최근 인천, 부산 등 지자체를 중심으로 해사법원의 설치에 대해 논의 중이다. 본 연구의 목적은 통합 ELECTRE-CRITIC-ISM기법 기반 해양사고 발생건수를 이용하여 해사법원의 설치 우선순위 평가 모델을 개발하고, 우리나라 해사법원의 설치에 적용하여 유용성을 확인하기 위한 것이다. 이를 위해 먼저 31개의 무역항 중에서 해양사고 데이터가 통합 관리되는 9개의 무역항을 제외한 22개의 무역항을 대상으로 6개의 고등법원 관할에 매칭하였다. 두번째는 CRITIC법은 평가항목인 5년간의 해양사고 발생건수에 대하여 중요도를 산정하고 ELECTRE법과 결합하기 위해 이용되었다. 마지막으로 ELECTRE&ISM법은 해양사고 발생건수의 변동 폭을 고려한 고등법원 간 선호도 및 비선호도를 분석하고 우선순위를 평가하기 위해 이용되었다. 해양사고 발생건수의 변동 폭을 중간으로 고려하여 최종순위를 평가한 결과 부산고등법원이 1위, 광주고등법원은 2위, 서울고등법원 3위, 대전 및 대구고등법원은 4위, 수원고등법원은 6위로 우선순위가 높게 나타났다. 따라서 부산고등법원에 해사법원의 우선설치가 필요하다.

This study aims to present the differentiating factors of B2B salesperson competency through comparing the suppliers and buyers in Korean steel industry in their perception on the importance and priority of B2B salesperson competency. Based on previous studies, analysis on B2B salesperson competency has been analyzed using the B2B salesperson performance competency measure factors and appropriately reorganizing them for better application to the steel industry. The required performance competencies of B2B salesperson can be categorized into 3 different types, namely social exchange competency, advisory sales competency, and skill & knowledge competency. AHP analysis was performed for analyzing the relative importance of B2B salesperson competency based on the factors of previous studies, in which categorization of the aforementioned types had been done. As the result, first, it has been confirmed that there is a difference in 1st layer main factors between the supplier group and buyer group. The supplier group valued the advisory sales competency, while the buyer group valued skill & knowledge competency. Second, it has been proved that there is same result of relative importance in 2nd detailed factors between the supplier group and buyer group. Both group confirmed that customer member, identify customer needs and communication skill are very important factors. Third, as the result of analysis on the gap between B2B salesperson competency of the suppliers and buyers, the gap in the product knowledge and sales team member need improvement for buyer’s satisfaction according to overall results of relative importance and priority. The steel supplier was able to develop B2B salesperson competency according to the buyers’ needs based on the result of this study, and furthermore it is expected that this study will be able to contribute to increase in buyer competitiveness through differentiation in B2B salesperson competency.

In this study, through an AHP (Analytic Hierarchy Process) analysis, the internal construction project was designed to analyze the factors affecting the performance of the project and provide suggestions on the quality of communication. To carry out this study, a selection factor was selected by referring to AHP theory and existing prior research. AHP technique was used to collect weights after analysis, examine and analyze gaps. In the interior construction project, the most important factor among the factors influencing the quality of communication to the project performance was communication interaction. Among the sub-factors, accuracy of exchange of information and timeliness of communication were shown in the order of importance. Looking at the results of comprehensive analysis of the first and second layers, the accuracy of information exchange among the elements of communication quality was found to be the number 1 in weight. The timeliness of communication, which is ranked second, and communication that takes place at an appropriate time can lead to efficiency in shortening the project execution period by eliminating unnecessary work. And, Among the factors that affect communication quality, it was analyzed that communication method is not an important factor when compared to other factors. This study shows that quality of communication influences the performance of interior construction projects and provides suggestions for improving communication quality. And it has been confirmed that managing communication quality can act as an important issue that can improve business performance in project execution and production of results.

