        The number of elevators in Korea has surpassed 700,000 units in 2019, which is the 8th in the world by number of installed units and 3rd in the world by new units. The word 'lift' is a representative word, and the category includes elevators, escalators, dumb waiters, and moving walks. Those who live in the city will experience using elevators once or twice a day, and these elevators are becoming an indispensable means of transportation when using high-rise apartments or subways. However, such a convenient elevator also has a lot of risks that threaten the safety of the user and actually cause many accidents every year. In particular, escalators (including moving walks), which account for as little as 5% of all elevators, account for 70% of all elevator accidents. According to Heinrich's chain of thought theory, accidents are caused by a combination of factors, which are divided into five stages: Stage 1: Genetic Factors and Social Environment, Stage 2: Individual Defects, Stage 3: Unsafe behavior and Unsafe conditions, Stage 4: Accident, Stage 5: Injury. Heinrich said that three of these five phases, unsafe behavior and unsafe conditions, require safety management and efforts to prevent accidents. In escalator accidents, the analysis of accident cases that have occurred so far will be related to unsafe behaviors and unsafe conditions, and the effective management of these causes of accidents will enable safer and more convenient use of escalators. This study analyzed accident cases of elevator users, focusing on escalator accidents over the last 10 years (2010 ~ 2019), and safety management to prevent safety accidents of elevator users by analyzing the behavior of actual users and questionnaires of experts in related fields. The method was studied.

        When the foundation work of the underground part of the building structure or the excavation work of the civil engineering structure is carried out, there is the earthwork work by the inevitable process. As the economic situation continues to develop, construction in urban areas is becoming bigger and higher in scale due to the expansion of infrastructure and the rescue of urban dwellings in urban areas, and excavation of underground roads is inevitable. Excavation of the underground part may cause problems in the process difficulty and safety of the earthworks due to the complexity and various characteristics of the ground selected without consideration of the ground characteristics and site conditions. In order to complete the required facilities, it is necessary to secure the design and construction of the retaining walls. In order to complete the required construction, It is an important factor satisfying construction period and economical efficiency.

        수출입 증명, 위생등급제, 식품 민원처리, 식품 관련 인증, 식품 위해정보 관리 및 식품이력추적 관리제도 등 식품안전관리 시스템에 블록체인 기술도입의 적절성을 효과성과 제약성 평가지표에 따라 전문가 대상 설문조사를 실시하여 평가하였다. 식품안전 업무영역별 블록체인 도입 적절성에 대한 포트폴리오 분석을 진행하여 블록체인 도입 우선순위를 설정하였다. 블록체인 도입 시 효과를 기대할 수 있는 영역은 식품인증, 위생등급제, 위해정보 및 수출입 증명 업무였다. 반면, 이력추적 및 민원처리 업무의 경우 블록체인 도입의 효과성이 낮아 도입대상에서 제외할 것으로 평가되었다. 한편 조사된 6가지의 식품안전관리 업무영역 모두에서 블록체인 도입 시 비용, 법·제도 개정 등 보통 이상의 제약성이 존재하였다. 특히, 식품이력추적관리 분야는 도입 추진 시 가장 제약사항이 많을 것으로 평가되었다. 블록체인 도입 시 수출입 증명 업무의 효과는 높으나 비용과 법 개정 등 제약성이 높아 블록체인 도입을 위해서는 제도개선 등이 필요할 것으로 판단되었다. 평가대상 업무분야들 중 식품인증, 위생등급제 및 위해정보 관련 업무는 블록체인 도입 시 신뢰성과 투명성을 크게 향상시키면서 제약성이 상대적으로 낮아 블록체인을 우선적으로 도입하는데 적합할 것으로 평가 되었다.

        본 연구는 연안여객선 안전관리 향상을 위해 우선적으로 개선되어야 할 요인을 도출하고, 안전관리 주체 간 인식차이를 분석 하는데 목적이 있다. 안전관리 개선 요인 발굴을 위해 전문가 그룹을 구성 후 델파이 조사를 실시하여 요인을 3개의 대분류와 10개의 중 분류로 계층화 하였다. 이후 요인 간 상대적 중요도를 평가하기 위해 점검자 그룹(해사안전감독관, 선박운항관리자)과 수검자 그룹(안전 관리책임자, 연안여객선사 관계자)으로 구분하여 설문조사를 실시하고 계층분석법(AHP)을 이용하여 분석하였다. 그 결과 점검자 그룹에 서는 대중교통수단 지정 요인이 가장 중요하게 나타났고, 수검자 그룹에서는 선원복지 지원 요인이 높게 나타났다. 계층분석법을 이용한 중요도 분석을 보완하기 위해 t-검정을 이용하여 두 그룹 간 안전관리 개선 요인에 대한 인식의 차이를 분석하였다. 그 결과 상대적 중요 도 평가결과와 대부분 일치하였으나 점검 인력 증원, 점검 인력 자격기준 강화, 운항관리 출장소 추가에 있어서는 인식의 차이가 발생하 였다. 이 연구결과는 향후 연안여객선 안전관리 제고를 위한 정책 등에 기초자료로 활용할 수 있을 것이다.

        One of the most effective methods to consistently ensure the safety of a tap water supply can be achieved by application of a comprehensive risk assessment and risk management approach for drinking water supply systems. This approach can be termed water safety plans(WSP) which recommended by WHO(world health organization) and IWA(international water association). For the introduction of WSP into Korea, 150 hazards were identified all steps in drinking water supply from catchment to consumer and risk assessment tool based on frequency and consequence of hazards were developed. Then, developed risk assessment tool by this research was implemented at a water treatment plant(Q=25,000 m3/d) to verify its applicability, and several amendments were recommended; classification of water source should be changed from groundwater to stream to strengthen water quality monitoring contaminants and frequencies; installation of aquarium to monitor intrusion of toxic substances into raw water; relocation or new installation on-line water quality analyzers for efficient water quality monitoring; change of chlorination chemical from solid phase(Ca(OCl)2) to liquid phase(NaOCl) to improve soundness of chlorination. It was also meaningful to propose hazards and risk assessment tool appropriate for Korea drinking water supply systems through this research which has been inconsistent among water treatment authorities.         The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including “Nuclear Safety Act”, etc. Safety laws related on nuclear facilities have seven Acts including “Nuclear Safety Act”, “the Act on Physical Protection and Radiological Emergency”, “Radioactive waste control Act”, “Act on Protective Action Guidelines against Radiation in the Natural Environment”, “Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste”, “Korea Institute of Nuclear Safety Act”. “Act on Establishment and Operation of the Nuclear Safety and Security Commission”. The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the “Food Safety Law for Prevention of Radiation Pollution Damage” is enacted.
