Development, availability and users’ participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry’s own characteristics which is developed based on the offline market. In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS. Three core subjects for upgrading public information service are ‘analysis information with expertise and differentiation,’ ‘user cooperation-oriented platform,’ and ‘intuitive nd effective UX,’ and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users’ satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users’ recognition for its consistent usability and efficiency.

본 연구는 정신적 문제를 가지고 있는 사회복무요원을 대상으로 실시한 집단미술치료가 우울증depression과 불안증Anxiety 완화 및 회복탄력성(KRQ-53) 향상에 미치는 영향에 관한 연구이다. 집단미술치료 대상은 병무청이 지원하는 000시 소속으로 시청과 구청에서 행정업무지원 사회복무요원들로 이들 중 적응능력이 부족하여 복무에 불편감을 호소하거나 정신질환, 우울증, 불안증이 있는 대상자로 12명을 선정하였다. 미술치료사는 집단미술치료에 참여한 사회복무요원들에게는 심리적 부담감을 줄여주기 위해 초기단계에서 라포rapport 형성에 심혈을 기울였다. 집단미술치료가 우울증과 불안증 완화 및 회복탄력성(KRQ-53) 향상에 미치는 영향에 관련한 평가는 다음과 같다. 첫째, 집단미술치료에 참여한 사회복무요원들 중 사전검사에서 우울과 불안이 보이던 대부분의 대상자들이 개선되는 효과를 보였다. 특히 방어적 태도에서 점차 자기를 개방하고, 억압된 감정을 자연스럽게 표출하는 효과성이 나타났다. 둘째, 회복탄력성(KRQ-53)검사는 한국인 성인기준 평균점수 195점을 넘는 경우가 2사례로 나타났으며, 사전 사후 평균점을 동일하게 넘은 대상자는 1사례(천OO)로 나타났다. 여기서 회복탄력성은 시련과 역경을 성숙한 도약의 발판으로 삼는 마음의 근력으로 자기조절능력(감정조절력, 충동통제력, 원인분석력)과 대인관계능력(소통능력, 공감능력, 자아확장력), 긍정성(자아낙관성, 생활 만족도, 감사하기)의 하위체계를 구성한다. 그러나 대부분의 사회복무요원들은 한국인 성인기준 평균(195점)점수에 미치지 못한 것으로 보아 비현실적인 미래에 대한 불안감을 크게 느끼는 것으로 보인다. 따라서 문제에 대한 회피, 억압보다 문제를 직면하고 자각하는 통합적 심리치료가 요구된다. 특히 복무 부적응 요원들은 전문 심리상담을 통해 개인의 특성에 맞는 해결 방법을 모색하고 시군구의 전문기관과 협력한 전문적 심리치료가 필요하다고 생각한다.

The interest for public administration service which is regarded as the service industry recently is increasing. This means that the value of customer satisfaction pursued from enterprise section in the past is broadly accepted as the goal of struggle for existence in both public and personal domain. But, it can be said that quality problem in public administrative service is remained if it regards as simple campaign for kindness The kindness is nothing but an one of facts which consist of satisfaction. In this paper, we develop the Lean model called LPAM(Lean Public Administration Model) to improve the public adminstration service in the base of acceptable methodology which is widely using in improvement. Also we examine that proposed model can work well as the improve process pursuing customer"s satisfaction and improvement of public administration service.