이 논문은 농업의 공익적 가치 확산의 일환으로 추진되고 있는 농업환경보전 프로그램의 성공적 도입을 위해 농업환경보전 실천기술 도입의 우선순위를 분석하고, 지역 환경에 적합한 맞춤형 농업환경보전 실천기술 패키지를 제시하는데 목적이 있다. 농업환경보전 실천기술은 토양·용수·대기 3개 분야, 9개의 세부분야, 30개의 실천기술로 이루어져 있다. 우선순위 분석을 위해 AHP와 BWS의 이점을 적절하게 사용하여, 3개 분야와 9개 세부분야는 AHP기법으로, 분야별 실천기술은 BWS기법으로 우선순위를 측정하여 연구의 차별성 및 완성도를 높였다. 또한, 실천기술 우선순위 평가를 위한 기준은 환경효과성과 기술적용의 용이성을 이용하였다. 우선순위 종합 평가결과, ‘토양검정 및 비료·가축분뇨 사용량 감축’ 활동이 가장 높은 우선순위를 가지는 것으로 평가되었다. 이러한 실천기술에 대한 우선순위 결과를 바탕으로 영농형태별 및 환경조건별 맞춤형 실천기술 패키지의 사례를 제시하였다.

The Port of Pyeong Taek is located on the west coast, meaning that the difference between the rise and fall of tide is great (flood tide 1.8 to 2.9 knots, ebb tide 1.6 to 2.9 knots). Due to mainly N~NW’ly strong winds & high waves during winter, navigating as well as loading & discharging vessels must focus on cargo handling. The strong tidal and wind forces in the Port of Pyeong Taek can push an LNG carrier away from its berth, which will end up causing forced disconnection between the vessel’s cargo line and shore-side loading arm. The primary consequence of this disconnection will be LNG leakage, which will lead to tremendous physical damage to the hull and shore-side equipment. In this study, the 125K LNG Moss Type ship docked at No. 1 Pier of the Pyeong Taek is observed, and the tension of the mooring line during cargo handling is calculated using a combination of wind and waves to determine effective mooring line and mooring line priority management. As a result if the wind direction is 90° to the left and right of the bow, it was found that line monitoring should be performed bearing special attention to the Fore Spring Line, Fore Breast Line, and Aft Spring Line.

본 연구는 Best-Worst Scaling(BWS)을 이용하여 캄보디아 농촌 지역의 고등학교 교사의 교육 원조 우선순위를 결정하는 것을 목표로 하였다. 공여국에 의한 농촌 개발과 교육 부문을 통합하는 개발전략을 수립할 때, 교육을 제공하는 교사의 교육원조 선호도 우선순위에 대한 이해가 선행되어야 한다. 본 연구에서는「기술직업교육 확대(항목 1)」,「현직 교사의 상 위학위 취득기회 확대(항목 2)」,「학교시설 건설 및 학습 기자재 제공(항목 3)」,「투명한 학교운영(항목 4)」,「빈곤 학생을 위한 재정적 지원(항목 5)」,「전문성을 키우는 교원교육(항목 6)」,「선진국 해외연수(항목 7)」,「교원 보수증대를 위한 재정적 지원(항목 8)」, 「선진화된 교과과정 개발(항목 9)」로 구성된 9가지 교육원조 항목을 선정하였다. 캄보디아 농촌지역 고등학교에 재직 중인 96명의 교사를 대상으로 BWS 설문조사를 한 결과, 상위 3개 우선순위는 항목 8, 항목 6, 항목 2였고, 가장 낮은 우선순위는 항목 7, 항목 9, 항목 5, 항목 6으로 나타났다. BWS 분석방법은 국제농업·농촌개발전략 수립에 필요한 수혜자의 원조 선호도 우선순위를 파악하는 데 유용하게 활용될 것으로 기대된다.

