본 논문은 2006년 이후 수년째 산업 기반마저 위태로울 정도로 침체된 국내 아케이드게임에 대해 새로운 규제 패러다임의 필요성에 대한 연구이다. 아케이드 플랫폼은 일체형 특성과 PC기반으로 전환은 아케이드게임에서 사행성 문제가 더 심각할 수 있는 기술적 환경을 제공한다. 아케이드게임 초기부터 문제되는 사행 도구화의 문제를 해결하기 위해서도 기존의 게임물과 사행성에 초점을 맞춘 규제 패러다임은 전환의 필요성이 제기된다. 국내와 유사한 경험을 갖고 새롭게 아케이드게임시장을 선도하고 있는 중국의 사례를 통해, 게임장과 사행행위를 핵심으로 하는 규제 패러다임의 전환에 대한 검토가 필요할 때이다.

This article is a analysis & diagnosis on the shifting of regulation paradigm for arcade game in Korea. Arcade market is decreasing market size after 2006. Arcade platform is characterized by the individuality & PC-based ability. This rapidly changes of the environment are facilitating the gambling in arcade game market. For the protecting the gambling in arcade game market, regulation paradigm needs the shift. To game center & speculative behavior, from game & gambling criteria.
