으로 설립한 법인이 직접 사용하거나 그 감독하에 있는 소속단체원으로 하여금 자기 영업에 관한 상품 또는 서비스업에 사용하게 하기 위한 표장"을 의미한다. 한미 FTA가 타결됨에 따라 향후 우리나라에 증명표장이 도입될 가능성을 고려하여 본고에서는 지리적 단체표장을 지리적 증명표장과 비교하여 논의하기로 한다. 본고에서는 이 목적을 위하여 다자간 국제조약 및 양자간 자유무역협정상 지리적 표시의 보호 및 미국과 유럽의 지리적 단체표장 및 지리적 증명표장에 대해 설명하기로 한다. 그런 다음 우리나라법제 하에서 증명표장제도 도입에 따른 상표법에 따른 지리적 표시의 보호와 농산물품질관리법 및 수산물품질관리법상 지리적 표시의 보호 상호간의 관계를 재정립하고자 한다.

This study conducted with following step. Firstly, preceding research, the literature and investigation analysis about process approach method which is the special characteristics of ISO/TS 16949 standard. Secondly, each process of ISO/TS 16949 standard is classified and deduced the key performance indicators followed process access method. Finally, get a enterprise survey data related to improvement of Performance Indicator and analyzed by SPSS statistical software.

한국의 농업분야에는 여러 가지 인증제도가 존재한다. 그 예로 유기농산물 인증, GAP인증, KPGI인증, TOP푸르트/TOP라이스 인증 등이 있다. 이러한 인증제도는 소비자에게 안전하고 고품질의 농산물을 보장하기 위해 시행되었다. 하지만 각 인증제도가 명확한 목적을 보유함에도 불구하고 이러한 인증제도들이 소비자에게 관련정보를 수반하는데 성공적이지 못하다는 평가를 받고 있다. 그 이유로는 현존하는 몇몇의 인증제도가 오히려 소비자들을 혼란스럽게 하고 있다는 것이다. 그리고 각각의 인증제도를 별도로 유지하고 홍보하는 것은 더 많은 비용을 발생시킨다. 이 연구에서는 여러 인증제도를 활용하여 이러한 문제를 해결하고자 하는데 그 목적을 두고 있다.

유비쿼터스 환경에서는 모든 사물이 소통할 수 있는 환경이기 때문에 사물과 사물 사이, 사물과 사람 사이, 사람과 사람 사이의 진정성을 확보할 수 있는 수단이 필요하며, 이를 위하여 종래의 단편적 서비스에 머무르고 있는 인증기능을 통합적으로 관리할 필요가 있다. 따라서 인증서비스는 인증에 필요한 인증대상, 등록(대행)기관, 인증서비스제공기관, 인증을 검증해주기 위한 검증기관, 인증서비스제공기관의 인증서비스를 평가하기 위한 제3의 기관이 요구된다. 나아가 이러한 인증서비스의 전 과정에 걸친 업무의 투명성, 진정성, 안정성 등에 대한 관리․감독 및 정책을 수립․수행하기 위한 관리감독기관의 설립이 필요하다. 한편 기기인증모델의 경우에 인증기관이 등록(대행)기관을 통하여 인증수단을 발급하거나 직접 인증수단을 발급할 경우에 어느 경우에나 허위 혹은 부정확한 인증수단이 발급됨으로 인하여 인증수단을 발급받은 자나 그와 법률행위를 함으로써 손해를 입은 경우에는 그에 대한 손해를 배상할 책임을진다. 인증수단의 발급 사무를 기기의 제조업체에서 수행하는 경우에 발급되는 인증서 자체에 문제가 발생한 경우에는 인증기관이, 발급과정에 문제가 발생한 경우에는 제조업체가 책임을 지게 된다. 더불어 종래 전자서명법에 규정되어 있는 공인인증기관에 한하여 인정되는 형식적 증거력의 인정 규정을 개정하여, 다양한 인증수단에 형식적 증거력이 부여되도록 하는 형태로 수정할 필요가 있다.

