지역사회복지관이 기존의 사회복지 서비스 전달의 기능에서 지역사회조직화 사업이 지역사회문제 해결을 위한 필수적인 목적사업으로 인식됨에도 대부분의 기관들은 이에 대한 경험이 부족할 뿐만 아니라 이를 뒷받침할 이론적 연구도 부족하다. 지역사회조직화와 관련된 학문적 개념은 명확하게 정립되지 않았으며 관련 이론과 모델을 적용한 연구가 거의 없다. 일부 제시된 실천모델의 경우에도 이론적 뒷받침이 없고, 실천되는 일련의 과정을 체계적으로 정립하지 못하고 있다. 이에 본 연구에서는 학자별로 다양하게 제시되어 있는 지역사회조직화의 개념을 재정의하고 실천모델을 뒷받침하는 이론 제시와 실천현장 적용이 가능한 실천모델, 실천과정을 제시하였다. 이러한 연구결과를 통해 지역사회조직화 사업의 전문적 실천을 위해 수행해야 할 과제와 방향은 다음과 같다. 첫째, 지역사회조직화의 개념과 관련된 이론적 개념들에 대해 학자들 간에 정립이 요구된다. 그리고 사회복지사들은 제시된 이론적 기반을 토대로 지역사회조직화 실천과정에 다각적으로 활용해 보려는 노력이 필요하다. 둘째, 지역사회조직화사업의 활성화를 위해서는 기관차원에서 조사 및 연구개발을 지원하고 지속적인 교육훈련의 과정을 마련해 주는 시스템이 필요하다. 셋째, 공식적, 비공식적 지역주민의 조직과 사회기관이 유기적인 관계를 맺고 지역사회복지실천을 위하여 공동의 노력을 할 수 있도록 네트워킹 하는 역할도 지역사회복지관을 거점으로 이루어져야 할 것이다.

When community social welfare center provides the existing social welfare services, though the community organizing project is perceived as a necessary means to solve social problems, most of the organs are not only lack of the experiences, but also lack of the theoretical researches to support the project. Scholastic concept on community organizing project is not sufficiently logical, and there are also few researches appling related theories and models on it. Some of the practical models are not supported by logic and do not fully include a series of the process as well. Therefore, this research redefines the concepts of the community organizing project by scholars. And it also offers the logic to support the practical models, and presents applicable practical models and practical process which are fit for the field.The results presents that the community organizing project should execute following suggestions and directions. Firstly, the concept of the community organizing project should be clearly defined among the scholars. Social workers should try to apply the presented theories versatilely through the practical processes. Secondly, to boost the community organizing project, we need the system to support the research and study, and to provide consistent education and training at the organ level. And lastly, it should be the community social welfare center that consolidates the network between the local community organs and social organs, and makes efforts to provide social welfare services together through both the formal and informal relationships between them.
