        This study attempted to analyze the comparative advantage in terms of disaster safety costs in verifying the effectiveness and economic feasibility of the high-performance water-bulwark system in the pole tunnel, which was recently promoted as a part of the acceleration of vehicles. The tunnel to be analyzed was divided into a short tunnel(Anyang, Cheonggye) and a long tunnel(Suraksan, Sapaesan). As a result, it was analyzed that 25% of the improvement effect would occur if one lane was secured by applying the Water-Bulwark System. It was analyzed that this is because the time value cost, which accounts for a large proportion of the traffic congestion cost of short tunnels and pole tunnels, differs depending on the congestion time and traffic volume, not the length of the tunnel.

        공동주택 방화문의 화재성능 결함으로 인하여 하자소송이 확대되고, 화재발생 시 치명적일수 있다. 그러나 현행 법령은 이에대한 대책이 소홀한 편이다. 본 연구에서는 방화문의 결함과 특성 등을 잘 반영하고 있는 『강제창호 제작・품 질검수 매뉴얼』과 LH 설계・시방서 개정작업에서 드러난 문제점들에 대한 개 선방안을 제시하고자 한다. 방화문의 적정단가를 산정하고 내용연수를 합리적 으로 조정하며 3단계 점검시스템 등 관련규정을 신설 운영한다면, 방화문 품질 성능 향상과 화재시 입주민 보호에 크게 기여할 것으로 판단된다.

        콘크리트 구조물은 시간이 경과함에 따라 Steel Re-bar 부식 등이 원인이 되어 주요 구조부재의 내력이 저하된다. 이 를 방지하기 위해 아연도금, 에폭시 코팅, 피복두께 증가 등의 방법이 사용되지만 근본적인 문제가 해결되지 않는다. 최근 들어 Steel Re-bar를 대체할 복합섬유에 대한 연구가 활발히 수행된다. CFRP Re-bar는 경량이며 고강도이고 내식성이 우수하다. Steel Re-bar의 임계온도는 538℃인 반면 CFRP Re-bar의 임계온도는 250℃로 화재에 취약하다. 따라서 건설현장에 적용하기 위한 내 화피복 방안이 필요하다. 본 연구에서는 콘크리트 피복두께(40, 60, 80mm), SFRM(0, 15, 30mm)두께를 변수로 CFRP Re-bar가 배 근된 표준화재 3시간 노출된 콘크리트 기둥 단면의 온도분포를 확인하고, 온도상승에 따른 소재 강도 감소를 고려하여 P-M상관 도를 도출하였다. 이를 통해 건설현장에 CFRP Re-bar를 사용하기 위한 내화피복 두께를 제안하고자 한다. 1시간 내화성능을 만 족하기 위해 콘크리트 피복두께가 60mm 필요하며, 2시간은 80mm가 필요하다. SFRM 15mm를 도포하면 400×400 단면의 경우 2 시간, 600×600과 800×800 단면의 경우 3시간 내화성능을 만족한다.

        A two-hour fire-resistance PC hollow slab for residential use was developed to secure structural and fire-resistance performance and to be applied to the general building and apartment housing markets. Compared to the existing hollow slab, in order to secure the same or better structural performance and economic feasibility by reducing the quantity, it was attempted to secure the fire resistance performance by reducing the concrete filling rate in the cross section and adjusting the thickness of the upper and lower flanges by optimizing the hollow shape in the cross section of the slab. For structural performance evaluation, experiments were performed on PC hollow slabs by varying the member thickness and the presence or absence of overlaid concrete, and all of the experimental results showed that the design strength was sufficiently exhibited and that stability during construction was possible. The developed synthetic PC hollow slab has secured fire resistance and residential performance so that it can be applied to all buildings, and it is intended to be immediately applied to the field.