In the policy management system of the safety&health(same as the environment and the quality), the documentation of the management system is required in various international standards & guides. In case of 3 level classification of the system documents, it generally will be identified such name as the manual, the procedure(or the process) and the job instruction. Each level of the document has the unique role and usage though, the job instructions, especially, would be developed to support the practical job worker. Considering such document level, the job instructions should be reflect the latest know-how of the job-handling methods. And that, it should be used at any times by the related job worker. This paper is prepared for surveying the actual usage status of the job instructions of the domestic enterprises holding ISO certificate and trying to suggest the better way of application of the system documents.

The present management of the domestic and international advanced enterprises is transferring the systems and the regulations to the prevention system management. Expecially, KOSHA (Korea Occupational Safety & Health Agency) in Korea has supported to set up the OSHMS (Occupational Safety & Health Management System) by KOSHA 18001 since 1997. But small & medium enterprises (SMS) have many difficulties to set up the OSHMS because of limited natural and human resources. Therefore, this study is developed and proposed the certification standard of an OSHMS for SMS based on the case study on advanced countries, actual conditions of SMS in Korea, and opinion of specialists.

Recently, It is becoming the big issue internationally where the safety problem of the industrial product including the foodstuffs. This is conformity assessment. In the many countries, agencies entrusted government authority do conformity assessment. Specially, `certification ' in one form of conformity assessment process is operating a certification system at the government and the non-government body in Korea. Also non-government certification is fixed by trusted system from consumer. He has to prepare a competitive power in liberalization time, so need the countermeasure urgently. This study purpose that develops strategy so as to activating of non-government certification system in gist of the origination called ‘self-control’.We present activation strategies using SWOT/AHP analysis.

초 록 현재 우리나라는 1997년 7월부터 KOSHA18001 인증제도를 운영하여 사업장의 안전보건경영시스템 구축을 지원하고 있다. 그러나 사업장 규모에 따라 그 수준이 현저하게 차이가 있을 뿐만 아니라 안전보건경영시스템의 평가기준이 복잡하고, 어렵기 때문에 담당자들이 시스템 인식에 어려움을 겪고 있다. 특히, 중소규모 사업장은 한정된 자원과 인력으로 자율안전보건경영체제를 구축하기에는 더욱 어려움이 크다. 따라서 본 연구에서는 국내 중소규모 사업장의 자율안전보건경영체제 구축을 지원하기 위해 선진국의 안전보건경영 관련 사례와 국내 사업장의 의견을 바탕으로, 중소규모 사업장용 안전보건경영시스템 인증기준(안)을 개발하였다.

어린이 먹거리 안전관리 사업의 일환으로 어린이 식품 품질인증제도 연구를 수행하였다. 이 중 어린이 눈높이에 맞는 친숙한 브랜드 이미지 구축을 통하여 식품자체의 안전성을 확보함과 동시에 어린이에게 올바른 식품선택기준과 기회를 제공하기 위한 품질 인증마크를 개발하였다. 눈높이는 8~13세의 초등학생으로 하였고, “안전한 식품, 바른 영양, 건강한 어린이”라는 식약청 vision에 따라 로고 컨셉은 안심·미소, 인증·검증·보호, 건강으로 하였다. 명칭은 식약청내 공모를 통해 제안된「어린이용우수식품」, 「어린이안심식품」,「어린이우수식품」등 세 가지 안으로 하였으며, 명칭에 따라 총 36가지의 품질인증 로고시안을 제안하였다. 설문지는 이 중「어린이우수식품」으로 디자인된 12가지 시안으로 구성하였고, 초등학교 학부모(331명) 및 어린이(321명)를 대상으로 설문 조사를 실시하였다. 학부모와 어린이의 선호도를 종합한 결과 시안 8이 16.1%로 가장 높고, 시안 6(15.5%), 시안 3(14.0%) 순임을 알 수 있었다. 이러한 연구결과를 토대로 어린이 먹거리 안전성 확보 사업의 기반을 구축하여 어린이 기호식품에 대한 부모와 어린이의 선택권을 강화할 수 있으며, 바르고 안전한 식품을 선별하기 위한 검증으로 어린이 건강을 보호할 수 있을 것으로 사료된다.

In this study, we present the operation direction of efficient against non-government certification system through investigation and the analysis.