본 연구는 베이비부머 세대에 대한 사회적 관심이 높아짐에 따라 감성심리 기반의 자기계발, 자아실현과 같은 삶의 질적인 측면을 고려한 베이비부머 평생교육 요구 및 평생학습 지원에 대한 상대적 중요도를 파악하여 평생교육 지원 정책을 위한 시사점을 도출하고자 하였다. 베이비부머 세대를 위한 평생학습 지원의 최적 탐색을 위해 제1계층(상위기준) 2가지, 제2계층(세부기준) 6가지, 평가대안을 각각 5가지로 설정하였다. 제1계층에서는 어느 대안이 더 바람직한가의 문제인 ‘소망성’과 어느 대안이 더 실현가능한가의 문제인 ‘실현가능성’을 살펴보았고, 제2계층에서 ‘소망성’의 세부기준은 형평성, 대응성, 효율성으로 ‘실현가능성’의 세부기준은 재정적, 법·윤리적, 정치·행정적 실현가능성으로 각각 구분하여 설정하였다. 전문가 설문조사를 통해 베이비부머 정책 우선순위 분석을 실시한 결과 베이비부머 세대를 위한 평생학습 지원은 ‘소망성(어느 대안이 더 바람직한가)’ 보다 ‘실현가능성(어느 대안이 더 실현가능한가)’에 더 큰 우선순위를 두고 있는 것으로 나타났다. 세부 기준 6가지 중에서는 ‘평생실천활동’에 대한 우선순위가 높았으며, ‘평생학습활동’에 대한 5개 평가대안의 상대적 중요도에서는 ‘직업능력교육(0.377)’, ‘시민참여교육(0.181)’ 순으로, ‘평생실천활동’에 대해서는 ‘사회관계활동(0.200)’, ‘사회봉사활동(0.161)’ 순으로 높게 인식하고 있는 것으로 나타났다. 연구 결과는 평생교육 요구를 구체화, 세분화하고, 상대적 중요도를 파악하여, 본격적인 노년기 진입을 앞둔 베이비 부머 세대 평생학습 정책을 위한 기초자료 마련에 도움을 주었다는 점에서 의의가 있다.

In this paper, we identify risk factors that are likely to occur during the lifecycle of a new product development (NPD) project from the literatures, and identify the three objectives or three constraints that will ultimately be achieved for project success in the ICT industry : performance (scope/quality), schedule (time), and cost. Firstly, we interviewed the project experts to classify the risk factors according that the final project objectives are changeable based on scope/quality, time and cost budget constraints. Secondly, the survey for pairwise comparisons between the risk factors was asked to the project managers and members who had ever actually participated in the NPD projects of ICT industry to determine the priority ranks on relative importance using AHP (Analytic Hierarchy Process). The risk factors negatively affecting the goals of projects were analyzed by using the AHP respectively in four project stages during the life cycle of the project. The comparison of risk factors within each stage is a different approach unlike the literatures which have covered project’s overall risk assessment. There is an advantage that risk management can be effectively performed with priorities according to each stage from the start to the end of the project. In other words, it is necessary to identify what risk factors will occur in each stage, and to have ideas at each stage with the priorities so that they can be mitigated and eliminated before actual occurrence. As a result, risks on scope & quality changes were found to be the most important considerations for initiative stage of NPD projects in the ICT industry, whereas in the final stage, risks on schedule (time) changes were the most important priorities. Among the ICT industry product categories, ‘communication and broadcasting devices’ and ‘IT and communication based devices’ generally have a high priority in terms of risks on scope & quality changes when initiating the project. At the closing stage of the project, however, considering that schedule (time) changeable risk is getting higher, these products tend to target at B2B market rather than B2C because the new products must be delivered and launched in time as customer firm required.

Recently, with the increase in demand for big data analysis, related techniques and tools are being developed, which makes it possible to utilize data that was difficult to analyze by traditional methods. Topic modeling is a useful technique for deriving topics from a vast amount of text, and is often used in research on trends and predictions of academic research or science and technology. However, the topic derived from the topic modeling is a combination of words presented on the basis of the frequency and probability of simultaneous occurrence, and cannot describe the importance or priority of each word. Therefore, in this study, we applied AHP (Analytic Hierarchy Process) technique to evaluate the priority of the result derived from topic modeling (Topic). In this study, bibliographic data (total of 15,888 articles) of academic researches related to consulting were collected and used in the analysis of this study in order to suggest prioritization method using Topic-Modeling and AHP.

