        PURPOSES: This study identifies the policy changes in road infrastructure over the last 30 years, and rates user satisfaction using opinion mining techniques. METHODS: First, we collected a text data set of the keyword 'road transport services' from media articles published between January 1, 1990 and June 10, 2019 that were managed by the Korea Press Foundation. Next word frequencies were analyzed to extract keywords relating to important policy issues. Moreover, to ensure changes in user satisfaction level with the road infrastructure, sentimental analysis was used. RESULTS : The results indicate that policy issues changed significantly every 5 years. Public opinion on newly introduced advanced technology in road transportation was generally positive, and user satisfaction gradually increased with time. CONCLUSIONS: Prior to the implementation of new technologies in road transport services, public opinion must be surveyed to ensure that the mobility policies are convenient and satisfactory.

        The concept of carsharing involves sharing a small number of reserved cars to be used individually by a larger number of people as required. This study examines the operating parameters of one-way carsharing systems in order to determine the appropriate operating conditions that minimizes the lost sales rate. Five operating parameters are tested in this study: the number of stations, the average number of vehicles per station, the rate of one-way trip, the average number of staffs per station, and the relocation policy. The performance of round-trip carsharing systems is also compared to that of one-way carsharing systems. A simulation model is developed and simulations are performed to determine the appropriate combination of operating parameter and levels. The simulation results show that the average number of vehicles per station is the most critical parameter. Other key findings obtained from this research are as follows. First, applying the appropriate relocation policy to one-way carsharing systems can allow more customers to rent vehicles than the traditional round-trip carsharing systems. Second, the appropriate relocation policy should be selected based on the average number of vehicles per station in order to minimize the lost sales rate. Third, the number of stations does not affect the lost sales rate. This study findings will provide tools to understand impact of the carsharing system parameters on the efficiency of the carsharing operations.

        The purpose of this study is to point out the problems of Korean language policy and education through some phenomena of variation and change in Korean language, and to show how they should go in the future. Since language policy and education are directly related to the status of language, in Chapter 2 we outline the current status and situation of Korean. In Chapter 3, we examine some of the variations and changes in Korean language, which are highly interesting from a social perspective. Based on these results, in Chapter 4, we present the direction of Korean policy and education as ‘rich and just Korean’. So far, the key direction of policy and education for the Korean language has been ‘window-dressing language policy’ and ‘window-dressing language education’. They have attempted to refine Korean by simplifying and abstracting the various language facts and disregarding of the elements that seemed not to be beautiful. The language policy and education caught up in the ‘beautiful Korean’ obsession have lasted for decades in Korean. Now Korean speakers should be liberated from ‘beautiful and pure Korean’ ideology. We should pay more attention to local dialects, North Korean words, slang and buzzwords, and net languages. We need to accept new concepts through contact with other languages. With its diversity, richness, and political correctness, Korean will be able to keep its place firmly in the strong waves of English and grow into an important language of the world.

        Aimed at determining whether China’s active carbon emission reduction policy can respond to the threat of carbon tariff of the USA, this study proposed two kinds of carbon tax schemes for the USA and China, same carbon tax policy and a differential carbon tax policy. Four scenarios are set: the USA only charging carbon tax on domestic products; the USA charging carbon tax on domestic products and carbon tariff on imported products from China; the USA and China taking the same carbon tax policy on domestic products; the USA and China taking the differential carbon tax policy on their domestic products. Global Trade Analysis Project Energy model is applied to discuss whether China’s active measure to reduce carbon emissions can be an effective solution to the threat of carbon tariff of the USA. The research results show that China’s active measure of the same carbon tax policy as the USA is not effective to cope with carbon tariff of the USA. However, it is an effective measure to take a differential carbon tax policy. The specific policy implications of the study are discussed in conclusion.

