        The uniqueness of labour as a factor of production is that labour services cannot be separated from the employee. However, since the object of sale is only the services of the employee, not an employee himself, the labour conditions, determined by the labour and collective agreements or other agreements concluded at other levels and within the current legislation, are equally important. Speaking as a subject of labour, a person can realize his or her labour potential by the way of self-employment, that means to act as an independent producer seller of their products. Another way of labour potential realization is hiring, that means offering of the services as a hired employee to the employer, who is the subject of ownership. In this case there is an exchange under the principle: qualification and working time of the worker - for wages and profits. Each enterprise is confronted with a set of goals, among them – economic and social leadership. For their achievement the company uses all the available arsenal of resources - material, land, financial, labour. This indicates the equivalence of all types of resources in achieving the goal. But this is not quite true, because every resource can be included in production only through the activity of labour and people. And this activity depends on the attitude of the company to its employees, the degree of their motivation and stimulation.

        This research investigates the impact of vocational training on wages of ethnic minority labors in emerging countries; Vietnam is the case study. The study uses secondary data from 2014 to 2018 collected through Vietnam Household Living Standards Surveys (VHLSS) conducted by the General Statistics Office. In order to analyze the impact of vocational training on wages of ethnic minority areas in Vietnam, this research creates ethnic area variables. According to Vietnamese regulations, ethnic areas are communes of 51 different provinces, inhabited by ethnic minority people. The statistics from VHLSS in 2018, show that the proportion of labors of working age with a certificate was 22.5%. The research employs Heckman Sample Selection Model to estimate the impact of vocation training on wage of labors in ethnic minority areas. The results show that vocational training plays a crucial role in improving the wages of ethnic minorities and has a positive impact. However, apart from the achieved outcomes, vocational training and job creation for ethnic minorities are not without limitations and shortcomings. Based on the findings, some recommendations to ethnic minority labors, enterprises and the Government are proposed to encourage participation in vocational training for the purpose of promoting the efficiency of the labor market.

        The purpose of the confiscational or penalty of criminal gains is to deprive the crime of its illegal profits and prevent it from being retained. On the other hand, under criminal law, joint crime, teacher crime, and accessories are intended to be punished for criminal acts and their degree of participation, so the two do not necessarily have to be consistent in logic. In other words, if a person is merely an accessory and receives sufficient income from a crime through crime, he or she should pay an additional charge of criminal profits obtained in the form of wages, etc. but if a person is joint principal offender and receive not sufficient income from a crime through crime, he or she do not need to pay an additional charge of criminal profits obtained in the form of wages, etc. In the result, who will pay the penalty from depends on the attainment of the purpose of the confiscational or penalty of criminal gains.
