계획대상지는 충청남도 예산군 고덕면 대천리, 석곡리 일원으로 농업환경과 상업가로지역, 역사문화자원 등이 복합적으로 형성되어 있는 지역이다. 하지만 열악한 교통여건과 부족한 대표이미지로 인해 외부방문객들에게는 통과지역으로만인식되고 내부적으로는 면소재지임에도 불구하고 정비되지 않은 가로 환경과 지역주민들의 다양한 커뮤니티를 지원할수 있는 공공시설의 부재로 인해 갈수록 쇠퇴하고 있는 대표적인 농촌지역이라 할 수 있다. 최근 당진영덕고속도로개통과 고덕IC의 개설, 내포신도시로 충청남도청 이전 등 인근지역의 여건 변화로 인해 그동안 쇠퇴되었던 지역을다시 활성화시킬 수 있는 계기가 마련되었고 따라서 본 계획에서는 주변 여건 변화에 발맞춰 지역 환경을 개선하고대상지가 보유하고 있는 지역자원을 활용하여 통과지역으로서 인식되던 이미지를 개선함으로써 발전적인 지역 활성화 방안을 제시하는데 목적이 있다. 이에 본 계획에서는 ‘경관정비’, ‘지역자원활성화’, ‘정주기반정비’를 계획전략으로 수립하여쾌적한 정주환경 및 도농복합 거점공간으로 조성하고자 계획내용을 수립하였다. 본 계획을 통해 그동안 낙후되고 노후화된지역의 공공시설 및 경관자원의 개선과 고유한 지역자원의 활용을 통해서 고덕면소재지 지역주민의 삶의 질이 향상되고지역경제가 활성화 될 것으로 기대된다.
The study subject for the plan is the agricultural environment, located in Daecheon-ri and Seokgok-ri, Yesan-gun, Chungcheongnamdo. The area has a combination of commercial streets and historically cultural resources. However, because of poor traffic conditions and a shortage of representative images, outside visitors avoid the area. Although it is myeon in terms of an administrative district, the streets have not been updated, and public facilities supporting local communities are lacking. As a result, the area was regarded as a representative failing agricultural area. Today, due to environmental changes in neighboring regions, there is an opportunity to revitalize the area. Therefore, the purpose of this plan is to improve the local area to keep pace with changes in neighboring areas, to improve the area by using local resources, and thus develop the area. Therefore, this plan was based on landscape maintenance, activation of local resources, and resident environment-based maintenance strategies. Thus, the plan involves building a clean residential area and an urban-rural complex base space. This plan is expected to contribute to improving the old public facilities and landscape resources, increasing the quality of life of local residents in Gokeok-myeon, and activating the local economy through the use of unique local resources.