        중소기업 분야는 산업사회와 정책 변화에 기인하여 관련 연구들이 증가하는 추세를 보이고 있기 때문에 정책과의 연계성이 비교적 높은 편이라고 할 수 있다. 본 연구에서는 이를 전제로 중소기업 기술혁신정책 관련 학술연구의 연구동향을 분석하고, 중소기업 기술혁신정책과의 상호관계를 살펴보았다. 분석 결과에 따르면 시간이 지남에 따라 학술연구와 정책간의 주제적 유사성이 높아지고 있었다. 이를 통해 해당 시기의 정책을 학술적 관점에서 검증하는 연구가 증가하고 있다는 것과 정부주도정책으로 인해 정책적 이슈가 학술연구에 영향을 미치고 있음을 알 수 있었다. 또한, 학술연구와 정책간의 시간차가 존재하는 연주주제가 나타났으며, 해당 정책이 시행되는 시기에 학술연구가 이전연도에 비해 증가하는 경향이 있다는 것을 확인하였다. 연구 결과는 향후 발표될 ‘중소기업 기술혁신 5개년 계획(2019~2023)’의 수립에 있어 주요 논의사항을 파악하고 방향성을 설정하는데 기여하고, 증거 기반 정책 설계의 가능성을 보여줄 수 있을 것으로 예상된다.

        The purpose of this study is to improve effectiveness of Korea’s Official Development Assistance (ODA) provided to developing countries. To do this, we analyze the efficiency of ODA provided to 38 recipient countries by Korea through data envelope analysis method. The effects of four factors including population, GDP, economic decline and poverty, and external intervention on efficiency are also investigated by utilizing tobit regression analysis. As a result of the DEA efficiency analysis, it is found that the average efficiency score of the total is about 59%. By region, the average efficiency score of Asia, Africa, Central and South America, and the East and CIS (Commonwealth of Independent States) are about 42%, 68%, 70%, and 74%, respectively. It indicates that the Asian countries are inefficient compared to countries of the other regions. It is also found that factors of population, GDP, economic decline and poverty, and external intervention have statistically significant effects on efficiency at 0.01 significance level. In the case of the population, the higher the population of the recipient country, the more negative (-) effect is on the efficiency. The other factors such as GDP, economic decline and poverty, and external intervention have positive effects on the efficiency.

        본 연구는 정부에서 시행한 종자산업육성정책이 농가 조수입에 어떠한 영향을 미쳤는지를 분석하기 위해 딸기 작물의 사례분석을 시도하였다. 딸기 작물의 종자육성정책의 결과물인 설향 재배와 이의 보급종 지원이 딸기농가의 조수입에 어떤 영향을 미쳤는지를 준모수적 분석방법인 성향점수 방법론과 모수적 분석방법인 생산함수 접근법 및 확률적 프론티어 접근법을 활용하여 분석하였다. 분석결과에 따르 면 설향재배로 인하여 농가조수입이 모두 증가하여 종자산업육성정책의 효과를 계측할 수 있었다. 그러나 보급종 수혜 자체는 그 효과가 미약한 것으로 나타났다.

        다양하게 변화하는 재난양태와 기후변화로 인한 빈번한 재난발생뿐 아니라 생활수준 향상 등의 이유로 재난안전에 대한 국민적 관심이 증대되고 있다. 이와 연계하여 재난안전 산업에 대한 요구도 증가하고 있다. 그 동안 다양한 재난안전산업 육성 및 활성화 정책이 수립되었지만, 국가주도의 정책이 대부분이었고, 민간분야와 국민관심도가 반영된 정책은 부재한 상황이다. 따라서 본 연구에서는 국민관심도를 고려한 재난안전산업 육성방안 수립을 위하여 소셜미디어 분석을 활용하는 방안을 제안하고자 하였다. 재난안전분야의 국민관심도를 분석하기 위하여 최근 3년간의 소셜미디어를 대상으로 분석을 실시하였다. 분석 결과, 국민은 실제 발생했던 재난에 대한 내용, 즉각적으로 실생활에서 필요한 분야에 대해 관심도가 높은 것으로 나타났다. 또한 실제로 경주 지진발생 당시 재난 관련 소셜데이터가 급증하는 것으로 나타났고, 뉴스에서는 피해상황 등에 관한 내용이 많은 반면, 트위터와 블로그에서는 구호물품, 대피요령 등에 관한 내용이 주를 이루고 있는 것을 확인하였다. 본 연구의 결과로 국민적 관심도를 분석하기 위한 방법으로 소셜미디어 활용방안에 대한 가능성을 확인하였고, 재난안전산업의 민간분야 확산 차원에서 국민관심도를 반영한 재난안전산업 정책 수립방안을 제안한다.

