지방자치제도의 본격적인 시행과 함께 민관 협력을 기반으로 한 협치 기제로써 지역사회복지협의체의 운영이 의무화되고, 2010년 현재 1기 지역사회복지계획의 종결 및 2기 지역사회복지계획을 수립하는 중요한 시기에 도래하였다. 하지만 1기 평가의 미진, 파행적 계획과정의 답습 등이 이루어지고 있는 상황에서, 본 연구자는 지역사회복지협의체의 활성화를 목적으로 구속력, 강제력 강화를 위하여 사회복지조직으로서의 지역사회복지협의체 분석을 실시하였다. 서울의 G구를 중심으로 시민사회중심 거버넌스 이론, 조직요건 및 전문적 관료제적 측면에서의 지역사회복지협의체를 분석하였고, 그 결과 관 중심의 편협한 위원선정, 관 중심적 협의체 영향력 행사 등의 문제가 도출되었다. 또한 전문적 관료제 측면에서는 지방자치단체 주무관이 상근간사로의 역할을 수행하면서 대표협의체-실무협의체-실무분과의 계층적 조직구조를 부정하고 개별적인 조직으로서의 활동을 조장하고 있었으며, 관계 중심적․의무감의 조직으로 전락하고 있는 실정임을 확인할 수 있었다. 이에 구성원의 역할 법제화를 통하여 위원들의 자주적 활동을 보장하고, 민간간사 또한 관으로부터 분리될 수 있도록 하며, 정기적인 교육과 사업 평가의 공식화를 제언하였다. 이와 같은 연구결과가 비단 서울의 G구 뿐만 아니라 전국 기초자치단체의 지역사회복지협의체 활성화에 밑거름으로 활용되기를 기대한다.

With regular enforcement of local self-governing system, operation of local community welfare alliance became mandatory as the already established matter based on cooperation between private and government. Also, currently, in 2010, it reaches the most importance time that 1st local community welfare plan is finished and 2nd local community welfare plan is established. However, due to unsatisfaction of 1st evaluation and following of crippled planning process, I, as an researcher, conducted an analysis of local community alliance as the social welfare organization to reinforce the binding force and legal force for the purpose of vitalization of local community welfare alliance.Based on G district in Seoul, civil society-oriented governance theory, requirement for organization and local community welfare alliance from point view of professional bureaucracy has been analyzed, and as a result, problems on narrow-minded member selection based on government and exercise of government-centered leverage were drawn. Also, it can be verified that from the side of professional bureaucracy, while local government officer in a charge performs a role for full-time assistant administrator, he/she denies the hierarchical organization structure with representative consultative body-working level consultative body- working level department and encourages the acting as individual organization, and it falls as to organization for relation-oriented and sense of duty.Thus, this study suggests formulation of regular education and project evaluation by ensuring independent performance for members through legislation of roles for members and also separating private assistant administrator from government. It is expected that results from this study will be used as foundation for invigorating not only G district in Seoul, but local community welfare alliances in national local governments.