        South Korea has been storing UNF in spent fuel pool dry storage facility within Nuclear Power Plants. The dry storage facility of used nuclear fuel (UNF) is essential to sustain safety and sustain stable operation of a nuclear power plant. Most abroad countries have attempted to develop a variety of dry storage facility for used nuclear fuel in order to retain the safe restoration. Many studies have been conducting to safety evaluation for the dry storage facility. However, there is not a ventilation evaluation in the wake of fire event that could influence of the thermal effect on the dry storage facility, even though it will likely to occur fire events such as wildfire, air craft crash. In practice, it happened to catastrophic disaster due to the wild fire adjacent to ul-jin mountain. Also, it happened to fire accident near to the Japonia NPP in Ukraine territory caused of military air plane missile. It has not mostly been studied on the ventilation evaluation considered to thermal safety in the dry storage facility excepted for some researches. It could need the mechanical ventilation systems such as HVAC system in the dry storage system, so that thermal effect can be reduced. In this study, we conducted to the ventilation control modelling by using fire modelling tool (Fire Dynamic Simulator v.6.7). The ventilation scenarios made up for 3 case that can compare flowrate variation with ventilation control. As a result of modelling, there is no differentiation between ventilation control using performance curve with not using performance curve even though the pressure fluctuation would be increased, compared with the case of considering performance curve. Second, it evaluated that the mode for fraction control would occur to pressure rise in the state of controlling the ventilation system flowrate. However, sensitivity of flowrate control was more decreased below less than 5 seconds. Third, in the case of on/off control system revealed more higher resolution than other cases caused by flowrate variation. These results could be considered as the design guidelines for the development dry storage facility to improve the thermal performance that can reduce thermal risk. Furthermore, the study results would expect HVAC system installed in dry storage to help automatic ventilation control relevant to dry storage safety increased.

        When a loss of coolant accident which causes a partial or a full drainage in the SFP would happen, Zircaloy-4 spent fuel cladding begin to react with high temperature air, and the heat generates by exothermic reaction between Zircaloy-4 cladding and surrounding air. Due to the heat, the ignition may occur in the surface of Zircaloy-4 cladding. If the Zr-fire phenomenon occurs during the accident in a SFP, the spent fuel cladding and pellets would be severely fragmented and powdered and it may bring about a massive release of radioactive source terms. Therefore, it is crucial to prevent the zirconium fire phenomenon for the spent fuel pool safety. However, a main cause to trigger the zirconium fire was not identified. In order to identify a possible mechanism of the Zr-fire phenomenon, OECD-NEA SFP Project I, II was initiated. In this paper, we reviewed the Zr-fire phenomenon which may occur in the spent fuel pool for complete loss of coolant accident scenario. The Spent Fuel Pool Project (hereinafter SFP project) is the experimental program to investigate the phenomena of spent fuel pool complete loss of coolant accident using a 17×17 PWR fuel assembly. In this section, the zirconium fire phenomenon which was observed from the SFP project is briefly investigated. This paper presented the fuel assembly temperature (i.e. zirconium alloy cladding temperature) and oxygen concentration profile of the SFP project phase-1 ignition test. At around 12.7 hour, the temperature abruptly increased and the oxygen concentration also dramatically decreased. This abrupt temperature escalation is the zirconium fire phenomenon. In order to investigate the mechanism of this zirconium fire phenomenon, behaviors of both temperature and oxygen concentration were fully compared. This paper reviewed the results of OECD-NEA SFP project experiment and then a mechanism of Zr-fire phenomenon was dscussed. It seems that the Zr-fire phenomenon might be a consequence of thermal mismatch between heat generation and dissipation. A large amount of heat might be generated by the air oxidation of Zircaloy-4 spent cladding immediately after the kinetic transition which is a breakaway phenomenon. This paper discussed the relationship between the breakaway phenomenon and the Zr-fire phenomenon in case of air oxidation of Zircaloy-4 spent cladding. This paper presents preliminary findings on the Zr-fire phenomenon from the open experiment data of the prototypic spent fuel severe accident scenario. These findings would enhance the understanding of Zircaloy-4 spent cladding air oxidation and severe accident scenario progression in a SFP.

        이 논문은 정적 재하상태에 있는 무피복 강합성보와 내화피복을 적용한 강합성보를 대상으로 화재 시 내부 온도 및 수직처짐에 대 한 내화피복의 영향을 평가한 결과를 제시한다. 열응력해석을 위한 화재하중으로는 American Society for Testing and Materials E119 의 표준화재곡선을 사용했으며, 강재거더 표면에 부착하는 내화재료의 방화효과를 구현하기 위해 외기에서 강합성보로 전달되는 열 의 전달계수를 감소시켰다. 실규모 무피복 강합성보에 대한 구조화재실험에서 내부 온도분포와 수직처짐을 측정하였고 실험 결과와 의 비교를 통해 비선형 구조화재해석 결과의 타당성을 검증하였다. 내화피복이 적용된 강합성보의 구조화재해석 결과로부터 강재거 더 표면에 내화재를 적용할 경우 동일 화재 조건에서 무피복 강합성보에 비해 내부 온도와 수직처짐이 감소함을 알 수 있었다. 또한 열 전달계수의 변화에 따른 열응력 응답으로부터 화재 시 강합성보의 온도 및 구조거동에 대한 내화피복의 영향을 제시하였다.

