개발도상국을 중심으로 우리나라의 경제개발과 성장의 기반이 되는 인적자원개발과 교육시스템에 대해 지식과 경험의 공유 및 교류에 대한 요구가 점차 증가하고 있다. 우리나라는 교육 분야에서 이러한 요구에 적절히 대응하고 우리 교육 · 문화와 e- 러닝 산업의 해외진출 등의 기회로 활용하기 위해 국제교육협력을 위한 휴먼네트워크를 보완하고 강화할 필요가 있다. 그리고 이러한 요구들을 반영하기 위해 한국과의 교류협력에 영향력을 행사할 수 있는 해외 고위공무원 기업인 등을 대상으로 하는 초청연수 사업이적절한 대안으로서 추진되어 왔다. 그러나 공급자 중심의 사고방식， 민간의 참여부족， 사업성과 측정 미비， 사업추진 주제간 협력 부재 등으로 성과창출이 제한적이었다. 이러한 문제점에 대한 대안을 마련하고자 관련 선행연구를 기초로 본 블랜디드 러닝 기반 문제중심 국제연수과정의 개발과 함께 평가연구를 진행하였다. 평가연구는 크게 반응도 평가， 이해도 평가， 현업적용도 평가로 실시되었다. 그 결과 블랜디드러닝 기반 문제중심 국제연수과정이 교육생들의 이해도 향상은 물론 실제 각자가 가지고 있는 문제해결에 도웅을 주었음을 확인할 수 있었다. 그리고 이러한 결과를 바탕으로 국제연수과정개발에 있어서 고려점과 시사점을 논의하였다.

Centering on developing countries, the demands on sharing of knowledge and experience, and exchanging about human resource development and educational system which are a foundation of our country 0 0s economic development and growth are gradually increasing. Our country needs to accordingly deal with such demands in the field of education, and complement and intensify the human-network for international cooperative education as to conjugate the opportunities for oversee expansion in our education culture e-Leaming industry. In addition, to solve such problems an invitational training project which is subjected to foreign high position officials, entrepreneurs and so on who could influence in the areas of exchange and cooperation with Korea has been implemented. However, the outcomes were limited due to a way of thinking centered on the suppliers, lack of participations of people, insufficiency of project worthy and survey, and absence of cooperation between principal organizations on project promotion etc. In order to arrange a counterproposal on such problems, the development and research evaluation on the international training program based PBL(problem based learning) was implemented. The research evaluation is divided into evaluation of satisfactory, evaluation of comprehension, and evaluation of application on site operations. As a consequence, the international training program based PBL (problem based learning) was a confirmation of assistance not only on the improvement of comprehension skills of trainees but also on the elevation of problem solving skill for each one has. Moreover, based on such outcomes, the consideration and implication of development on international training program were discussed.
