This study is to investigate the degree of field awareness of how each provision of the Serious Disaster Punishment Act will affect accident prevention. As a result of conducting a survey of construction site workers, it was analyzed that construction site workers had a low sense of safety and did not voluntarily engage in safety activities. And it can be seen that they are taking a very passive position that it is efficient to implement safety under the supervision of the supervisor. Workers who need voluntary construction site safety activities are most aware of the situation at the site, but the problem was pointed out as “lack of procedures for listening to opinions and preparing improvement measures” for these problems. Future research is needed to see if this is a problem for individual workers or for those in charge of safety and health who do not correct it even though active opinions have been submitted.
The purpose of this study is to provide basic data to help ensure the safety and enhance industrial competitiveness of plant construction projects by analyzing the safety management status of, mainly, chemical engineering plant construction projects, and proposing specific measures and models to reduce human/educational, technical/systemic, institutional disasters. This study was done using literature research and case study/empirical study methods. The results of this study are summarized as follows. First, we classified the major disasters from the quarterly released ‘major diaster cases in construction business’from Korea Occupational Safety and Health Agency according to the type of construction and presented the causes and prevention measures.
Recently, industrial accidents rate has been gradually decreasing due to the development of safety management methods, but until now, the accident rate in the construction sector is higher than other industries. Large-scale construction sites are operating systematic safety systems to reduce industrial accidents. However, small and medium sized construction sites do not have systematic safety system and lack safety management ability, so that disaster is not reduced compared with large scale construction site. As a result, disaster prevention technology instruction system has been implemented to reduce the disasters of small and medium scale construction sites. However, in the case of a small construction site less than 2 billion won, there is little decrease in the accident rate, and in some cases, the accident rate increases. After the technical guidance system has been implemented, it is necessary to identify the performance and problems of implementation and to improve its effectiveness. In this study, we suggest the improvement plan to improve the efficiency of the technical guidance system by analyzing the problems and actual conditions of technical guidance operation in small and medium sized construction work sites.

For this study, we analyzed the published researches in the last 11 years about construction safety, and addressed annual trends and research topics for a lot of construction safety research. And the future prospects of construction safety research were analyzed with the latest news articles.
This study empirically examines how much effect levels of fatigue and stress of a construction worker have on disaster risks from the perspective of human factors concerning construction disaster risks. To achieve the purpose of this study, a survey was conducted with respect to construction workers working at large construction sites within the metropolitan area. The retrieved survey data were analyzed by using the statistical software programs, SPSS 18.0 and AMOS 8.0. The results of this study do not definitively lead to the conclusion that the level of fatigue or stress of construction workers result in disaster risks. However, it does show that the results vary depending upon the individual approach and treatment of stress and fatigue. In particular, this study revealed that disaster risk levels could increase through unsafe behavior intentions which were established as a mediator variable. Also, with respect to unsafe behavior intentions of construction workers leading to disaster risks, when examining the results that the level of mental fatigue, occupational stress and social-psychological stress of construction workers had a greater significant effect than the level of physical fatigue, this study demonstrates the importance of psychological and mental issues that could be easily overlooked with respect manual labor workers.
With a view to analyzing the influential factors and their prioritization in association with the loss from construction disasters, this study has presented relative weighted value and importance for each category of loss by making a systematic classification of costs for non-insured categories (indirect costs) and conducting AHP analysis based on results of a survey of specialists. Through the study, first, I have divided the larger classification of loss factors into human loss factor, financial loss factor, special cost factor, and managerial loss factor, and, second, have presented prioritization of loss categories by allotting scores based on weighted values after calculating weighted value through pairwise comparison of loss levels. Based on these results of the study, we should be able to qualitatively calculate the loss costs that construction disasters inflict on business, promote rational decision-making and efficiency in spending related to a disaster, and compare it against safety investment designed to reduce disaster loss from the perspective of business strategy.
The disaster and safety accidents in any construction site occur inevitably. Since the on-site disaster and accident occurrence became one of major concerning factors in construction site, architects & building executers have been flooded with safety management advices. The purpose of this paper is to survey and analyze the effect of the application of Safety Patrol Management System(SPMS) upon the reduction of disaster & accident occurrences in construction site. In order to estimate and reduce the disaster and accident ratio in construction site, various surveyed data has been analysed. It will establish the suitable design standards and suggest the basic database for estimating disaster and accident ratio.
On this study, we extracted pending problem and controversial point from management of disaster such as terror for domestic massive performance and then, investigated countermeasure plan against disaster for massive performance through comparison and analysis between anti-disaster strategy of Korea and U.S. U.S are conducting security system actively for passenger of major facilities such as public institution. Accordingly, On this study, through analyzing of latest terror attacks in U.S and disaster risk in the nation, we analyzed in detail countermeasure plan classified as legislation, operation of security system, instilling a sense. As the result of this analyzing, using by flow-chart, we suggested domestic optimized disaster management system for massive performance. Consequently, we propose to establish systematized disaster management system such as preliminary survey of disaster influence for massive performance.