The movements of unwanted pests between different continents are being accelerated by the global climate change and ever-increasing international trades, which has also been facilitated by the recent increase of FTA and other trade agreements. Many invasive pests cause serious economic losses and ecological disturbance in invaded rural and natural areas. Since the uncertainty of potential impact of invasive pests, it would be extremely useful if the priority of invasive quarantine pests can be predicted for the efficient surveillance and eradication processes. We are initially analysed national and foreign examples to evaluate the current system of pest prioritization of national quarantine pests. Also here we suggests evaluation platforms for selecting high priority exotic pests.

This study is for figuring out major components of construction quality infrastructure and suggesting improvement plan by benchmarking global best practice model and analyzing gap between the model and sample practice. Based on improvement plan, researcher could derive major characters and components of construction quality infrastructure, and also about the priority among core competency components of construction quality experts. The result showed that the 'human resource' was ranked the best priority followed by 'method' 'environment', 'equipment' among major characters and components of construction quality infrastructure. Also, for core competency components of construction quality experts, 'number of years in work places' was the best priority, and the 'professional knowledge on engineering' was another priority ranked. Far from general perception on competency components, 'academic education' ranked the last. It may allude that the current education system in this country is not effective in developing competency of quality engineers. In summary, this study shows professionalism of quality engineer is the most important thing in all the components.

Logistic enterprises want to be competitive enterprises in fierce logistic market and worry about the securement of discriminative competitiveness for it. The standards for the judgement of logistic industry’s maintenance of competitiveness are not only economic feasibility of logistic costs but also the satisfaction of users because well-established service system for variety and enhancement of logistic needs. Some of the quality attributes sufficiently satisfy expectation of customers, but not guarantee high-quality satisfaction. Therefore, it’s difficult to grasp quality attributes with the existing approach of perceived service quality. Quality attribute model suggested by Kano is widely used as the concept is accurate, there is high possibility to be used at the stage of product/service planning, and it can be easily applied. Kano model has a limitation that quality attributes are classified with mode and the differences between strong property of the quality attribute and week property in quality attributes were ignored. Therefore, Timko calculated customer satisfaction coefficient with the result of Kano’s survey and effects of customer satisfaction and unsatisfaction through relations between satisfaction coefficient and unsatisfaction coefficient. The purposes of this study are to use ASC, the average of satisfaction coefficient and unsatisfaction, as the satisfaction of quality characteristics, decide the importance of quality characteristics with TOPSIS, a representative multi-standard decision-making method, and calculate strategy improvement propriety of logistic service quality.

Priority disciplines are an important scheme for service systems to differentiate their services for different classes of customers. (N, n)-preemptive priority disciplines enable system engineers to fine-tune the performances of different classes of customers arriving to the system. Due to this virtue of controllability, (N, n)-preemptive priority queueing models can be applied to various types of systems in which the service performances of different classes of customers need to be adjusted for a complex objective. In this paper, we extend the existing (N, n)-preemptive resume and (N, n)-preemptive repeat-identical priority queueing models to the (N, n)-preemptive repeat-different priority queueing model. We derive the queue-length distributions in the M/G/1 queueing model with two classes of customers, under the (N, n)-preemptive repeat-different priority discipline. In order to derive the queue-length distributions, we employ an analysis of the effective service time of a low-priority customer, a delay cycle analysis, and a joint transformation method. We then derive the first and second moments of the queue lengths of high- and low-priority customers. We also present a numerical example for the first and second moments of the queue length of high- and low-priority customers. Through doing this, we show that, under the (N, n)-preemptive repeat-different priority discipline, the first and second moments of customers with high priority are bounded by some upper bounds, regardless of the service characteristics of customers with low priority. This property may help system engineers design such service systems that guarantee the mean and variance of delay for primary users under a certain bounds, when preempted services have to be restarted with another service time resampled from the same service time distribution.