        본 연구의 목적은 간부의 코칭리더십과 실무자의 임파워먼트가 조직시민행동 에 미치는 영향을 실증적으로 분석하여 조직 발전의 기초자료를 제공하는 데 있 다. 이러한 목적을 달성하기 위해 전국 5개 시·도 소방공무원 중에서 실무자를 모집단으로 선정한 후 임의표본추출법을 이용, 2021년 8월 25일부터 10일간 온 라인으로 설문을 시행하여 최종 472부를 연구에 활용하였다. 분석 방법은 빈도 분석, 기술통계 분석, 구조방정식모형 분석을 사용하였다. 연구 결과는 다음과 같다. 첫째, 코칭리더십은 조직시민행동에 직접적인 영향 을 미치고 있고, 조직몰입을 매개로 간접적인 영향도 미치므로 부분매개효과를 가진다고 할 수 있다. 둘째, 임파워먼트는 조직시민행동에 직접적인 영향은 미 치지 않으나, 조직몰입을 매개로 간접적으로만 영향을 미치는 것으로 나타나서 완전매개효과가 있는 것으로 분석되었다. 결론적으로 소방 조직의 발전과 성장을 위해서는 간부의 코칭리더십과 실무 자의 임파워먼트가 필요하다. 따라서 조직 내에 전문 코치 배치 또는 양성, 소방 교육기관의 코칭리더십 교육과 코치양성 프로그램 개발 등을 제안한다.

        High-risk microbial pathogens are handled in a biosafety laboratory. After experiments, the pathogens may remain as contaminants. To safely manage a biosafety laboratory, disinfection of microbial contaminants is necessary. This study was carried out to evaluate the effect of UV-C irradiation for the disinfection of a high-risk plant pathogenic bacterium Erwinia amylovora in a laboratory setting. For the test, the bacterium (8.7 × 106 CFU/ml) was embedded on the surface of PDA and placed on the work surface in a biosafety cabinet (Class 2 Type A1), and on the three different surfaces of the laboratory bench, laboratory bench shelf, and the floor which were positioned in a straight line from the UV lamp installed in the ceiling of the biosafety laboratory (BSL 2 class). UV-C irradiation was administered for 10min, 30min, 1 hr, 2hr, 3 hr, and 4hr, respectively. The reduction rate of bacteria ranged from 95% to 99% in regard to 10 min irradiation, from 97% to 99% in regard to 30 min irradiation, from 99.8% to 99.9% in regard to 1 hr irradiation, and higher than 99.99% in regard to 2 hr irradiation. The bacterium was completely inactivated after 3 hr irradiation. A similar UV-C irradiation effect was obtained when the bacterium was placed at a distance of 1 m from the three different surface points. Bacterial reduction by UV-C irradiation was not significantly different among the three different surface points.

        The purpose of this study is to compare and analyze the flame retardant performance of Japanese cypress(Chamaecyparis obtusa) plywood, commonly used in indoor decoration, furniture, and tableware, by treating it with three different fire retardants with different primary ingredients. The experiment was conducted in compliance with Article 31, Paragraph 2 of the Enforcement Decree of the Fire Facilities Installation and Management Act and Articles 4 and 7-2 of the Flame Retardant Performance Standards. After flame time, after glow time, char length, and char area were measured. As a result, first, after flame time was measured at 0 seconds regardless of whether the flame retardant treatment was applied. Second, after glow time was relatively long, measuring 22.7 seconds without treatment, which is likely due to the weak fire resistance and high concentration of carbon monoxide generated by the chemical characteristics of the Japanese cypress itself. Third, it was confirmed that the effects of the primary ingredient, phosphorus, in the flame retardant treatment varied depending on the technological development of the manufacturers of the same species of Japanese cypress plywood. In the future, it is expected that the results of this study will provide fundamental data to select flame retardant treatments that show high flame retardant performance according to the botanical characteristics of the wood.