Therefore, this study analyzes the causes of accidents that occurred on construction sites in the year of 2007, and proposes preventive measures. The construction industry had a heavy death rate with 279 out of 418 deaths from falls in all industrial sites, accounting for 66.7%. And the causation analysis found a particularly high incidence of temporary structure-related accidents, with falling off scaffolding as the most common cause of accidents. According to the causation analysis of fall-down accident cases, accidents induced by protrusion on construction sites are a big contributor resulting in the deaths of 312, accounting for 74.8%, which is deemed to be due to site disorderliness. And to remove floor protrusions and to secure workers' traffic line and safety, neat and thorough site arrangement is necessary. Against collision, efforts must be made to prevent equipment-pedestrian crashes on site, which necessarily requires emergency lamps, alarm bells, and safety poles and blocks to be installed, lighting systems to be improved, obstacles to be removed, site supervisors to be assigned to construction equipment works, and workers to be more intensely trained and supervised.

Smart-Phones are utilized in disaster management field because it can deliver disaster information to large population simultaneously and quickly, and provide accurate information through situation-based service using the LBS(Location Based Service). To study on the utilization of smart phone for disaster information collection and dissemination method, this study suggest a framework which connects smart phone by loading application for reporting disaster. The disaster monitoring and situation dissemination system framework using smart phone is composed of 4 parts. First, smart phone application enters image, video, voice and text information and location of the disaster. Second, the disaster report reception and situation dissemination server receives the information, save in the DB, and send through smart phone SMS. Third, store into disaster information database. Fourth, display the disaster report and management information on 2D GIS, support the decision making process in deciding whether to manage as disaster, and disaster management web service which disseminates situation.
The objectives of this research are to suggest the basic plans for earthquake data construction using data sharing platform, and to design the earthquake information contents based on stakeholder's needs. To strengthen the earthquake disaster response capacity, customized contents for public and local/central government use and specific sharing platform are developed. Finally, the step-by-step data sharing roadmap is suggested.
To minimize damage from disasters, various aspects of prevention, preparation, and response, etc. are being managed. A system that can share the identical disaster information based on prompt disaster management and prediction must be developed and constructed for integrated disaster management.
최근 건설산업은 소득수준의 향상, 산업구조의 고도화, 교육수준의 향상 등에 따라 청년층의 3D산업 진입기피, 기능 인력의 노령화 등의 이유로 인해 단순ㆍ기능인력 등 인력난이 심화되고 있다. 이로 인해 많은 건설현장에서는 부족한 노동력의 수급을 위해 외국인 근로자의 건설업으로의 유입은 꾸준히 증가하고 있다. 외국인 근로자가 증가함에 따라 언어 및 문화의 차이와 외국인들을 위한 안전교육 프로그램 부족 등 여러 이유로 인하여 산업재해가 많이 발생하고 있다. 외국인 근로자의 산업재해 증가에 따라 국내에서도 외국인 근로자들의 효율적인 안전 교육 및 관리 방안과 외국인 건설 근로자를 대상으로 연구가 이루어지고 있으나 실제 안전사고 예방에 필요한 재해발생 매커니즘 규명에 대한 연구는 전무한 실정이다.
본 연구에서는 건설 현장의 재해발생 매커니즘을 분석하기 위해 하인리히의 사고발생 연쇄성이론과 건설현장에서의 재해에 관한 개인적 사회적 요인들을 도출하기 위해 건설현장에서 발생한 사례 84건을 분석하고 이를 바탕으로 외국인 근로자 재해발생 매커니즘을 작성하였다. 본 연구의 결과는 건설현장에서 발생할 수 있는 재해분석의 자료의 활용이 되고 더 나아가 외국인 근로자의 안전교육 및 안전관리에 활용될 수 있을 것으로 기대된다.
본 연구에서는 도심지 토사재해로부터 안전한 삶과 방재환경 확보 차원에서 토사재해 발생시 인명피해를 최소화하고 도시기능을 신속하게 복구할 수 있는 통합관리시스템 및 개발될 방어기술의 성능검증 및 적용성 평가를 위한 실증단지 구축 방안에 대하여 검토하였다. 추가적으로 여러 가지 토사재해 방어기술 중 산지에서 인근 도심지의 주요건물로 유입되는 토석류를 막기 위해 토석류의 강도와 피해에 적합하게 대응할 수 있는 가변형 토석류차단벽을 설계하였다. 최근 기후변화와 관련하여 집중호우로 인한 산사태 발생 빈도가 증가하고 있으며, 도심지에서의 토사재해는 막대한 재산피해 및 사망, 실종, 부상 등 인명피해가 속출하고 있다. 피해를 방지하기 위하여 여러 방어시설물과 관련 시스템이 개발되고 있으나 연구 성과물에 대한 검증 및 관리가 부실하여 실용화가 매우 저조한 실정이다. 이로 인해 연구 결과에 대한 객관적인 성능검증과 적용성 평가의 필요성이 부각되고 있다. 본 연구는 요소기술의 적용성을 평가하기 위한 실증단지를 구축함으로 개발된 기술들의 연계-통합에 의한 통합관리시스템 개발과 실용화에 기여할 수 있을 것으로 판단된다.
