Estimating the Economic Value of Flood Management Washlands Using the CVM-X Model
본 연구는 최근 하천변 방재시설의 하나로 도입이 추진되고 있는 천변저류지가 가진 다목적 이용가치에 대한 경제적 편익을 산출하고자 연구되었다. 본 연구에서는 천변저류지의 경제적 가치를 산출하기 위해 일반 시장재를 대상으로실험경제학(experimental economics)과 가상가치평가법(contingent valuation)을 접목시킨 CVM-X를 적용하여 지역주민의지불의사금액(WTP)을 산출하였다. 연구대상지는 경기도 동남부를 지나며 한강으로 흐르는 청미천을 시범대상지로선정하여 인근지역인 장호원읍, 이천시, 여주군 주민 430명을 대상으로 표준화설문지를 활용하여 직접인터뷰 방식으로조사하였다. 질문한 지불가치(WTP)의 개념은 해당 천변저류지가 조성되었을 경우 당일교통비, 식비, 시설이용비 등을합산한 개략 방문비용을 묻는 방식으로 진행하였다. 천변저류지의 이용에 따른 경제적 가치를 계산한 결과, 천변저류지조성에 따른 이용객 1인당(1일․1회) 경제적 가치는 7,047원으로 추정되었다.
The purpose of this research was to measure the benefits of the washlands that can be used for the storm water detention basins as well as other uses. The CVM-X method was applied for this research. This method is used for the general market goods in the area of experimental economics with the contingent valuation approach as its basis. Through this approach, the willingness to pay(WTP) of the residents of the area studied was identified reflecting in a practical manner. The vicinity of the Chungmi stream was selected as the study area. The 430 residents of Changhowon-town, Icheon-city, and Yeoju-county were responded to standardized questionnaires, constituting a sample of the affected population. The concept of the WTP in this study was used in the simulated washlands of Chungmi stream and the respondents were asked about their trip expenditure for visiting the washlands, comprising the expenses of on transportation, food and beverages, and admission fees for using any facilities. The results showed that the estimated benefits of developing washlands were 7,047 won per recreation day.