修辭(수사)의 사전적 의미는 修辭가 文彩(문채: figure)의 분류 기준이 됨을 뜻하므로, 사실 상 修辭의 범위를 문법학적으로 제한함을 뜻한다. 그런데 孔子(공자)는 修辭에 대해서 대단히 부정적인 태도를 취했고 나아가 언어적인 측면보다 실천의 측면을 더욱 강조했으므로, 사전 적 의미로서의 修辭 개념에 전면적으로 대치된다고 볼 수 있다. 하지만 左傳(좌전)에서 공 자는 오히려 말을 하지 않으면 그 뜻을 드러내지 못한다고 강조하며, 언어표현의 중요성을 부각시키고 있다. 修辭學(수사학)에 있어서 ‘修辭’는 “修辭立其誠(수사입기성)”이란 구절에 기 인하고, 이는 “말을 닦음에 그 성실함을 세운다.”는 것이니, 이는 그간 인지되어온 修辭의 사 전적 의미와는 상당한 괴리감이 있음을 의심하지 않을 수 없다. 이에 본 논문에서는 修辭의 어원과 그 의미 나아가 修辭가 활용된 空間(공간)의 유형에 대해서까지 섭렵하기로 한다.

This research determined priority of quality improvement of public institution's education service by using ASC for importance and applying Topsis, a multi-standard decision-making method simplifying various attributes and scales of evaluation items and deciding the comparative priority for satisfaction and discussed the differences so as to measure the quality of public institution's educational service and examine the priority of education service' quality improvement. This research classified the characteristics of quality improvement. As a result, it's significant to suggest positive direction and method to improve satisfaction and education service's quality from an angle of demander by analyzing educational satisfaction of education service quality of public education institution and effects on the following improvement.

목 적: 광주광역시 안경사를 대상으로 계층화 의사결정방법(AHP)를 활용하여 안경원 경영향상 요인 중 요도 및 우선순위에 대해 알아보고자 한다. 방 법: 안경원 경영향상 요인 중 중요요인을 이원비교하기 위해 광주광역시 안경사를 대상으로 계층화 의사결정방법(AHP)을 이용하여 상대적인 중요도 및 우선순위를 조사하였다. 안경원 경영향상 요인 중요도 및 우선순위 분석은 일관성 확보를 위해 일관성 비율 0.1 미만일 때 분석하였다. 결 과: 계층화 의사결정방법 분석 결과 안경원 경영향상 요인 중 Level 2항목 중요도는 상품/서비스가 가장 중요한 요인으로 분석되었다. Level 3항목별 중요도는 Level 3(01)은 전문안경사, Level 3(02)는 학교 에서 가까움, Level 3(03)은 홍보(전단지, 신문광고), Level 3(04)는 안경사의 신뢰성, Level 3(05)는 가격 의 적정성이 중요하다고 분석되었다. Level 3항목 우선순위는 안경사의 신뢰성(0.2552)으로 분석되었다. 결 론: 안경원 경영향상 요인 중요도 및 우선순위는 특정 관리자의 경험에 의존하던 안경원 경영을 좀 더 합리적이고 과학적 방법인 계층화 의사결정방법(AHP)을 적용함으로써 합리성을 높일 수 있으며, 그 결과 안경사의 신뢰성(0.2552)이 가장 중요한 요인으로 나타났다.

Determined according to urban parks and green urban planning, urban planning facilities are established in accordance with the “National Land Planning and Utilization Act.” The designation of land use is accompanied by certain restrictions, and urban planning facilities are provided for cases that are based on the expropriation or use of land property rights, such as the result of enforcement. The property rights and time of certain individuals may even be sacrificed to ensure the enforcement of a project, but it is uncertain whether the Constitutional Court ruling on the Constitution was administrative or opportunistic with regard to the practice bar. This study is based on case studies, and consideration is given to working out a long-term solution to the problem of urban parks owned by local governments, and the budget reality. In terms of presenting evidence, 248 response measures will be provided among the as-yet non-constructed parks in the city of Daejeon, where a park is likely to lose its qualification analysis and assessment system to cope with the indicators elicited for the sake of prioritization. According to these new evaluation criteria, the priority order of long-term unexecuted urban parks in the city of Daejeon is as follows. Gayang Birae, Guam, Daesa, Sajeong, Hodong, and Hoedeok neighborhood park were evaluated in the order.