        Entering the New-normal era, China has defined the start-up as a driving force for sustainable economic development. China's start-up support policy, represented by "makers", is now China's biggest issue. China has established a society based on makers and presented a new development model that enables socially diverse economic communities to continuously develop the Chinese economy. This paper intends to enhance the structural and in-depth understanding of “makers-based society” by analyzing the socially influential actors/keywords of China's makers policy. For this purpose, Big data related to makers were collected for data analysis and data mining and semantic network analysis were conducted. The results of the analysis are as follows: First, China's makers policies are steadily expanding and developing due to active government support and the enthusiasm of social entrepreneurship; Second, from the social point of view, the value of the start-up, the market orientation, and the regional support policy are important; Third, China has been actively developing and utilizing entrepreneurship-related curriculum, and it has been cultivating human resources suitable for start-up; Fourth, makers are an important platform for globalization of human resources in China as a driving force for sustainable development. It is also revealed that young people are building their own entrepreneurial ecosystem through their start-up and realizing their dreams.

        Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.

        This paper examines critical issues in the current dispute between Lone Star and South Korea regarding Lone Star’s investment in the Korea Exchange Bank that has culminated in an investor-State dispute claim against Korea before an International Centre for Settlement of Investment Disputes arbitration panel. It further evaluates the merits and potential outcomes of each issue through careful analogy to preexisting international investor-State dispute awards, textual analysis of the bilateral tax and investment treaties between South Korea and Belgium, and publically available information regarding events during the course of Lone Star’s investments in Korea. In particular, it will address well-covered topics in international investment law such as nationality of corporations, fair and equitable treatment, and discriminatory treatment. It will also investigate burgeoning topics on breach of domestic law by third parties, breach of domestic law in the course of an investment, and the rights of an investor to raise tax-based investment claims.

        T-50 인도네시아 수출은 정부의 정책목표를 구현하고 국내 방산업체들의 해외 수출활동을 촉진시키는 촉매제가 되었다. 방산수출은 국가의 위상을 높이고 경제적 이익을 창출하는 신성장 동력으로서 인정받게 되었으며 정부의 주요 정책 중 하나로 자리매김하였다. 본고는 T-50 인도네시아 수출 성공의 동인(動因)을 정책 네트워크의 관점에서 분석하여 효과적인 방산수출 정책방향을 제시하고자 한다. 정책네트워크 이론(Policy Network Theory)은 방산수출 지원정책을 수립하고 집행하는 과 정에서 각 정책행위자들의 속성과 그들 사이에서 이루어지는 상호작용이 어떤 산출물을 가져 왔는지를 분석하는 데에 유용성과 적실성을 갖았다. T-50 인도네시아 수출에 관한 정책네트 워크는 정책공동체(policy community) 유형으로서 다수의 정부부처와 이익집단인 방산업체, 그리고 연구기관의 전문가들이 공동의 정책목표 달성을 위해 상호 공감대를 형성하여 범정부 조직인 방산물자교역지원센터(KODITS)를 창설하고 이를 중심으로 행위자들이 공식⋅비공식 접촉을 지속하면서 수출 성공을 위한 전략을 모색하였다. 일부 주요 정책행위자 사이에 대 립과 갈등이 존재했으나, 다수의 행위자가 강한 협력의 관계를 형성함으로써 T-50 인도네시 아 수출을 위한 정책결정이 효과적으로 이루어질 수 있었고, 그것은 T-50 수출 성공의 중요 한 동인이 되었다. 시사점으로 협력적 상호작용에 의한 정책공동체 유형이 방산수출 지원정책의 목표 달성에 유용함을 고려, 미국에 대한 훈련기(T-X) 수출 등 대형 방산수출프로젝트 추진시 범정부차 원의 한시적 테스크포스(TF)를 운영할 필요가 있으며 TF에 참여한 기관들이 상호 협력의 관계를 강화할 수 있도록 기관장들간 정기적인 논의의 장 마련 등 제도⋅절차적 보완이 필요 함을 제시하였다.
