전자감독(Electronic Monitoring System)제도의 성패는 대상자에게 부착한 전자 장치를 활용하여 담당 보호관찰관이 어떻게 범죄자를 사회에서 효과적으로 지도･감독 하느냐에 달려있다. 이 연구의 목적은 전자감독 보호관찰 대상자의 자료를 활용하여 보호관찰관의 지도･감독 방법과 재범의 관계를 알아보는데 있다. 따라서 이 연구에서는 Ohlin과 동료들(1956)이 제시한 보호관찰관의 지도･감독 방법 모델을 변용하여 우리나라의 지도･감독 방법을 세 가지로 분류하여 분석에 활용하였다. Ohlin과 동료들(1956)의 연구를 바탕으로 보호관찰관의 태도를 복지적 보호관찰, 처벌적 보호관찰, 수동-보호적 보호관찰로 구분지어 대상자의 재범과의 관계성을 알아보았다. 2008 년부터 2010년까지 전자감독 보호관찰 대상자 총 957명의 자료를 로지스틱 회귀분석 으로 살펴본 결과, 세 가지 지도･감독 방법 중에서 복지적 지도･감독과 처벌적 지도･ 감독 방법이 재범 발생에 통계적 유의미성을 갖는 것으로 나타났다. 예상과 달리, 복지적 지도･감독은 오히려 재범을 증가시키는 것으로 나타났고, 처벌적 지도･감독 또한 대상자의 재범을 증가시키는 것으로 나타났다. 대상자의 재범을 감소시키기 위해서는 원호･지원과 관련된 복지적 지도･감독 방법 및 경고장 발송과 관련된 처벌적 지도･감독 방법이 재범 방지 차원에서 새롭게 운영되어야 하며, 해당 보호관찰 처우 방법이 현장에서 과감히 개선될 필요가 있다.

전국 교정시설의 수용정원은 47,820명인데, 현재 54,744명이 수용되어 있으므로 14% 과밀수용 되어 있는 상태이다. 이로 인해 수용자에 대한 인간의 존엄과 가치가 훼손되고 있다. 과밀수용해소를 위해 교정시설을 건축하여 해결하는 것이 가장 근본 적인 해결방법이지만 지역이기주의로 인해 신축하는 것은 쉽지가 않다. 따라서 교정 시설을 신축하지 않으면서 과밀수용을 해결할 수 있는 방향으로 나아가야 한다. 그 방안으로 전자감독 조건부 가택구금을 실시하는 것이다. 전자감독은 두 가지 형태로 하는 것이다. 먼저 기결수용자에 대해서는 현행대로 위치추적장치를 발에 부착 하는 형태로 하는 것이다. 다음으로 미결수용자에 대해서는 위치추적장치를 스마트 워치 형태로 하여 손목에 착용하게 하거나 아예 몸속에 삽입시키는 베리칩으로 하는 것이다. 전자감독 조건부 가택구금 대상자 중 먼저 발목에 부착하는 형태는 1년 미만의 단기수형자, 가석방자, 초고령수형자, 장애수형자 등으로 하여 조기 출소를 시키는 것이다. 다음으로 손목에 부착하는 형태는 미결수용자를 대상으로 전자감독 조건부 보석 제도를 실시하는 것이다. 이를 통해 정당한 이유 없이 출석에 불응하거나 도주하는 경우에는 위치추적을 통해 조기에 검거하는 것이다. 만약 이러한 사실이 전자감독 조건 부 보석자에게 발생할 경우 보증금 몰수는 물론 양형결정 시 참조하여 가중처벌 한다면 출석거부 및 도주를 예방할 수 있을 것이다. 실시에 따른 법률문제, 운영상문제, 비용문제, 피해자 및 국민정서문제 등 다양한 문제점이 나타날 수 있다. 이러한 문제점을 최소화하기 위해서는 한 개의 교정시설을 대상으로 실시한 후, 나타나는 문제점에 대한 충분한 보완을 한 다음, 전면적인 실시를 하면 될 것이다.

This study is intended to look into the effect of construction safety supervision system on risk control and reduction. To achieve this, a survey was carried out to 114 companies in construction, ordering, contract and management. The overall findings were as follows. The effect of construction safety supervision system on risk control and reduction showed that factors of supervision system, supervision cost and supervision method had a positive effect on risk control and reduction. And their perception of the introduction of safety supervision system in construction sites according to process showed that there was a difference between them according to the field of ordering, contract and supervision. There was the biggest difference between owner and contractor in double supervision system, but no difference between them in the perception of risk reduction. These results show that all ordering, contract and supervision are positively needed for the introduction of construction safety supervision. This means that there is a difference between owner and contractor in the perception of process according to system operation. All companies agree to system improvement by the settlement of safety supervision system for the prevention of safety accidents and safe construction, but the systematic complement of safety supervision is the burden of contractor. And there is a big difference between owner and contractor in the perception of responsibility and concern for cost burden.

In this study, supervision resides fire mission against problems associated with case studies and surveys done through the side of the field work, technical personnel, fire management, including fire code aspects classified into three kinds of items dealt with the issue. Started at the scene of the problem in terms of performance, the issue of the construction process, mainly dealt with the issue at the time of completion. Fire management side, supervisor of technical personnel, human resources management issues, contract issues, fire code level, the frequent revisions of fire regulations, supervision, processing delays of the resulting report, the problem resides with the expansion of Fire Supervision target was mentioned. Finally, the target for each hierarchical supervision, and resident supervisor of the need for supervision of work performance test was carried out by the correlation.

The need to have the effects of horticultural therapy as a scientific treatment according to horticultural therapy processes progressed by the therapist's intentions and to have horticultural therapist acknowledged as a special occupation has been recognized. Consequently, this study has been performed in hopes of specialty enhancement, joint responsibility during treatment and an exhaustion solution of therapists for horticultural therapy with the execution of the "supervision" through a phased practical training system as a specialized education method of therapists. The present status of the "horticultural therapy supervision" was researched with horticultural therapists and reserve horticultural therapist as subjects and the present form was illustrated, and the method and contents of how they wanted to receive this supervision was researched through surveying. Also, whether there is a difference in administrative, educational, and supporting horticultural therapy supervision and overall horticultural therapy supervision according to the horticultural therapist and reserve horticultural therapist group, horticultural therapy(main treatment) experience, horticultural therapy performance degree, horticultural therapist foster curriculum type.
